Governing Thickness for PWHT(B31.1&31.3)

What is governing thickness for PWHT is it weldmetal being welded or thicker component being welded?

ASME B31.3

331.1.3 Governing Thickness. When components are joined by welding, the thickness to be used in applying the heat treatment provisions of Table 331.1.1 shall be that of the thicker component measured at the joint.

Q-1 : If  i have one joint dissimilar butt joint between P1 # 20mm thk and 45mm thk and weld metal thickness is 20mm (40mm portion is made tapper).
Still i hve to do PWHT for this joints as per 45mm.??

(i know as per B31.3 if preheat is applied 95C pwht not req,but what in case of service requirement is PWHT.)

ASME B31.1

132.4.1 The term nominal thickness as used in
Table 132 and Notes is the lesser thickness of (A) or (B)
as follows:
(A) the thickness of the weld
(B) the thicker of the materials being joined at the
weld

Same things applicable as per B31.1 ??

For one more time I recommend to read all the relevant chapter of the Code and not isolated paragraphs.
So I would like to draw your attention also to the following paragraphs

Q-1 yes PWHT is applicable for joint between 45mm and 20mm. See interpretation of B31.3

I case the applicable Code Section is B31.1:
No PWHT if T as defined in 132.4.1 is < 19.00 mm
No PWHT if T as defined in  132.4.1 is < 25.00 mm and preheat of 95 degC min is applied
No PWHT if T as define in 132.4.1 is between 19 mm and 38 mm (Included) and CE < 0,50 and min preheat 121 degC and max deposited thickness per pass 6 mm

No PWHT for all thickness below or equal to 20 mm (2006 edition)
