By a 2/3 vote... the "by" language is the parliamentarily correct language not "with"

Mr. Bracco and I spoke this morning, and I am going to incorporate his "at the time of submission" suggestion into my proposal.  He also, if I understood correctly, is going to be working on some draft accompanying amendments to the Convention Rules as the suggestion on how these member submissions would be heard (and I really liked his suggestion) would not go into the bylaws as it in the nature of a rule of order, so the Rules is a more appropriate place and we bounced off some further ideas.  I look forward to seeing what he comes up with.

In preparing for tonight's meeting I reviewed this proposal.

I like the idea of articulating a mechanism that allows convention delegates to make proposals outside of the committee process.

That said, based on this committee's votes on previous proposals my sense is that the 25-member threshold (about 2.5% of a convention) may be too low, and am inclined to support a higher number ... like 50 (about 5% of a convention)?

*Convention time is at a premium ... this proposal risks "time suck."

*We have bylaws and rules and platform committees to be more deliberate about these matters, and without consuming an inordinate amount of convention time.

I had typed up the proposal with the changes to the rules, but I guess I never actually sent it to the list, apologies! That's attached here, I've maintained the purple markup color to differentiate what I'm doing from the original proposal.

Thank you, Paul.

Also note that Proposal O has this language:  "Any platform plank may be deleted by a majority vote." 

That language seems to conflict with the two-thirds threshold for platform deletions this committee passed on January 26th with Proposal E (I still favor 4/7ths ;-) ).

Note that Proposal O proposes to make this change to Article 17 of the Bylaws. Proposal E touches on Article 3 of the Bylaws.

That's true, I might have to lean on the parliamentary big brains among us on this one. I this this proposal should be as close to agnostic to the outcome of Proposal E as it can be, but there's a lot of moving parts here and I'm not sure of the best way to make them fit together.

I've attached a version of this which addresses Article 3 as currently written (Proposal E aside), it also incorporates the 50 sustaining member minimum.

I've also added a proviso to delay the change taking effect until the end of the convention in case adopting this would then somehow restrict whatever is left on our report from being heard I thought it would be good to add. If there's no need for this I've got no issue with it being struck.

Proposals need to be as agnostic as possible to other proposals.  As we get closer we will make these priority and dependence decisions.

Town Hall segment ended at approximately 10:15 ET.
It was announced as 8:15 which was Colorado or Mountain
Time.  All times in minutes are shown as ET.

Saw that 8:30 too.  Was on line at 8:30 but Town Hall
segment started at 8:45 ET.  Town Hall ended at 10:15 ET.
Regular portion of Meeting started at 10:15 and continued
through 10:50 ET.

I think that was an artifact from when we initially starting at 6:30pm mountain but switched to 6:45pm since it takes me more than an hour to get home from work.
