    In this week's New Statesman cover story, the former chief UN weapons inspector and ex-head of the International Atomic Energy Agency Hans Blix offers a diplomatic alternative to military action against Iran - and warns that any such attack by the west would be illegal and catastrophic:
     
    If Iran were to be bombed, it would be another action in disregard of the UN Charter. There would be no authorisation by the Security Council. Iran has not attacked anybody and despite Mahmoud Ahmadinejad's wild, populist declarations that Israel should be wiped off the map there is no imminent Iranian threat that could be invoked to justify pre-emptive action.
     
    Blix says he does not believe that the Iranian regime is trying to build or acquire nuclear weapons:
     
    It is possible - but is denied by Iran and not evident to me - that there is a determination to make a nuclear weapon.
     
    The former director of the IAEA points out that the much-discussed report on Iran released by the UN's nuclear watchdog in November 2011 "did not . . . conclude that Iran was making a weapon or had taken a decision to make one". And he issues a stark warning on Iran to the agency's current head:
     
    In my view, the agency should not . . . draw conclusions from information where the supplier is not ready also to show evidence. Both Mohamed ElBaradei and I were careful on this point and I hope the present director general of the IAEA, Yukiya Amano, follows that line. The agency should not risk its own credibility by relying on data that it cannot verify fully.
     
    Blix says "bombing Iranian nuclear installations may be a path to disaster rather than to a solution" and condemns the "outrageous, gangster-style" killing of Iranian scientists. He writes:
     
    Iranian leaders are not going to sit quietly and twiddle their thumbs . . . A war in the Gulf and skyrocketing of oil and gas prices are not exactly what a financially troubled world needs right now. Furthermore, not all relevant installations in Iran would be destroyed. Some may not be known. The capacity and know-how to produce more centrifuges will survive and after armed attacks the Iranian government, which many now hate, may get broad support in a nation feeling humiliated by the attack. If there was not already a decision to go for a nuclear weapon it would then be taken.
     
    The former chief UN weapons inspector in Iraq calls for the establishment of a "nuclear-weapon-free zone" in the Middle East as a solution to the impasse over Iran:
     
    To many, the idea of an agreement between the parties in the Middle East - including Israel and Iran - to renounce not only the possession, acquisition or development of weapons of mass destruction, but also the means of their production, might seem very remote. It does not seem far-fetched to me.
     
    It would, to be sure, call for many difficult arrangements, including verification going beyond IAEA safeguards, as well as outside security guarantees and assurances of supply of nuclear fuel for civilian reactors. It would require that Israel give up its nuclear weapons, stocks of fissile material and capability to produce enriched uranium or plutonium. It would require Iran to do away with its enrichment plants and a number of other installations. All states in the zone would agree between themselves not to acquire or develop capabilities for the enrichment of uranium or production of plutonium.
     
    And he explains why this arrangement would appeal to all sides.

    Asia and the Pacific Can Lead World in Green Growth: Study

    BANGKOK, THAILAND - Asia and the Pacific has the potential to be a world
    leader in low carbon growth, but only if it adopts a new development
    strategy, says a joint study released today by the Asian Development Bank
    (ADB) and UN agencies.
     
    "The global market for green goods and services is vast and growing and
    with the right policies and investments, Asia and the Pacific could lead
    the world towards a more sustainable future," said Nessim Ahmad, ADB's
    Director for Environment and Safeguards.
     
    The report, *Green Growth, Resources and Resilience--Environmental
    Sustainability in Asia and the
    Pacific*<http://beta.adb.org/publications/green-growth-resources-and-resilience>,
    was prepared by ADB, the United Nations Economic and Social Commission for
    Asia and the Pacific, and the United Nations Environment Programme. It
    provides timely support to policymakers as they prepare for the 2012 United
    Nations Conference on Sustainable Development (Rio +20), which will be held
    in Rio de Janeiro in June.
     
