Lets see - A Mr Whitehead demonstrated a torpedo to the Austrian Navy in
1868, who were so impressed they bought some. (As an aside the
Austrians tried to buy the patent, but were unable to.) The Royal Navy
invited Whitehead to demonstrate them, and as a result of successful
test firings, ordered delivery for 1870. To cut a long story short, by
the 1880's, most Navies in the world were using torpedoes and these had
steadily improved with more efficient propulsion and navigation systems.
By the beginning of WWI speeds had increased to over 49 knots, range
up to 4,000 yards and warheads of over 200 lbs. Any warship designed
from about 1880 onwards, was well and truly designed with an awareness
of the dangers faced from torpedoes. To suggest otherwise is to show a
complete ignorance of naval history.

As far as speed goes, the New York class (USS New York and USS Texas)
were capable of about 21 knots, and these speeds were pretty typical up
until WWII when the North Carolina class were built (27 knots). The
South Dakota class speeds were similar but the Iowa class increased that
to 33 knots. (Commissioned 1943 and 1944). The earlier speeds were
nowhere near that of Destroyers and Cruisers, but considering the
armament and range of the BB's weapons the main danger was considered to
come from submarines. (The U-boat submerged speeds were only about 13
knots though.)

Back to the point in hand though, was the battleship considered to be a
more dangerous posting in wartime? No, it was not. All postings were
dangerous, but probably the submarine was considered the worst.

The advent (utility of) torpedoes was not realized until Nazi U-boats
showed the world how to use them with devastating effect.

21 knots means the USS Texas was a sitting duck versus torpedoes coming
from the infamous Nazi U-boats that prowled the waters surrounding
Europe during WWII.

The concern was about the torpedoes coming from these Nazi U-boats and
not about being rammed by a U-boat.

Actually, your source revealed that artillery was indeed favored over
torpedoes until U-boats became advanced enough to conduct effective
warfare.
