技術性阻攔 美牛絞肉內臟難來台

行政院長吳敦義今天同意立院國民黨團要求，美牛絞肉、內臟進口後應全面解凍。由於解凍肉品無法在市場販售，進口商就不會進口，此舉等同讓市面上買不到美
國進口牛絞肉與內臟。
府方人士解讀，這項行政措施不違反台美協議，但可讓市面上買不到美國進口的牛絞肉與內臟。
政府開放美國帶骨牛肉、內臟與絞肉進口，國民黨立法院黨團提出5點要求：第1、美牛內臟及絞肉都應專案進口，若有夾帶混在帶骨牛肉者，包括帶骨牛肉都應
全數銷毀；第2、絞肉、內臟都應在明顯位置清楚標示，美方並應充分證明為30月齡以下的美國牛。
第3、政府在絞肉、內臟進口到台灣後，應全面解凍並進行顯微鏡檢查；第4、推動立法院各黨團組團赴美，再次查驗美國牛肉進口的相關程序；第5、食品衛生
管理法盡速付委審查。
總統府發言人王郁琦下午轉述，吳敦義中午在府院黨的5人小組會議中表示，除了第5點略帶保留，希望修法不要構成違反國際義務的情況外，其餘4點要求，政
府都可照著處理，沒有問題。
王郁琦說，吳敦義在會中致電衛生署長楊志良，詢問楊志良出席立法院美國牛肉公聽會的情況；楊志良回復，多數與會學者認為，美國牛肉應該是安全的。
府方人士表示，當民眾反對政府放寬美國牛肉進口時，政府就在思考如何順應民眾需求，又不違反台美協議內容，希望在具體行政措施上找到兩全其美的作法。
他認為，如果實施絞肉、內臟進口到台灣後需全面解凍，解凍的肉品因無法在市場販售，進口商就不會進口。因此，「市面上應該是買不到美國直接進口的牛絞肉
與內臟」。府方人士並說，韓國也有類似做法，這是邊境檢查，是主權的象徵。
府方人士指出，政府沒有義務替美國牛肉促銷，但相關行政措施不能違反台美簽訂的牛肉議定書，政府不能冒著不願信守國際承諾的風險，這個風險對台灣外交的
影響太大。政府希望民眾能理解，台灣爭取拓展國際空間的同時，也要適應如世界動物衛生組織（OIE）的國際標準。
