Yamuna Expressway: Samajwadi Party government unwilling to give nod to
project awarded by former BSP government
NEW DELHI | LUCKNOW: Curious commuters are enjoying joyrides across
India's newest stretch of shimmering asphalt by greasing the palms of
the private guards on duty, while politics threaten to erect
roadblocks against its formal opening.
The 165-km Yamuna Expressway on the outskirts of Delhi promises to
reduce travel time between Greater Noida and Agra by half, besides
unleashing a frenzy of development on either side of India's longest
toll road right through to the city of the Taj Mahal.
The six-lane highway, extendable to eight lanes, will have closed-
circuit cameras at every 5 km and a highway patrol at every 25 km, in
addition to mobile radars along the all-concrete road to monitor
compliance with speed limits.
But the Akhilesh Yadav-led Samajwadi Party government is yet to give a
go-ahead to the Rs 13,000-crore project, which was commissioned by the
previous dispensation in Lucknow.
As a result, commuters, including foreign tourists, are being denied
access to a hassle-free ride to the country's prime tourist
destination. At the same time, the builder of the access-controlled
highway, Jaypee Infratech, stands to lose about Rs 50 crore a month,
at a conservative estimated traffic of 50,000 vehicles a day and a
toll of Rs 300 for a return trip.
The project, awarded by the Mayawati-led Bahujan Samaj Party
government to what many said was its favourite builder, appears to
have fallen prey to wrangling over its political ownership. The SP
government sees few political dividends in facilitating a project that
remains closely associated with its vanquished rival.
During a debate in the state assembly in March, Akhilesh Yadav had
referred to the project as an "expressway of scams meant to provide
huge undue favours to a select company".
Last month, when Yadav made a detour while campaigning for a by-poll
in Maanth assembly constituency and travelled a considerable length on
the expressway, he pointed out that the ride was bumpy at some places
and commented on the lack of greenery along the expressway.
The state government says the project will be given a green signal
only after the supporting infrastructure around the expressway is
entirely completed. The Yamuna Expressway Industrial Development
Authority (YEIDA) has, therefore, not issued a completion certificate
and the toll to be charged is also yet to be finalised.
"The state government is yet to receive the completion certificate of
the project from YEIDA and only after that would a decision be taken
on the opening of the expressway," said Anil Kumar Gupta, the
infrastructure and industrial development commissioner of Uttar
Pradesh. A Jaypee spokesperson declined to comment on the delay.
A senior YEIDA official, who did not wish to be named, said four of
the six proposed interchanges are ready. Work on the remaining two
will take another 20-30 days, the official said, adding that
construction of the three toll plazas and work on medical facilities
and refuelling points is also underway.
"We expect all the work to be completed within a month and then the
completion certificate will be issued," the official said, adding that
the authority has also sent a proposal to the state government for
finalising the toll rates.
However, Jaypee did not pitch for the project only because of the toll
revenue. The company also got 6,175 acres across five locations on the
expressway which will be used to develop about 530 million sq ft of
real estate. The company's Formula One racing track is close to the
expressway in Greater Noida, where it is also readying a modern
cricket stadium and another sports complex.
"Jaypee has successfully launched its real estate township in Noida,
but other land parcels become relevant only when the expressway is
operational. The fact that the expressway reduces travel time will
become clear to people only when they use it and that will help the
company sell other townships as well," said IDFC Securities analyst
Nitin Agarwal, who tracks Jaypee Infratech.
From the land that Jaypee got for the expressway, it has been selling
real estate in Noida for the past four years and some other areas in
the recent past. It has sold 43.22 million sq ft with a sale value of
over Rs 14,000 crore and advances of Rs 7,800 crore.
However, Angel Broking analyst Nitin Arora said opening of the
expressway would be significant as revenues will finally start flowing
in. Until that happens, passers-by can negotiate to pay the unofficial
toll of about 100 to zip to the monument of love.

