anthropogenic atmospheric CO2:
on the construction of the
"Greenhouse Effect Global Warming" dogma.
Abstract
The three evidences of the United Nations Intergovernmental Panel on Climate
Change (IPCC), that the apparent contemporary atmospheric CO2 increase is
anthropogenic, is discussed and rejected: CO2 measurements from ice cores;
CO2 measurements in air; and carbon isotope data in conjunction with carbon
cycle modelling.
It is shown why the ice core method and its results must be rejected;
and that current air CO2 measurements are not validated and their results
subjectively "edited". Further it is shown that carbon cycle modelling based
on non-equilibrium models, remote from observed reality and chemical laws,
made to fit non-representative data through the use of non-linear ocean
evasion "buffer" correction factors constructed from a pre-conceived idea,
constitute a circular argument and with no scientific validity.
Both radioactive and stable carbon isotopes show that the real
atmospheric CO2 residence time (lifetime) is only about 5 years, and that
the amount of fossil-fuel CO2 in the atmosphere is maximum 4%. Any CO2 level
rise beyond this can only come from a much larger, but natural, carbon
reservoir with much higher 13-C/12-C isotope ratio than that of the fossil
fuel pool, namely from the ocean, and/or the lithosphere, and/or the Earth's
interior.
The apparent annual atmospheric CO2 level increase, postulated to be
anthropogenic, would constitute only some 0.2% of the total annual amount of
CO2 exchanged naturally between the atmosphere and the ocean plus other
natural sources and sinks. It is more probable that such a small ripple in
the annual natural flow of CO2 would be caused by natural fluctuations of
geophysical processes.
13-C/12-C isotope mass balance calculations show that IPCC's
atmospheric residence time of 50-200 years make the atmosphere too light
(50% of its current CO2 mass) to fit its measured 13-C/12-C isotope ratio.
This proves why IPCC's wrong model creates its artificial 50% "missing
sink". IPCC's 50% inexplicable "missing sink" of about 3 giga-tonnes carbon
annually should have led all governments to reject IPCC's model. When such
rejection has not yet occurred, it beautifully shows the result of the
"scare-them-to-death" influence principle.
IPCC's "Greenhouse Effect Global Warming" dogma rests on invalid
presumptions and a rejectable non-realistic carbon cycle modelling which
simply refutes reality, like the existence of carbonated beer or soda "pop"
as we know it.

The carbon dioxide laser (CO2 laser) was one of the earliest gas
lasers to be developed (invented by Kumar Patel of Bell Labs in
1964[1]), and is still one of the most useful. Carbon dioxide lasers
are the highest-power continuous wave lasers that are currently
available. They are also quite efficient: the ratio of output power to
pump power can be as large as 20%.
The CO2 laser produces a beam of infrared light with the principal
wavelength bands centering around 9.4 and 10.6 micrometers.
Applications
Because of the high power levels available (combined with reasonable
cost for the laser), CO2 lasers are frequently used in industrial
applications for cutting and welding. They are also very useful in
surgical procedures because water (which makes up most biological
tissue) absorbs this frequency of light very well. Some examples of
medical uses are laser surgery, skin resurfacing ("laser facelifts")
(which essentially consist of burning the skin to promote collagen
formation), and dermabrasion.
Because the atmosphere is quite transparent to infrared light, CO2
lasers are also used for military rangefinding using LIDAR techniques.

