Good comment from Lindsey: when you start with Puppet you should go for the newest PE version available.
Make use of elder versions in case of specific requirement only.

Check the following:
- ensure proper DNS functionality (or specify host/ip in /etc/hosts)
- ensure proper local time (ntp)
- /tmp needs to be mounted with exec option
More unlikely:
- local firewall enabled
- selinux restrictions enabled
