Essentially, the TSA is looking into implementing a rule that will
make it very difficult to skydive out of any larger aircraft, like
Casa's, DC-3, Caribous, C-130's, anything over12500lbs.
If this rule (Docket No. TSA-2008-0021) goes into effect, then every
time we jump out of a larger aircraft in the USA, we would basically
be required to go through the same security checks as you would for
any charter or scheduled flight anywhere else in the USA.
That means, security screening, passenger security checks, matching
names with 'no-fly lists' and so on. And we would have to do that for
EVERY load, not just people in general or a Boogie in general.
I urge everyone to read the details and give comment to the TSA.

The Phoenix program was farmed out by list to CoVans with suspects in
their area.
The program itself started out as a good idea, capture PLF/NLF
members----Then it went straight to kill them....The CIA and military

sending lists out to the Advisor's living among the people (Because
they had dreams of surviving their tours and writing books). I'll tell
you another reason the Phoenix program went to crap.....If one VN owed

The reality is, you will not be going before any "board" and whatever
comment you leave with TSA, assuming you can figure out how to, will
be a single voice amongst many and will have little decided or
tangible effect. Further, if the proposal is implemented, you saying
such and such is okay for whatever aircraft and others not will also
be effectively worthless as ~every~ skydiver in this country would be
potentially affected as skydiving from aircraft max weighted at over
12500 lbs would become unviable.

For a while after 911 we were regularly tracking into controlled
airspace but we never caught any flack over it. The inverted cake had
been replaced by a cylinder all the way to altutude and remained that
way for about six months, but reason prevailed and it relaxed back to
the cake after that.

proposal if adopted would not just create paperwork but would, pay
attention dumbass: make skydiving out of large aircraft unviable due
to costs to airplane owners, dealers, and leasing entities refitting
their aircraft to be in TSA security compliance and because of costs
to the dropzone in implemeting infrastructure to security check each
and every skydiver prior to boarding such an aircraft each and every
skydive, including ID check, metal detections, explosive reside swabs,
and referencing ID against a TSA no fly list. Cost to refit aircraft
will be passed on to the people leasing or buying the aircraft, and on
to the skydiver. Cost for implemeting TSA security infrastructure
would be be passed on to the skydiver. Cost for having such an
aircraft at a dropzone not flying as much as it could due to time
spent on the ground before every load while completing an ID and
security check prior to boarding on every skydiver jumping that
aircraft would be passed on to the skydiver. Large aircraft skydives
would become prohibitively expensive for skydivers and therefore,
unviable.

the security screenings that are presently required to fly on an
airliner. Presentation of ID and documenting said presentation,
referencing ID against a no fly database, metal detection, searches
for explosive residue, no knives or liquids past a certain point, a
quarrentine area for people cleard to board or be bear the aircraft,
standard questions regarding whether your baggage is yours and has it
been left unattended in the recent past. And all this to be
accomplished for each and every passenger before each and every load,
no matter if somone has already been through the screening earlier in
the day. Read the proposal, dumbass.

bridge watches ~these young officers were maxed out~ and were to
depending on L.P.O's.'s to handle shit. Beings the field teams OIC was
just a LT. he often turned to me and said----"take care of this." I'd
look at it and think......"I know this guy, his family the whole 9
yards, his son, grandson or son in law is on one of my boat crews."
and I'd say, "no sweat Sir--got it covered". Go have dinner with the
target and say. "you need to move to another providence till this
blows over". My team Officers didn't mind....They were both University
of Berkley graduates and thinkers anyway....A non engineering degree
wouldn't get a Officer far in the fleet but liberal and fine arts
degree's or one in a science like Philosophy or Psychology did fine
for our type of grass roots war.
