This looks like damage from freezing water in the bilge, because the fiberglass has peeled off as if pushed from inside. There may be some delamination higher up as well. On some of these boats that area is packed with sawdust.
You are going to have to drop the rudder and repair the rudder shoe area as well. Mark the position of the rudder shoe on the hull with lines that extend away from the area to be repaired, so that after the repair you can bolt it on again in the same relative position. This would be a good time to service the rudder stuffing box and replace the stuffing box hose also. The rudder shoe you have is not original equipment, but it should be just fine if it is bolted through solid fiberglass.
Although you could do this repair yourself, I would at least get a diagnosis from a pro, who may be willing to let you perform some of the work yourself at his/her direction.
Next winter, if the boat is going to be on the hard, pour some antifreeze into the bilge.

You also need to move the stands to a different position and get the chain off the rudder pin.

What year is this B27? I had to remove my B27 rudder a few years back. Mine does not have the same rudder shoe. I can send pics when I am at my boat next. I wonder if water in the bilge froze? Is there damage on the other side?
