I can’t answer the ASCII issue, but Evernote links work in the Notes space if you type file:<EvernoteLink>.

Which ASCII characters are you referring to? Are you referring to DBCS (double-byte) characters?
Also, if you have any difficulty creating Evernote links using Mike's hint, write back and say so and someone will give you step-by-step instructions.

1. As I understand it, there are no Chinese characters in proper Ascii
(American Standard Code for Information Interchange), perhaps you are
referring to the Hanzi section of Unicode which is widely used to
represent. I do not know whether MLO supports Unicode in the Notes
section, if no one on this forum has an answer you should consider
asking MLO support at sup...@mylifeorganized.net
2. Evernote does not support allowing linking into the Evernote app. If
you pull a link to an Evernote note, it provides a URL to a web copy of
the note, and anyone linking to that URL will see the note displayed in
their choice of browser. If you want to be able to bring it up in the
Evernote app you would have to get the Evernote developers to make that
change. (Note: some of the security measures you may have raised on your
Evernote data will not protect the notes that Evernote moves to the web
for linking purposes, so do not use this for sensitive/private data)
3. The brackets "<" and ">" should not be included in the link. Instead of
file:
you should enter
file:
> <mailto:mylifeorganized+unsub...@googlegroups.com>.

I tried using MLO "Link to file" to link a .I with chinese characters as file name. The link is successful but it only open the folder containing the file, NOT the file itself.