Lack of sea ice devastates seal populations

Thousands of harp seal pups have died in eastern Canada due to a lack of
ice
floes, caused by global warming, conservationists say. An entire population
of
the seals could be wiped out if Canada's annual seal hunt goes ahead, they
warn.
Warmer sea temperatures in the southern Gulf of St. Lawrence have led to a
lack
of ice cover. It means mother seals cannot climb onto the ice as usual and
are
instead forced to give birth at sea, where the pups drown.
Normally hunters go onto the sea ice in the Gulf in late March to club or
shoot
young seals for their pelts. They also harvest organs for Chinese medicine.
So
far, unusually, Canada's Department of Fisheries and Oceans (DFO) has not
announced the number of seals hunters will be allowed to take this year,
apparently due to uncertainties caused by the lack of ice. The announcement
is
expected later this week.
"I've been flying over the area for two days and I've seen hardly any seals
where we normally see thousands," says Sheryl Fink of the International Fund
for
Animal Welfare. "I've never seen so little ice. There's none," she told New
Scientist.
She fears all the seals in the southern Gulf might have lost their pups,
making
this the biggest abrupt die-off of mammals due to global warming yet.
Disaster looms
It could get worse. There is an area of ice in the northern Gulf, where
government scientists have reported about 15,000 seals - far fewer than
usual.
"If they let the hunt go ahead, all the hunters will go there. The seals
will be
very concentrated and easy to reach because there's so little ice."
That could be disastrous. In 2002, DFO estimates, 75% of pups in the Gulf
died
when there was also very little ice. Many of the seals giving birth this
year
were born then. "If we now kill off their few remaining pups, it could have
a
serious impact," says Fink. "We could be heading for the extirpation of harp
seals in the Gulf."
One third of Canada's annual seal hunt takes place in the Gulf, with the
rest
further north along the coast of Newfoundland and Labrador in April. This
year,
the sea ice in those regions is reduced, but adequate, so the hunt should be
unaffected.
In 2006, Canada allowed the killing of 335,000 seals. Some scientists say
that
will reduce seal numbers, but will not, as people in the hard-hit region
hope,
revive the collapsed cod fisheries.
Gonzales Floated Insiders Names To Replace Attorneys Months Before
They Were Fired

The attorney general's former top aide identified five Bush
administration insiders as potential replacements for sitting U.S.
attorneys months before those prosecutors were fired, contrary to
repeated suggestions from the Justice Department that no such list had
been drawn up, according to documents released Friday.
E-mails sent to the White House in January and May of 2006 by D. Kyle
Sampson, then chief of staff to Attorney General Alberto R. Gonzales,
name potential replacements for U.S. attorneys in San Diego and San
Francisco, California, Little Rock, Arkansas, and Grand Rapids,
Michigan.
The disclosures contrast with previous statements from Sampson and
other Justice officials. They have said that only Tim Griffin, a
former aide to presidential adviser Karl Rove who was later appointed
the top federal prosecutor in Little Rock, had been identified as a
replacement candidate before the dismissals of the sitting U.S.
attorneys.
"These documents uncover one of the most central and disconcerting
contradictions we've seen so far," said Sen. Charles E. Schumer (D-New
York). "We have been told that there were no backups in mind to
replace the fired U.S. attorneys, and these documents make it clear
that there were."
Sampson's attorney and a Justice spokesman said yesterday that the
candidates listed were only tentative suggestions and were never
seriously considered. Justice Department spokesman Brian Roehrkasse
said the list "reflects Kyle Sampson's initial thoughts" and "in no
way contradicts the department's prior statements" about the lack of a
candidate list.
Sampson told the Senate Judiciary Committee last month that on Dec. 7,
when seven U.S. attorneys were sacked, "I did not have in mind any
replacements for any of the seven who were asked to resign."
The names of the potential replacements were part of nearly 2,400
pages of documents related to the firings released by the Justice
Department Friday. They include more complete versions of e-mails and
memos previously released.
The documents provide new details about a range of topics, including
the Justice Department's focus on its prosecutors' conservative
political credentials and the evolving justifications for the firings.
The release came as Gonzales continued intensive preparations for
testimony next Tuesday before the Senate Judiciary Committee, where
Democrats plan to focus on the Justice Department's numerous
conflicting statements about the firings and on Gonzales's shifting
explanations of his role. A number of Republicans have joined
Democrats in demanding that Gonzales resign.
Seven U.S. attorneys were fired in December, and another was dismissed
earlier in 2006, as part of a plan that originated in the White House
to replace some prosecutors based in part on their perceived
disloyalty to President Bush and his policies. The uproar over the
removals has grown amid allegations that some Republican lawmakers
improperly contacted prosecutors about investigations and assertions
by Democrats that the firings may have been an attempt to disrupt
public-corruption probes.
The possible replacements listed by Sampson in early 2006 were all
high-level administration officials, including two suggestions for San
Diego who were later given other U.S. attorney postings: Jeffrey A.
Taylor, now chief prosecutor in the District of Columbia, and Deborah
Rhodes, now the U.S. attorney in Alabama. Both were career prosecutors
in San Diego before taking senior Justice jobs.
Other candidates included Rachel L. Brand, head of the Justice
Department's Office of Legal Policy, who was considered to replace
western Michigan's prosecutor, and Daniel Levin, a former senior
Justice and White House official who was listed as a San Francisco
candidate, the memos show.
Sampson, who resigned as Gonzales's top aide last month, said in
prepared Senate testimony last month that "none of the U.S. attorneys
was asked to resign in favor of a particular individual who had
already been identified to take the vacant spot," except for the
prosecutor in Little Rock.
Sampson's attorney, Bradford A. Berenson, said yesterday that
"testimony regarding the consideration of replacements was entirely
accurate" and that "Kyle had none in mind" at the time the firings
were carried out.
"Some names had been tentatively suggested for discussion much earlier
in the process, but by the time the decision to ask for the
resignations was made, none had been chosen to serve as a
replacement," he said.
Roehrkasse said that Brand had expressed interest in becoming the U.S.
attorney in Grand Rapids but later decided against it.
One document also raises new questions about the firing of prosecutor
David C. Iglesias in New Mexico, who has testified that he felt
pressured by Sen. Pete V. Domenici (R-New Mexico) and Rep. Heather A.
Wilson (R-New Mexico) to speed up indictments of Democrats before
last November's elections.
Two pages of handwritten notes by Monica M. Goodling, until recently
Gonzales's senior counselor, include this criticism of Iglesias:
"Domenici says he doesn't move cases." The notes are undated but
appear amid a set of documents relating to meetings in February of
this year.
Domenici and Wilson have admitted calling Iglesias but have denied
pressuring him. Domenici called Gonzales or his deputy four times to
complain about Iglesias, and Gonzales also fielded complaints about
him last fall from Bush and Rove.
The documents show the evolution of March 6 testimony from William E.
Moschella, the principal associate deputy attorney general, to a House
subcommittee. Draft versions written just days before he appeared
begin with a declaration that Justice "strongly opposes" efforts to
revoke Gonzales's new authority to appoint interim U.S. attorneys
without Senate confirmation. The scandal mushroomed in ensuing days,
however, and Moschella's testimony was reshaped as the department
backed down on the legislation.
The documents also reveal new details about the Justice Department's
efforts to contain the political damage as controversy over the
firings grew. On March 5, for example, chief Justice spokeswoman Tasia
Scolinos sent an e-mail8 to White House aides saying that Moschella
should focus on admitting mistakes related to how prosecutors were
notified of their dismissals.
"We are trying to muddy the coverage up a bit by trying to put the
focus on the process in which they were told," Scolinos wrote, adding
that "I don't know if the Senate Dems will let this go until it is all
out in the open."
Also released Friday was a chart given to Gonzales in February that
noted U.S. attorneys' political backgrounds and whether they were
members of the Federalist Society, a coalition of conservative lawyers
and legal scholars with close ties to the Bush administration. It is
not clear when the chart was compiled, nor is it clear whether the
Federalist Society information is accurate.
Another document, compiling internal Justice Department "talking
points" about the fired prosecutors, disparages two U.S. attorneys -
in identical language - about immigration enforcement.