Even after a year when the state government had announced five Metro lines
in Gautam Budh Nagar district, work on all the proposed routes is yet to
begin. Three Metro extension projects towards Greater Noida have got stuck
because of a host of issues, while two in Noida - towards Ghaziabad and Delhi
- continue to face hurdles.
Delhi Metro entered Noida in November 2010. The mood was euphoric as the
city got six stations - with the service starting from Sector 15 and ending
at Sector 32 (City Centre) - and a direct connectivity with Delhi.
But the intra-city connectivity still remained a big problem. So the state
government about a year ago hurriedly announced five more lines. The
government also allocated Rs. 12,000 crore for the purpose with the promise
that the projects would be completed by 2016.
But the execution has left much to be desired. The three routes towards
Greater Noida have almost been shelved. Uttar Pradesh urban development
minister Azam Khan recently said, "Our priority is farmers. The authority
is already facing fund crunch."
The two Noida lines have been delayed because of alignment and land parcel
issues. Though work was slated to start early this year, the Noida
authority has not yet cleared the detailed project reports (DPRs) of these
two routes submitted by the Delhi Metro Rail Corporation (DMRC). MoUs
between the two agencies are yet to be signed.
But officials beg to differ. "Both Noida lines are on track. Alignment for
South Delhi route is final. There are minor glitches in the line towards
Ghaziabad due to water pipelines and high-tension wires. Signing of MoUs is
a mere formality," said Rajpal Kaushik, chief town planner, Noida
authority. "For the line towards South Delhi, we need land from Botanical
Garden in Noida. A requisition has been sent to the competent authority.
Work will start soon," he said.
Greater Noida lines have been affected because of agitations by farmers,
non-clearance of Greater Noida's master plan by the NCR Planning Board and
cash crunch. "But we're determined now to start these projects," said Rama
Raman, CEO, G Noida authority.
Noida has 150 sectors. Out of them, 90 are developed. About 55 sectors are
directly or indirectly linked to Metro. The rest are still cut off. The
South Delhi link will provide connectivity to sectors 44, 94 and 95 besides
Delhi areas such as Kalkaji, Maliviya Nagar, Nehru Place, Green Park and
Vasant Kunj. The sector 62 line will provide connectivity to sectors 32,
34, 35, 50, 51, 52, 71, 72, 60, 61, 62, 63 64, 65 and 66.

I too have read the article published in a Hindi newspaper yesterday. All I can tell at this point of time is the cases filed by 4 farmers is not part of the cases being consolidated by the Allahabad High Court. Those cases too will come to hearing soon. To the best of my information, roughly 800+ cases has been filed by the farmers since July last years... awaiting for hearing.

प्रदेश सरकार की रीजनल कमेटी ने कर दी है संस्तुति
यमुना का मास्टर प्लान भी पहुंचा प्लानिंग बोर्ड
ग्रेटर नोएडा(ब्यूरो)। यमुना प्राधिकरण ने भी अपना मास्टर प्लान 2031 को
संशोधित करके एनसीआर प्लानिंग बोर्ड के पास भेज दिया है। ग्रेनो का मास्टर
प्लान पास होने के बाद यमुना के मास्टर प्लान के लिए पैरवी की जाएगी।
मालूम हो कि यमुना प्राधिकरण ने ग्रेनो से लेकर आगरा तक मास्टर प्लान 2031
तैयार किया है। पहले चरण जेवर तक पूरा मास्टर प्लान तैयार है और अलीगढ़,
महामायागर, मथुरा और आगरा में कुछ प्रोजेक्टों को इसमें शामिल किया गया है।
पिछले दिनों जेवर में इंटरनेशनल एयरपोर्ट का प्रस्ताव रद्द कर दिया था।
प्राधिकरण ने मास्टर प्लान को संशोधित कर दिया। प्लान में किस स्थान पर क्या
प्रोजेक्ट है, इसको रेखांकित करके पहले रीजनल प्लानिंग कमेटी के पास भेजा।
वहां से त्वरित मंजूरी के बाद शासन के पास गया था।
शासन ने कई दौर की बैठक करके मास्टर प्लान को समझा और अपनी संस्तुति करके
संशोधित मास्टर प्लान को एनसीआर प्लानिंग बोर्ड के पास भेज दिया है। चूंकि
यमुना प्राधिकरण में प्रोजेक्टों की शुरुआत है, इसलिए मंजूरी में ज्यादा
दिक्कत नहीं आएगी। सूत्रों ने बताया कि अभी ग्रेनो के मास्टर प्लान की मंजूरी
का इंतजार है। इसके बाद ही पैरवी की जाएगी। एनसीआर प्लानिंग बोर्ड की जब भी
अगली बैठक होगी, आशा है कि मंजूरी मिल जाएगी।