    Asia and the Pacific has been the world's largest resource user since the
    mid 1990s. If current trends continue, its CO2 emissions are likely to more
    than triple by 2050, putting an unbearable strain on the earth's
    ecosystems. Reversing this trend will require a new development model
    characterized by systems innovation, efficient use of resources, and a
    greatly reduced reliance on hydrocarbons.
     
    The region is already leading the world in commitments to green investment,
    including funding for low carbon power generation and energy efficiency
    improvements. The report notes that about two-thirds of the $8 trillion
    needed for infrastructure in the region between now and 2020 will be in the
    form of new investment, opening up huge opportunities for businesses who
    can design, finance, build and manage green buildings, transport systems
    and other sustainable infrastructure.
     
    The high upfront costs of providing green goods and services, such as
    renewable energy facilities, has hampered development on a large scale, but
    the report notes that with the right policies and incentives, 'greening'
    the economy can be made viable and profitable in the long-term.
    Policymakers need to consider measures such as ecological tax reforms that
    penalize polluters while rewarding those who invest in low carbon,
    resource-friendly activities. Creative financing arrangements that ease the
    initial cost burden and risks for green developers will also help stimulate
    investment.
     
    Good governance to help the poor and other disadvantaged groups fully
    benefit from green growth is also essential for its success, while
    policymakers must step up skills training to meet rising demand for green
    labor and to retrain workers in sectors which will be negatively affected.
     
    Environmentally sustainable growth is at the heart of ADB's long-term
    development framework, Strategy 2020, and ADB has been stepping up
    assistance in numerous areas including renewable energy, climate change
    resilience, and sustainable transport systems. In 2011 alone it allocated
    $2.1 billion for clean energy investments, sharply outstripping its target
    of $1 billion.

    2011 results provide a snapshot of how pharma companies view R&D. But it
    isn't quite as simple as cutting versus spending, as Merck's experience
    shows.
     
    How much should drug companies spend on research and development (R&D)?
    This is a question that many have been asking in recent years as the major
    industry players have struggled to come up with new blockbuster drugs to
    replace those going off patent, despite ploughing vast sums of money into
    research.
     
    Some companies, notably industry leader Pfizer (US), appear to have come to
    the view that bigger isn’t necessarily better when it comes to R&D
    spending, and are making deep cuts in their budgets. Still the world's
    biggest spender on pharma R&D, Pfizer spent US$9.1bn on R&D in 2011,
    slightly down on 2010 (see chart). But it now plans to cut this figure by
    more than a fifth to US$6.5.bn-7bn in 2012. And Pfizer is already spending
    a fairly modest 13.5% of sales on R&D, in an industry where a ratio of
    15-20% is historically more typical.
     
    Anglo-Swedish AstraZeneca, meanwhile, announced in February 2012 that it
    intends to shed 2,200 research jobs as part of a new round of cost cutting,
    on top of 3,500 job losses in this area associated with an R&D
    restructuring begun in 2010. The company did, however, increase spending on
    R&D in 2011 by a respectable 4%, nearly double the rise at its larger
    compatriot GlaxoSmithKline.
     
    In general, the financial markets have tended to welcome cuts in research
    spending, which can help to boost profits in the short-term. But not
    everyone is convinced that they make good business sense in the longer run.
    Some warn that these R&D cuts will come back to haunt the companies that
    make them, given that new products are essential to the drug industry’s
    future.
     
    And they have their champions within the pharma business itself, in
    companies such as Eli Lilly (US). It increased R&D spending by 3% in 2011,
    to just over US$5bn, or a very generous 21% of sales. The company has been
    cutting costs in the face of major patent expiries, but not in this area of
    its operations, believing that investment in its pipeline will safeguard
    future sales and profits.
     
    *Profits up*
     
    So where does Merck, the world’s third largest drug company, stand on this
    issue? Unveiling its 2011 results on February 2nd, the New Jersey-based
    firm reported a 4% increase in sales in 2011, to just over US$48bn, and an
    almost eight-fold increase in net income, to US$6.7bn. In part, this sharp
    increase in profits came about because the previous year’s figures were
    depressed by write-downs. But it was also helped by a reduction in R&D
    spending, which fell 24% year on year, to US$8.5bn (see chart).
     
