I had a fuel problem on my Disco (heavy +- 18 to 20).

 

I took it to an outfit called CRD and when I got it back my consumtion had dropped to between 14 and 16 fully loaded with a trailer - not too shabby hey Nige! Seems that if your fuel pump is low on pressure it affects the performance big-time.  

 

As you have the same motor, it might be worth a try.