Dear All,
I went to YEA office to check my file and was glad to see all payment
challans intact but the office staff told me that your affidavit done at
the time of ATL is not notarised and this may lead to problems at the time
of possession. He also told me to get the stamp paper affidavit notarised
on the date ATL was done.
I am not sure if this is THE process and hence thought to check with you
all. Have anyone noticed these and if there are any suggestions!!

संस, रबूपुरा : यमुना एक्सप्रेस-वे के उद्घाटन से पहले सर्विस लेन बनाने
की मांग को लेकर अखिल भारतीय किसान सभा ने एक बैठक सोमवार को रबूपुरा
कार्यालय पर की। बैठक में किसान सभा के जिलाध्यक्ष नत्थी राम शर्मा ने
कहा कि यमुना एक्सप्रेस-वे के उद्घाटन की तैयारी चल रही है, लेकिन हाईवे
की सर्विस लेन अब तक पूरी नहीं बनी है। सर्विस लेन के निर्माण के बिना

उद्घाटन क्यों किया जा रहा है। उन्होंने कहा कि जेवर से जिला मुख्यालय तक
पहुंचने के लिए एक्सप्रेस वे की सर्विस लेन के अलावा कोई और रास्ता नहीं
है। इसलिए लोगों को जिला मुख्यालय आने-जाने में परेशानी हो रही है। यहां
तक कि रबूपुरा, जेवर, जहांगीरपुर से रोडवेज की नियमित सेवा नहीं है।
वक्ताओं का कहना था कि एक्सप्रेस वे के उद्घाटन से पहले सर्विस लेन का
निर्माण, एक्सप्रेस वे में जिन किसानों की जमीन अधिग्रहीत हुई, उनके
परिवार से एक सदस्य को नौकरी व जेवर तक नियमित रोडवेज बस चलाई जाए। यदि
किसानों की मांगों को अनदेखा किया गया तो एक्सप्रेस-वे का उदघाटन का
किसान सभा विरोध करेगी। इस मौके पर कैलाश चंद, जीत सिंह, मनोज, महमूद खा,
अनवर अली, हरि सिंह भाटी आदि मौजूद थे।

Is there any negative fate of YEIDA Plot owner? I am asking this question because as of now everything hangs on. I can't hear any of the communication neither from YEIDA officials nor Online Portal. Anybody can you clear my doubt?

has given all his time and everything else.
*Is it safal's fault most of us think that others are going to fight the
case so we need not pay...?*

As of today, the authority will not transfer any plot.
If any broker suggests any other way, he would be misleading you.

Yes this happend in noida/Gr noida earlier and the same tendency will be
alive for YEIDA plot also till no majot development work takes place by the
authority. Like in noida expressway, few years back say 4-5 years, farmers
used to continue their farming on the land where jaypee now making wishtown
and after heavy work started on that area all the ifs and buts stopped.
So, I think the main question is large scale development work that needs
to be started soon by the authority so that the situation does not get
scarry to all of us and other people/buisness units.
lets see how and when it happens ! but yes, I can feel your imotion and its
obvious to be scarred to hear all those because we are paying out heard
earned money anyhow. But be positive, one day we will do small farming in
our small garden and wide balcony also:-)

1) You straight go the reception of YEIDA office and inform
the receptionist that you want to check the installments/file. He will
ask for original allotment letter and direct the property
department's person to show your file. The property department guys
are sitting on reception counter itself.
Please carry original allotment letter and all bank challans along
with photocopies. If any challan would be missing, just you do the
self attest of photocopy and give it to them. They will attach to your
file. Most probably, the bank challan of second installment may be
missing because that challan are in custody of company, which managed
the YEA's online system and computers and now invovled in court case
with YEA.