    On the face of it, this would appear to put Merck in the camp of the R&D
    budget slashers. However, the company still spent a relatively high
    proportion of sales on research last year, at almost 18%, and puts recent
    reductions in spending down to efficiency savings. Among other things,
    Merck is still restructuring its operations following the 2009 merger with
    fellow US pharma giant Schering-Plough. The company, which is less
    diversified than many of its peers, expects to spend around the same amount
    on R&D in 2012 as it did in the previous 12 months.
     
    In December 2011, Merck’s CEO, Kenneth Frazier, defended the amount of
    money that the company devoted to research saying that “the most
    sustainable strategy is really around innovation”. Mr Frazier, who comes
    from a legal rather than a scientific background and has led Merck since
    the start of 2011, is keenly aware of the need to bring new products to
    market to replace mature drugs facing generic competition.
     
    2012 will be a particularly challenging year for the company in this
    respect as the US patent on Singulair, an asthma treatment that is
    currently Merck’s top selling drug, expires in August. Singulair brought in
    revenues of US$5.5bn in 2011, up 10% year on year and representing 11% of
    the company’s total sales. Expect that to have slumped sharply next year.
     
    Another blockbuster, Remicade, an anti-inflammatory that was part of the
    Schering-Plough’s portfolio, is also generating lower revenues than it used
    to, following settlement of a dispute with Johnson & Johnson, which
    manufacturers and licenses the drug. This has resulted in Merck selling
    Remicade and a newer, related treatment Simponi, in fewer territories from
    July 2011 onwards. Merck’s revenues from Remicade totalled US$2.7bn in
    2011, down 2% on 2010, as changes to the distribution agreement started to
    kick in.
     
    More promising is Merck’s diabetes franchise. Sales of Januvia, a type 2
    diabetes treatment, grew by 39% in 2011 to US$3.3bn. And sales of Janumet,
    which combines Januvia with an older diabetes drug, rose 43% to US$1.4bn.
    In early February 2012 the US Food and Drug Administration approved an
    extended-release version of Janumet, to be taken once rather than twice a
    day, which should further boost sales in 2012. Other blockbusters that
    performed well last year included Isentress, an HIV drug, and Gardasil, a
    human papillomavirus vaccine.
     
    Overall, Merck expects revenues to be little changed in 2012 compared with
    2011 on a constant currency basis. But in the longer term much depends on
    how well it manages to replenish its pipeline. The Schering-Plough tie-up
    has certainly helped here. The combined company currently has almost 20
    candidates in Phase III clinical trials, and plans to file five major
    product approvals during 2012 and 2013. If all goes to plan, then that R&D
    spending will have paid off handsomely – which might give Merck's rival
    pause for thought.

    *Japan's economy slumped in the fourth quarter of 2011, raising doubts
    about the prospects for continued recovery from the natural disaster that
    hit last March. Seasonally adjusted, real GDP contracted by 0.6% from the
    previous quarter, dragged down by inventory adjustments and weak net
    exports in particular. Growth should resume this year, supported by
    post-tsunami reconstruction and by the easing of the recent disruptions to
    supply chains caused by severe floods in Thailand. However, global economic
    uncertainty, the financial crisis in the euro zone and the continued
    strength of the yen will continue to pose risks to growth.*
     
    The Cabinet Office's first preliminary estimate of GDP for October-December
    2011, released on February 13th, marked a sharp decline from the robust
    growth of 1.7% recorded in the third quarter of the year. That was when a
    surge in post-tsunami consumption and exports had boosted the economy. In
    annualised terms, the fourth-quarter GDP contraction was 2.3%.
     
