The real test of the reforms will be in their implementation. Similar
efforts in the past have had limited impact because local officials chose to
ignore them. A 1998 land-use law requires local governments to issue all
farming households with a certificate and a contract that guarantees their
30-year rights to use the land. But independent researchers say that less
than half of rural households have received the proper documents.

Why has this problem remained so difficult to solve? For starters, China's
leaders disagree about how best to address the problem. Some fear that
further land liberalization would increase opportunities for developers and
local officials to exploit farmers. In this view, farmers are too poorly
educated to make good decisions about what to do with their land. There's
also an ideological divide between leftists who believe the state should
have greater control over the land and liberals who think the state should
have less control.

Partly because of these disagreements, Beijing has in the past addressed
rural poverty through agricultural subsidies, tax cuts for farmers, and
massive rural infrastructure spending. But pumping money into the
countryside will make little difference unless farmers' land rights are
ensured. Ultimately, that means full property rights -- not a 30-year lease
system that is subject to abuse by corrupt officials.

not a clear call. One of the major issues for many is Obama's likely
appointments to the Supreme Court. Many are afraid that his appointments
will be too liberal. Some feel that he will appoint those who support
pro-choice (where abortion is ok). I can't see that either should be an
issue. The real question is whether the judges appointed will effectuate
the constitution. That question remains unanswered because we don't know
who he would pick but this article depicts the fears USians have.

Pittsburgh is a lovely city, but first let me tell you about their theater
district.

AWESOME..

They are lucky to have a native son, August Wilson, as their most famous
playwright. They've renamed all sorts of things in his honor. His father,
by the way, was German.
Wilson is an African American however And his plays contain themes
pertaining to the issue.

My friend got tickets for "Radio Golf'"

Absolutely wonderful. We really didn't know what we were in for. We
figured we'd be faced with an overly intellectual piece. We were not. It
was humourous, based on real events that everyone experiences. The debate
was about fighting for ethics, the importance of family and so on.

The play first premiered a few years ago, but is so very timely.
It is about the first African American mayoral candidate for Pittsburgh.
The play contained a great deal of local imagery. But the events and
concepts transcended the moment and left everyone applying the thoughts to
today's election.

The German government approved a stimulus package of 23 billion euros
($29 billion) on yesterday in a bid to unlock more than twice that
amount in investments and help the country, one of the world’s biggest
exporters, weather a global slowdown.

The package, which amounts to about 2 percent of Germany’s gross
domestic product, includes tax breaks on purchases of cars, loans to
small and medium-size businesses and money for roads.

But some economists warned that the measures could prove too modest.
While big enough to risk pushing back the government’s goal to balance
the budget in 2011, the spending may still be too small to
significantly dent the effect of falling demand at home and abroad.

current-account deficit stabilises at 5% of GDP (see chart).

Other countries, such as Australia and New Zealand, have sustained large
external deficits for long periods, but America's borrowing is much
bigger in absolute terms. It is eating up around 75% of the excess
saving of Japan, China, Germany and other countries with current-account
surpluses. If the dollar did not have the advantage of being the world's
main reserve currency, America would already be in serious trouble.
Instead, the willingness of Asian central banks to lend to the United
States has allowed its deficit to keep growing for longer. Nevertheless,
the deficit is unsustainable: sooner or later it will need to shrink,
and that will involve a cheaper dollar."

service. They cut him off at 6am the next morning. For some reason Palin
still had a huge entourage to the airport, 18 members of friends and family.
All flew to Arizone from Alaska. I thought that was a huge deal but it's
only a 6 hour
flight, less than NY to Vancouver.

I remember that she said (after ending her raise) that she’d not want
to be a part of the government. But she’d support him (from the US-
Senate) as much as she can.

I'm watching her second interview right now, with Matt Lauer of nbc. The
interview is likely to be on MSNBC.com today

I've transcribed some of the stuff from the Van Sustern interview.
With regard to the alleged demands about the clothes, she says she never
asked for anything ,everything was there for her before she showed up,
clothes and stylists.