First of all if I knew the exact amount authority I would not put that
question to the forum I would inform the forum.
Please do not be rude, as you may not agree, but language and decorum be

The basis of my simple (layman) calculation was definitely guess work but a
calculated one. Here is how
Authority pays Rs.2100 per sqr mtr. Land utilisation 50%=4200 plus 4200 for
development work = 8400 base price for authority . Authority would normally
sell for 5 times the base price which would put the rate at 42000 per sqr
mtr.
But I considered the mark up at 2.5 times which means 21000 per sqr mtr. Of
course I took some input from my civil engineer friends.
What is your calculation, because after new rates come into effect the
situation will change dramatically.

Friends,
With the transfer of ATL plots being not approved, it has become a
catch 22 situation.
Plots on GPA etc, can't be sold as they have not been recognised by
the Authority. With no development work happening & cases pending,
this may turn our to be a turning point.
Selling & Buying of plots is a must for the rates to stabilise. As per
my sources, if pressure is build on the Authority, transfer for non
ATL plots can be opened by this month end, when another board meeting
is scheduled.
It is therefore my request to the ex MC Yerwa to represent the
same( as members of YERWA, if not MC) to the authority officials. If
they can organise, more emembers can join them on the day of the
meeting.
This will help build pressure on Authority officials to open transfer.

सोमवार की शाम नोएडा बोर्ड की बैठक कई बड़े फैसलों के साथ समाप्त हुई। आधारभूत
ढांचे के विकास, निवेशकों और कर्मचारियों के हितों से जुड़ी कई योजनाओं पर
मुहर लगी। ग्रेटर नोएडा को उसका सबसे बड़ा तोहफा यानी मेट्रो मिल गई। वहीं
नोएडा प्राधिकरण ने कर्मचारियों के रिटायरमेंट की उम्र को 58 से बढ़ाकर 60 कर
दिया।
नोएडा ने तो विकास के बजट में पूरे 40 फीसदी का इजाफा कर दिया है। गौतमबुद्ध
नगर के तीनों प्राधिकरण विकास कार्यों पर जितना खर्च करने वाले हैं वह कई
राज्यों और यहां तक की कुछ देशों के बजट से भी ज्यादा है। नोएडा, ग्रेटर नोएडा
और यमुना एक्सप्रेस-वे पर वर्ष 2012-13 में 14 हजार करोड़ रुपये खर्च किए
जाएंगे।
भले ही ग्रेटर नोएडा को जेवर में एयरपोर्ट का तोहफा नहीं मिल पाया मगर नोएडा
सेक्टर 71 से नोएडा एक्टेंशन तक मेट्रो ले जाने को मंजूरी मिल गई है। दोनों
प्राधिकरण इस योजना पर मिल कर करीब 18 सौ करोड़ रुपये खर्च करेंगे।
इसके अलावा नोएडा-ग्रेटर नोएडा के बीच एक्सप्रेस वे के साथ पीपीपी मॉडल पर भी
मेट्रो चलाने की योजना पर सहमति बन गई है। 35 किलोमीटर के इस ट्रैक पर आठ हजार
करोड़ रुपये खर्च करने का अनुमान है।
वहीं, बॉटेनिकल गार्डेन मेट्रो विस्तार की डीपीआर को भी बोर्ड ने मंजूरी दे दी
है, जिस पर 845 करोड़ का कुल बजट खर्च होगा, जिसमें नोएडा 500 करोड़ रुपये की
हिस्सेदारी देगा।
सेक्टर 6 स्थित नोएडा प्राधिकरण कार्यालय में सोमवार को हुई बोर्ड बैठक में
नोएडा, ग्रेटर नोएडा व यमुना एक्सप्रेस वे प्राधिकरण का सर्वसम्मति से सालाना
बजट पास किया गया। इसमें नोएडा प्राधिकरण का वार्षिक बजट 7,021.40 करोड़,
ग्रेटर नोएडा का 4,797.77 करोड़ और यमुना एक्सप्रेस-वे प्राधिकरण के लिए
2,531.63 करोड़ रुपये का बजट मंजूर किया गया।
नोएडा के सीईओ संजीव सरन और ग्रेनो व यमुना प्राधिकरण के सीईओ रमा रमण ने
संयुक्त पत्रकार वार्ता में इसका खुलासा किया। इसमें साफ कर दिया गया कि नोएडा
में 3,000 करोड़ रुपये से विकास कार्य किए जाएंगे, जबकि पिछले साल यह राशि
2,626 करोड़ थी। इसके अलावा ग्रेटर नोएडा में 2,000 करोड़ और यमुना में 638
करोड़ रुपये से विकास कार्य होंगे। नोएडा में मेट्रो विस्तार के लिए 500 करोड़
रुपये का अलग से प्रावधान किया गया है।
भूमि अधिग्रहण पर नोएडा 2500 करोड़, ग्रेनो 2,540 करोड़ और यमुना 1,460 करोड़
रुपये खर्च करेगा। सीईओ संजीव सरन ने बताया कि नोएडा ने मास्टर प्लान रोड
संख्या-दो और तीन को सिग्नल फ्री करने की योजना भी तैयार कर ली है, जिसे बोर्ड
ने हरी झंडी दिखा दी है। नोएडा एक्सटेंशन मामले पर 11 अक्तूबर-2011 से मास्टर
प्लान को अनुमति मिलने की तारीख तक शून्य काल घोषित कर दिया गया है। इस दौरान
किसी भी आवंटी पर ब्याज या जुर्माना नहीं लगेगा।