    Japanese national-accounts data are prone to frequent revision, so the
    numbers could be significantly different when the government publishes its
    second preliminary estimate of GDP on March 8th. For now, though, the data
    paint a picture of an economy struggling to get back on its feet after the
    twin setbacks of the tsunami and the Thai floods. Domestic demand growth
    weakened abruptly in the fourth quarter, as the rebound in consumer
    spending and housing investment evident in the previous quarter's data was
    not sustained. In the three months to December, private consumption grew
    just 0.3%, down from 1% in the previous quarter. Private residential
    investment contracted by 0.8%, though this is a relatively small component
    of GDP and its decline had no impact on overall growth.
     
    In contrast, a sharp decline in private-sector inventories had a negative
    impact on the overall performance of the economy, subtracting 0.3
    percentage points from GDP growth. This seems to have reflected, in part,
    the shutdown of operations at flood-hit Japanese factories in Thailand,
    causing component shortages that may have forced manufacturers back home to
    draw down existing inventories. That said, inventory movements can often be
    unpredictable and have unexpected causes, and part of the change in stocks
    in the fourth quarter may also have reflected renewed shortages related to
    damage from the March 2011 tsunami. More encouragingly, investment by
    private-sector businesses picked up, growing 1.9% quarter on quarter.
     
    If domestic demand overall was weak, though, the external sector fared even
    worse. After a huge surge, of 8.6% quarter on quarter, in July-September—as
    export operations began to return to normal after the interruptions from
    the tsunami—exports of goods and services declined by 3.1% in the fourth
    quarter of the year. At the same time, imports continued to grow (albeit
    much less rapidly than in the third quarter), further subtracting from GDP.
    As a result, net exports' trimmed 0.6 percentage points from GDP growth.
     
    *Outlook*
     
    The latest data will reinforce doubts as to whether the rebound in the
    economy that ought to result from post-tsunami reconstruction will be as
    strong as hoped for. After natural disasters, there is typically a sharp
    initial drop in output that is followed by a recovery and reconstruction
    boom. Japan is likely to follow this pattern, but the question is whether
    it will gain the full benefit that usually ensues from such rebuilding. The
    latest data may still just mark a temporary blip in the recovery,
    reflecting the fact that the government's disaster response has been slow
    and ineffective. After a contraction in 2011, GDP growth in 2012 should
    still be robust by Japan's generally anaemic standards. Our most recent
    forecast (which predates the much weaker-than-expected fourth-quarter
    performance) is for growth of slightly less than 2% this year. But we are
    likely to revise this down in light of the latest data.
     
    With the global economy slowing and financial risks in the euro zone still
    causing great concern, the outlook for non-reconstruction-related growth in
    Japan will remain uncertain at best. Weak demand in the developed world,
    combined with a strong yen, will prevent Japan's exporters from playing a
    bigger role in driving economic growth. In fact, as reconstruction (even if
    disappointing) will continue to support imports to a significant degree in
    2012, net exports are likely to act as a drag on overall GDP this year.
    This will particularly be the case in light of the increased need for
    energy imports because of lower nuclear output.

    economy”
     
    Director-General Pascal Lamy, in his remarks at the OECD Global Forum on
    Competition in Paris on 16 February 2012, said that “strong competition
    policies are an essential element of a dynamic and healthy market economy
    that yields expanding opportunities and contributes to rising standards of
    living for all citizens.” He added that “such policies play a crucial role
    in ensuring that the benefits of trade opening are not undermined by
    collusive behaviour among firms, or by other anti-competitive practices.”

    Distinguished delegates,
     
    I am pleased to have the opportunity to deliver opening remarks at this
    Global Forum on Competition. Strong competition policies are an essential
    element of a dynamic and healthy market economy that yields expanding
    opportunities and contributes to rising standards of living for all
    citizens. Such policies play a crucial role in ensuring that the benefits
    of trade opening are not undermined by collusive behaviour among firms, or
    by other anti-competitive practices. As the world still struggles to emerge
    from the economic crisis, it is appropriate that we think together not only
    about ways to ensure that competition policy makes its contribution to
    development but also that its role is well reflected and supported in the
    architecture of the world economy.
     