Abstract
To circumvent its lack of credibility with the public, policy makers
and the media, Philip Morris (PM) uses the strategy of creating front
groups. Forming an artificial third party and then assigning it an
"umbrella cause" (one which happens to mesh perfectly with the tobacco
industry's) gives PM and the industry the opportunity to create a
wholly separate, and far more credible, mouthpiece advance its
policies and political desires. In PM's front group "Associates for
Research in Substance Enjoyment," (ARISE) "scientists" lumped tobacco
use together with innocuous substances like tea and chocolate, put out
worldwide press releases saying substance use was good for you and
declared public health advocates to be puritanical, neo-prohibitionist
party poopers. After the U.S. Environmental Protection Agency (EPA)
declared secondhand smoke as a Class A Human Carcinogen, PM needed a
powerful group to rise up help discredit EPA's findings. Thus PM
formed "The Advancement of Sound Science Coalition," or TASSC.
Recognizing that the chemical, paper, metal, petroleum and other
environmentally-dubious industries would also be thrilled to have a
group of "committed experts" who would publicly say that scientific
warnings against their activities were not credible, PM invited these
industries to join TASSC. With the needs clear and a host of willing
help-mates waiting in the wings, PM created TASSC through a public
relations firm called APCO Associates, which helped PM distance itself
from the group. After a 2-month, $50,000 feasibility study done hand
in hand with PM's law firm of Covington and Burling, APCO began
forming TASSC. APCO did an admirable job of recruiting members for
TASSC, too. The "supporters list" (found in another document) includes
businesses from the "Family Loompya Seafood Market" and "Pinckneyville
Lighting" to sawmills, mining and chemical companies, including W.R.
Grace, Co., Amoco, and Dow Chemical. Today's document reveals the
goals of TASSC, and also APCO's enthusiasm for creating a similar
group in Europe based on its success in America and elsewhere. Title:

ahead to establish a permanent secretariat and plan further mega-

conference promoted a new fear tied to global warming: a spread of
tropical diseases putting 3 billion people at risk. Finally, in
November (in Madrid) and December (in Rome), the U.N.-sponsored

