日皇今早接見習近平 日譁然

日皇明仁今天上午在皇居宮殿會見中國國家副主席習近平，由於這項安排打破了日本多年慣例，引發日本朝野不滿。

外國要人希望會見日本日皇通常需提前一個月提出正式書面申請，而中國方面是在11月26日才提出會面申請。鳩山由紀夫政府破例在不到三周時間內安排習近
平會面，日本媒體批評鳩山政府向宮內廳施壓，涉嫌違反日本憲法規定「日皇不為政治利用」的原則。

中國外交部長楊潔篪提出習近平與日皇的會面的申請後，日本宮內廳廳長羽毛田信吾曾以「不合規矩」和「日皇健康問題」兩度拒絕，中方則透過民主黨幹事長小
澤一郎等勸說鳩山，稱此舉關乎習近平訪問成敗，鳩山指令官房長官平野博文再度施壓，宮內廳最終接受。

共同社報導，多位消息人士透露，日本政府一度向中國表示「天皇的健康狀態不佳，會見有困難」，顯示首相官邸一度考慮放棄會見，但之後出現了急劇變化。

在負責天皇事務的羽毛田信吾7日拒絕會見請求之後，10日平野博文再次向羽毛田信吾做出了進行會見的指示，結果11 日宣布日本天皇將會見習近平。

據相關人士表示，多名中方負責人承認並未遵守一個月前提出正式申請的規則，但同時表示期待日方作出特例安排，希望日本政府以中日關係的大局為重。

面對批評，日本首相鳩山由紀夫稱，由於中日關係重要，且在日皇健康允許的情況下，這一決定沒有錯。中國外交部則感謝「日本政府周到安排」。

日皇在在1998年4月也曾會見當時擔任國家副主席的胡錦濤。