    The issue of commodity price volatility -- to be the focus of the first
    substantive session of this Forum - is indeed a good place to start. The
    volatility of commodity prices has increased in recent times. While to some
    extent such volatility is undoubtedly a function of evolving climate
    conditions and changing economic fundamentals including the rapid growth of
    emerging economies, it is important for the credibility of the system to
    assess and address the role of anti-competitive practices in this sector.
    Market forces must be allowed to work, but they should work within the
    context of an appropriate set of laws, policies and institutions. This is
    vital to maintain the confidence of the world’s citizens in globalization
    and the market economy.
     
    The impact of anti-competitive practices in global markets for primary
    products was the subject of an important Symposium organized by the Indian
    Consumer Unity and Trust Society International (CUTS) and held at the WTO
    on 22 September of last year. The papers prepared for the Symposium
    highlighted a number of concerns in this area. For example, papers on the
    effects of cartels in primary products markets showed that the incidence of
    cartel activity in these sectors may have been reduced somewhat by the
    success of major competition agencies in prosecuting such arrangements over
    the past decade, But, also, that the level of penalties imposed on cartel
    participants remains low in relation to the harm caused by these
    arrangements.
     
    The CUTS Symposium at the WTO also brought out effectively, in my view, the
    important interaction that exists between private anti-competitive conduct
    and government measures in the primary products sector. Such measures may
    include anti-competitive subsidies, international commodity agreements,
    price regulations or monitoring regimes, and anti-competitive investment
    measures that unnecessarily limit entry to markets. It seems unlikely that
    any one set of tools — i.e. the tools of trade or those of competition
    policy acting alone — can deal effectively with these issues in isolation
    from the other. Rather, a synergistic approach may well be needed.
     
    Presentations at the CUTS Symposium also suggested that there exist
    important jurisdictional gaps that limit the effectiveness of competition
    policy in addressing the full range of practices that potentially impede or
    distort development and trade. One such practice is that of export cartels.
    Contrary to the past, this topic has become the subject of particular
    attention by emerging countries themselves, whose needs in raw materials
    are increasing as their productive systems are developing.
     
    Looking beyond the primary products sector, and from my vantage as WTO
    Director-General, it seems timely to recall some of the other ways in which
    competition policies interact with both development and the international
    trading system. While these are not necessarily the focus of this year’s
    Global Forum, they certainly have a bearing and might well be the subject
    of future Fora or other deliberative work. It is important to stress that
    these linkages exist and impact on the welfare of citizens and the
    operation of markets.
     
    Let me mention three examples:
     
    First, very important synergies exist between market-opening trade measures
    in government procurement markets and the enforcement of competition or
    antitrust laws. If governments fail to put in place tough measures to
    address bid rigging, the welfare gains made possible by market-opening
    measures — facilitated, for example, by the WTO Agreement on Government
    Procurement (GPA) — will surely be jeopardized. Conversely, opening
    procurement markets to foreign participants — while certainly not making
    antitrust enforcement redundant or unnecessary — can undeniably make
    collusion more difficult, thereby also making good performance more likely.
    It is for this reason that the WTO Secretariat takes care to reflect the
    importance of competition law enforcement in this sector. This indeed seems
    like a fruitful area for collaboration between the relevant international
    organizations.
     
    Second is the relationship between competition policy and intellectual
    property rights, already recognized in the WTO Agreement on Trade-Related
    Intellectual Property Rights but meriting input and reflection from diverse
    institutional actors. I recognize that this relationship is a delicate and
    subtle one, and I am not advocating any rash approaches in this area.
    Nonetheless, the TRIPS Agreement itself refers to the harm that may be
    caused by anti-competitive practices in this area, and permits governments
    to take appropriate remedial measures. This begs important questions — for
    example, what kinds of restrictive licensing practices are genuinely
    harmful to economic welfare, and what remedies are appropriate for these
    practices? These questions, it seems to me, cannot be answered by any
    organization acting in isolation. Rather, they call for joint reflection
    and deliberation by organizations such as WIPO, the OECD, UNCTAD, the
    International Competition Network (ICN) and the WTO, in addition to
    national competition agencies with experience in this field.
     
