中印同意擱置爭議 加強戰略伙伴關係

據綜合印度媒體發自泰國報導，印度總理曼莫漢與中國總理溫家寶今天在第7屆東南亞國家協會（東協）高峰會非正式會談中，同意雙方應擱置爭議，加強彼此的
戰略夥伴關係。
今年以來，印中雙方就印度東北部阿魯納查省（Arunachal Pradesh，中方稱為「藏南」）的主權爭議，彼此攻訐不休。中方在不久前曾譴責曼
莫漢訪問阿魯納查省為地方選舉拉票一事，日前又警告印度不得同意西藏流亡精神達賴喇嘛前往阿魯納查省爭議地區訪問。
印方則堅稱阿魯納查省是印度主權不可分割的一部分，預訂11月訪問阿魯納查省的達賴喇嘛有權在印度領土境內自由行動。印方同時抨擊中國蓄意阻擾亞洲開發
銀行貸款給印度發展阿魯納查省基礎建設，以及不承認阿魯納查省居民的印度國籍。
據印度半官方「新聞信託社」報導，在今天上午的高峰會非正式會談中，曼莫漢與溫家寶兩人同意雙方需要建立互信與瞭解。報導說，兩人同時也討論了其他共同
關切的雙邊、區域與國際事務。
儘管各方認為這次會談旨在緩和雙方最近在邊界問題上逐漸升溫的緊張氣氛，印度外交次長妮魯帕瑪．拉奧（Nirupama Rao）昨天也表示，阿魯納查
省爭議將是曼莫漢與溫家寶兩人會談的焦點，報導今天引述官方人士的話說，兩人在會談中並沒有提到阿魯納查省和達賴喇嘛往訪的問題。
印度民營「亞洲新聞社」則報導說，在雙方近一小時的會談一開始，溫家寶表示，中國希望與印度有著健康和穩定的關係。曼莫漢則在致詞時恭賀「中華人民共和
國建國60週年」。報導引述印度官方人士的話說，「雙方會談良好且有建設性」，同意加強彼此的戰略與合作關係。
第7屆東協高峰會在曼谷近郊海濱避暑勝地華欣（Hua Hin）舉行。
印度戰略學者斯里瓦斯塔瓦（P. S. Srivastava）接受記者訪談表示，顯然曼、溫兩人的會談仍是避重就輕，雙方之間仍然缺乏互信，邊界爭議
問題無可避免的也仍將是下週即將登場的印中外長會談焦點。他指出，印中相互堅持己見，是邊界爭議難解主因。
據印度外交部表示，印度、中國與俄羅斯外長將於27日，在印度南部科技重鎮班加羅爾（Bangalore）舉行第9屆三邊會議，就擴大地區與國際合作事
項進行討論，主要議題包括全球金融危機、恐怖主義問題與聯合國改革等。
