24--Turn the tables

Ever since Jack "died", and especially after he was captured and kidnapped
by China, I thought it would have been nice to turn the tables and instead
of Jack doing the rescueing, having him be the one needing to be rescued:

I think it would be more interesting to _really_ turn the tables. Have
him go into some foreign city and be the menace threatening their
government.

Have it more from the perspective of the other gov't?

As for others that will die in firefights, local contacts or mercs
maybe? Or a posse of people who "can't go home again" for various
reasons and are there.