    A third area of policy interaction brings us back to the subject of
    international cartels, whether in primary products or other markets. The
    point here is that, when cartels are permitted to operate, they directly
    undermine the intended benefits that more open trade can bring, in the form
    of expanded supply, employment gains, lower prices, and expanded choices
    for consumers. Instead, supply, and therefore employment, will be
    restricted; prices will rise and consumer choice will be reduced. For this
    reason, it seems to me that all participants in the world trading system
    have a stake in ensuring that cartels, abuses of dominance and other
    harmful anti-competitive practices are not tolerated.
     
    The foregoing are by no means the only areas of interface that exist
    between competition policy and the international trading system. Other
    areas include, for example, the significance of vertical market restraints
    and monopolistic conduct for market access, for example in the services
    sector. Some of these areas have been well-plumbed in past discussions in
    various fora, and others perhaps not. Still another area that certainly has
    not yet been adequately discussed — as it is a relatively new phenomenon —
    concerns the implications of competition policy for global supply chains,
    and vice-versa.
     
    In mentioning these areas of policy interface, I am not advocating
    premature action or pre-judging the nature of further institutional
    linkages, if any, that need to be developed between the administration of
    competition policy and the multilateral trading system. I take that as a
    genuinely open question. My point is simply to note that the prospects for
    success of national competition policies and the international trading
    system are profoundly inter-linked.
     
    It may be timely to examine these linkages in depth, and how they might be
    optimized. It may be timely to re-start the underlying dialogue on the
    effects of anti-competitive practices and their relationship to the
    international trading system.
     
    I sincerely believe that the discussions that went on in the WTO Working
    Group on Competition Policy which Professor Jenny chaired so ably were
    instrumental in broadening awareness of the importance and modalities of
    competition policy globally. And this work is not done: although well over
    a hundred countries now have competition laws, we still face the
    significant challenges of implementing these laws, in a coherent,
    transparent and economically sensible fashion, in an interdependent world.
    These challenges will not, I suspect, be met without renewed dialogue that
    spans the respective domains of competition and trade policy.
     
    Of course, the world has changed a great deal since the past discussions on
    these issues in the WTO. In addition to the proliferation of national
    competition laws across the developing and emerging world, a huge amount of
    valuable capacity building work has been done in this area not only by the
    OECD but also, very much, by UNCTAD and the ICN. The aim of renewed work in
    the WTO would not be to replicate this work but to consider its linkages
    with the goals and modalities of the multilateral trading system, building
    on the work done in all relevant fora and without prejudice to what, if
    anything, might emerge.
     
    Let me clarify that what I have expressed this morning is my own personal
    wish, since any decision to relaunch work on this issue in WTO is of a
    political nature and therefore in the hands of Members. And let me
    underline that at this stage I do not know of any suggestion by any Member
    or group of Members that would indicate a political will to go in that
    direction.
     
    Secretary-General GURRÍA, Professor JENNY: my congratulations to you and
    all those who have contributed to the organization of this timely forum. I
    look forward to the reports that I will receive on the discussions to come,
    which certainly deserve the attention of WTO Members.

    Vejam a hipocrisia das Organizações Globo, ao mesmo tempo que fica fazendo
    campanhas contra o trabalhador que se aposenta mais cedo pois começou a
    trabalhar mais cedo também, e fica em seus jornais (O Famigerado "O
    GLOBO") falando em reformas de previdência, emprega um fraudador do INSS
    em seus quadros.
     