She says she never set foot in Neimann Marcus or Saks Fifth Avenue.
I doubt that is true. At least partly because even if she may not have
stepped foot in these stores, these stores I am SURE came to her. One
doesn't just throw a bunch of clothes in a room and say wear this. Those
clothes had to be selected and fitted. And here are some other clips that
tell us different.

Why doesn't she just apologize to the public and say yes, I came in as the
candidate for the common working man, but who wouldn't be enchanted with
that wonderland of clothes. and when I realized what a bad image I was

Her next excuse was: no one is asking the democrats how much they spend on
appearance.
She seems to have forgotten how much grief John Edwards got for this 400
dollar hair cut. Or how much grief Hillary endured over comments about her

She then claimed that the Africa discussion never occurred. She said the

I am sorry to say if that is the only issue she broached with them about
Africa, then she really is woefully unprepared for national office.
Africa's place in the world is a bit more sophisticated than just a
placeholder for th concept of poverty.

She then alleges she did know about Nafta because alaska is the direct
neighbor of Canada. I suspect she did know something about this issue.
However, I also suspect that she was oppositional about the stance McCain
has about the same topic

She based this allegation in the purported fact that "Harry Potter" wasn't
even written when she was mayor.

I figured you might be posting it in that context, but I am enjoying it more

I have always believed in evolution since I was a kid, without the benefit
of having heard of Darwin. I had noticed the similarities between animals
even then. It's clear that organism develop things that make them
successful

Having just read the Dawkins book, I was reminded at how for the most part
our genes do all this in an orderly manner, proposing solutions and then
having them discarded or adopted as the environment demands

Fifty years after it first opened its doors, the Moskva bookstore celebrates
its anniversary with an exhibition at the Tretyakov Gallery.

The bookstore, which has survived censorship, the economic woes of the 1990s
and the fact that no more than two people can ever walk past its tightly
packed shelves at the same time, looks at how the face of the reader changes
in the exhibition "Homo Legens: Man Reads."

The exhibit features paintings, sculptures and drawings connected to reading
from the 18th century to the 20th century and includes a portrait of a young
Anna Akhmatova holding a book.

Another part of the exhibit at the Tretyakov, "My Favorite Book," presents
the favorite reads of famous Russians such as writers Yevgeny Yevtushenko
and Sergei Lukyanenko and director Renata Litvinenko.

The beloved books, with an inscription by the famous person who chose each
one, will be given out to the winners of a lottery that will be held at the
Moskva shop on Dec. 6. Entry tickets to the museum will act as lottery
tickets.

The face of reading has changed over the Moskva's life span too.

"It seems to me like the store has always been there," said Alexander
Ivanovich, professor of geography at Moscow State University. "I remember 40
years ago, when my parents and I would sometimes drop by to pick out some
kind of book for me."

The car industry debate is also here in Germany. Particularly, the
government wants to help out with a bail at Opel (26,000 employees)
(100% GM). It will be decided before Xmas while it’ll be assured that
no money flows into the US headquarters. Maybe the (traditionally
German) Opel company will get its independency back. But the entire
development is GM integrated.

They are grateful, Marina Kamenev (the director of the store) said, to

Courts in several Florida counties have instituted foreclosure diversionary
programs, ordering all foreclosures to mediation and requiring lenders to
hop through a number of hoops before foreclosures are approved.

West Palm Beach Chief Judge Kathleen Kroll issued an order Oct. 10 setting
up a special system for foreclosures (Administrative Order 3.305-10/08,
Fifteenth Judicial Circuit, Palm Beach County, Fla., In Re: Homestead
Foreclosure Actions By Institutional Lenders).

On Monday, Lee Haworth, Chief Judge for the Twelfth Judicial Circuit, which
includes Desoto, Manatee and Sarasota counties, issued a similar
administrative order entitled. "Administrative Order Establishing Standard
Procedures for Residential and Commercial Mortgage Foreclosure Actions"
(Administrative Order 2008-14.1)

Haworth's order requires lenders and borrowers to talk to each other at a
"conciliation conference" before the foreclosure can occur. Haworth also
sent letters to law firms that specialize in foreclosures notifying them of
the impending program, which goes into effect Dec. 1.