उनकी प्रमुख मांग रही है और अब बिल्डरों को ईमानदारी के साथ यह लाभ उन तक
पहुंचाना चाहिए। उन्होंने कहा कि बिल्डरों को ब्याज जुर्माने की भी मांग नहीं
करनी चाहिए।
उल्लेखनीय है कि भूमि अधिग्रहण, अदालत के आदेशों और एनसीआर नियोजन बोर्ड
द्वारा मास्टर प्लान को मंजूरी नहीं दिए जाने को लेकर एक लाख से अधिक फ्लैट

ही टीवी चैनलों तथा अन्य माध्यमों से प्रचार शुरू हो गया है। उसी के आधार पर
संकेत मिले हैं कि 12 जुलाई को औद्योगिक विकास आयुक्त की अध्यक्षता में
प्रस्तावित बैठक में फैसला हो जाएगा कि एक्सप्रेस-वे कब से शुरू हो जाएगा।
फिलहाल जेपी के अधिकारी छिटपुट कमियों को पूरा करने में जुट गए
हैं।मुख्यमंत्री 11 जुलाई को अलीगढ़ आ जाएंगे। उन्हीं के आने के बाद इस
एक्सप्रेस-वे के उद्घाटन की तारीख तय हो जाएगी। इससे पहले टोल टैक्स का
निर्धारण होगा। सरकार की मंशा है कि इस एक्सप्रेस-वे का टोल टैक्स आगरा से
दिल्ली तक की नेशनल हाईवे की सड़क से ज्यादा न हो। इस बारे में राइट्स और
यमुना एक्सप्रेस-वे अथॉरिटी से जो सिफारिश आई है, उस पर लॉ डिपार्टमेंट से राय
ली जा रही है।एक्सप्रेस-वे पर स्पीड के बारे में भी लॉ डिपार्टमेंट से राय ली
गई है। राइट्स संस्था की ओर से चार पहिया हल्के वाहन की स्पीड 100 से 110
किलोमीटर प्रति घंटा और भारी वाहनों की स्पीड 65 से 70 किलोमीटर प्रतिघंटा
प्रस्तावित की गई है। लीगल ओपिनियन मिलने के बाद ही इस बारे में राय ली जा रही
है। जेपी ग्रुप के आगरा रीजन के महाप्रबंधक पीके सहगल ने फिर दोहराया है कि
एक्सप्रेस-वे बनकर तैयार हुए तीन महीने से अधिक का समय बीत चुका है। प्रदेश

के अंदर पंप स्थापित हो जाएगी।