    Sem ofensas pessoais, só vemos que uma pessoa que se aposenta por
    invalidez por dificuldades de audição e continua ouvindo bem, no mínimo
    está fraudando o INSS pois está recebendo um soldo que não tem direito.

    O capitão Rodrigo Pimentel se diz especialista em segurança pública, vende
    a imagem de que foi um policial corajoso que enfrentava bandidos e que
    deixou a PM por não concordar com as coisas erradas que aconteciam. Mas
    tudo não passa de uma grande farsa. Para começar como poderão ver abaixo,
    ele entende muito é de segurança privada. Quanto ao destemido policial
    vocês vão descobrir que na verdade Pimentel é uma vergonha para a tropa.
     
    Porta-voz do governador Sérgio Cabral na TV Globo, Rodrigo Pimentel adora
    posar de vestal e guardião da moralidade. Pimentel disse que o cabo
    Daciolo e seus colegas dos bombeiros e da Polícia Militar, inclusive o
    coronel Paúl, deveriam ficar presos em Bangu 1. Mas agora vocês vão saber
    quem é Rodrigo Pimentel. Um covarde, aproveitador e hipócrita.
     
    Saiu da PM depois que ao comandar uma operação entrou em pânico e urinou
    nas calças. O ex-comandante do BOPE, coronel Venâncio Moura teve que
    substituí-lo no meio da operação por um sargento que tomou a frente e
    salvou a guarnição. Todos no BOPE conhecem essa história lembrada como um
    exemplo de covardia e desonra para a unidade de elite.
     
    Isso ninguém sabe do comentarista da TV Globo. Mas se vocês pensam que
    Rodrigo Pimentel é somente um covarde vão agora conhecer outro lado dele.
     
    Transferido para o 29º batalhão, em Itaperuna, desmoralizado porque sua
    história correu a corporação decidiu que era hora de deixar a Polícia
    Militar. Além do mais não se conformava em deixar de morar na Zona Sul,
    onde sempre viveu, desde que seu pai general foi morar na Urca.
     
    Correu atrás de uma reforma por invalidez alegando que ficou surdo
    trabalhando na PM. Prestem atenção no laudo abaixo. Perceberão que o laudo
    aponta o perfil áudio-métrico de normalidade. Mesmo assim, aos 29 anos, o
    capitão Pimentel foi reformado por invalidez definitiva para o trabalho,
    com proventos proporcionais ao tempo de serviço.

    Mas o “corajoso” capitão Rodrigo Pimentel queria receber o salário
    integral de capitão sem trabalhar pelo resto da vida, repito, aos 29 anos.
    Para isso comprou um laudo de um médico particular e conseguiu ficar
    ganhando como se estivesse na ativa. Ganhando inclusive mais um adicional
    por invalidez.
     
     
    Decisão judicial
     
     
    Bem, os senhores já viram Rodrigo Pimentel na televisão ele não parece
    nada surdo, aliás, ele já apareceu até entrando ao vivo, dentro de um
    helicóptero com motor ligado e respondeu imediatamente a pergunta do
    apresentador com todo aquele barulho. Rodrigo Pimentel quando lhe convém
    escuta muito bem.
     
    O hipócrita Rodrigo Pimentel, comentarista da TV Globo pode se dar ao luxo
    de criticar os seus colegas que lutam por melhores salários, já que além
    de receber o salário integral de capitão da PM, mais o dinheiro da TV
    Globo, é sócio em uma empresa de segurança privada e tem participação nos
    negócios de outra, conforme poderão ver nos documentos abaixo. A R & R
    Pimentel Consultoria em Segurança Limitada tem ele sua mulher Rosele como
    sócios e tem participação na empresa Sunset Vigilância e Segurança
    Limitada. Um detalhe muito importante para que vocês entenderem por que o
    “bravo” comentarista da TV Globo elogia tanto Cabral. Em uma dessas
    empresas ele trabalha com o Major Filipe que vem a ser o chefe da
    segurança pessoal de Sérgio Cabral. Agora dá para entender porque prefere