"In 2006, we had 1,000 foreclosures in Sarasota County," Haworth said. "In
2007, we had 4,100. We're expecting to have 8,000 by the end of this year.
It became evident that we had to do something, because of the lack of
communication between these sides. If we can get them to talk, maybe we can
hold off on some."

Others, including North Miami Mayor Kevin Burns – himself facing
foreclosure, are pushing Miami-Dade Chief Judge Joseph Farina to implement a
foreclosure moratorium or diversionary program. Farina is considering such a
program, but "there are many factors to consider," said Eunice Sigler,
spokeswoman for Miami-Dade courts.

For some reason I wasted my entire Sunday on "Outback Jack" a reality show
from 2004. The story - several pampered fashion conscious ladies get dumped
in evening gowns with cases full of lipstick and hot outfits into the
Australian outback where they compete to marry "Jack" whose real name it
turns out is Vadim Dale.

Eventually he selects one of the girlies or Sheilas, and marries her. But
not without meeting his mom first who got to weigh in on the selection

Russia's Communist Party (!) has declared that Ukrainian-born Olga
Kurylenko, the sublimely sexy starlet cast opposite Daniel Craig in

Reporter: Sir, what part did McCain's negativity play in your decision, the
negative tone of the campaign?

Powell: It troubled me. We have two wars. We have economic problems. We have
health problems. We have education problems. We have infrastructure
problems. We have problems around the world with our allies. So those are
the problems the American people wanted to hear about, not about Mr. Ayers,
not about who's a Muslim or who's not a Muslim. Those kinds of images going
out on Al-Jazeera are killing us around the world.

And we have got to say to the world, it doesn't make any difference who you
are or what you are, if you're an American, you're an American. And this
business, for example, of the congressman from Minnesota who's going around
saying, "Let's examine all congressmen to see who is pro-America or not
pro-America" -- we have got to stop this kind of nonsense, pull ourselves
together and remember that our great strength is in our unity and in our
diversity. And so, that really was driving me.

And to focus on people like Mr. Ayers and these trivial issues, for the
purpose of suggesting that somehow Mr. Obama would have some kind of
terrorist inclinations, I thought that was over the top. It was beyond just
good political fighting back and forth. I think it went beyond. And to sort
of throw in this little Muslim connection, you know, "He's a Muslim and, my
goodness, he's a terrorist" -- it was taking root. And we can't judge our
people and we can't hold our elections on that kind of basis.

So, yes, that kind of negativity troubled me, And the constant shifting of
the argument. I was troubled a couple of weeks ago when in the middle of the
crisis, the [McCain] campaign said, "We're going to go negative," and they
announced it, "We're going to go negative and attack [Obama's] character
through Bill Ayers." Now I guess the message this week is, "We're going to
call him a socialist, Mr. Obama is now a socialist, because he dares to
suggest that maybe we ought to look at the tax structure that we have."

Taxes are always a redistribution of money. Most of the taxes that are
redistributed go back to those who paid them, in roads and airports and
hospitals and schools. And taxes are necessary for the common good. And
there is nothing wrong with examining what our tax structure is or who
should be paying more, who should be paying less. And for us to say that
that makes you a socialist, I think is an unfortunate characterization that
isn't accurate.

I don't want my taxes raised. I don't want anybody else's taxes raised. But
I also want to see our infrastructure fixed. I don't want to have a $12
trillion national debt, and I don't want to see an annual deficit that's
over $500 billion heading toward a trillion. So, how do we deal with all of
this?

Reporter: Are you still a Republican?

Powell: Yes.

As to tasting, we do apparently have the same or very similar
favorites.

As I mentioned, some time ago, I’m not much familiar with cocktails.
But, recently, I’m mixing occasionally plain water with vinegar (aceto
balsamico), lemon juice (citric acid), tabasco and pepper. Great hot
drink (for me)!