So, one has to wonder as to whether there was any "exposure" and

Lie two is the characterization of the organization I work for, a non-
partisan organization recognized as the marquee association in the US
representing independent small businesses (average member size, five
employees). It is a trade association, member-driven and member-
oriented.
Then there's the issue of when I stopped posting - to Usenet,
generally, and environmental groups, specifically. When it came to
environmental policy issues, I posted mostly to sci.environment,
usually only posting to other groups when things were being cross-
posted. Though I've had occasion to post very rarely (usually to make
"correcting the record" posts, such as this one), I pretty much
stopped posting to environmental newsgroups in 2004. 4 years after
the chart that Scott Nudds refers to was first posted (in fact, I
sharply curtailed those posts in April of '04).
I really stopped posting to Usenet entirely the following year, again
making rare appearances when I felt corrections were warranted.
So, again, one has to wonder as to whether there was any "exposure"
and whether that exposure had anything to do with my decision to stop
posting to Usenet, seeing as how there was a 48-60 month gap between
the two events (depending on when you want to mark my "stopping"
date).
No, my reasons for no longer posting were apparent then, and have been
reiterated on my blog. The tone and tenor of Usenet had sharply
declined. The quality of discussions had likewise declined. Few
people were interested in really trying to find common-ground.
And frankly, with a family, promotions, and greater responsibilities,
my time has continued to be at a greater premium. Why waste words on
people like Scott Nudds, Devin McAndrews, Donald Ferry, Lloyd Parker,
I---- R--------, etc, when there is simply no fruitful discussion to
be had with them? This is especially true when I was, am, and could
have meaningful discussions with people who were interested in what I
have to say, and those discussions can have an _actual_ impact on

Monitoring 30,000 odd newsgroups and looking at the content of every

Poachers' victim in central Africa
A lively illegal trade in ivory is now flourishing in three populous states
in West Africa, conservation groups say.
They found more ivory in Nigeria, Ivory Coast and Senegal than the
countries' own elephant populations could produce.
The wildlife trade monitoring network Traffic and the global conservation
group WWF say West Africa's vibrant ivory markets spur the poachers on.
They believe much of the ivory their teams found will have come from animals
slaughtered by gangs in central Africa.
Any international ivory trade must be sanctioned by Cites, the United
Nations Convention on International Trade in Endangered Species.
Sidestepping the law
Domestic trade within a country is a matter of national legislation. Ivory
Coast banned the trade in 1997, and it is supposed to be controlled by law
in Senegal and Nigeria.
But a report by Traffic and WWF says investigators found more than 4,000
kilogrammes of "illegal" ivory on public display in nine cities in the three
countries.
A placid life for some
It says this volume of ivory represents the tusks of more than 760
elephants, although recent data from IUCN-The World Conservation Union
suggest there may be no more than 543 elephants left in the three countries.
The report is entitled More Ivory Than Elephants: Domestic Ivory Markets In
Three West African Countries.
One of its authors, Tom Milliken, of Traffic, said: "These studies show just
a snapshot of the problem.
"When we factor in all of the uncontrolled manufacturing, buying and selling
over a year, these numbers climb to frightening dimensions."
The report says much of the ivory found on sale came from the Democratic
Republic of Congo, Cameroon, the Central African Republic and Gabon.
It says these countries make up Africa's most troubled region for elephant
conservation.
Kept in the dark
The authors say inadequate legislation and poor law enforcement allow the
trade to flourish in the three countries surveyed, and that this threatens
elephants' survival both there and in central Africa.
They say: "All three governments are in breach of ivory market control
requirements... under Cites. Furthermore, the wildlife authorities
responsible for implementing Cites are systematically barred from the ports
of entry and exit."
Dr Susan Lieberman of WWF said: "Not only is there a lack of political will
to implement Cites, allowing traders to act with immunity from prosecution,
but corruption is preventing effective controls on the ivory trade.
Two that got away
"It is time that Nigeria, Ivory Coast and Senegal took concrete steps to
effectively implement Cites in their countries."
The report says the situation is most alarming in Nigeria, with higher
volumes of ivory identified than in a previous undercover survey carried out
in 1999.
It says: "If Nigeria fails to comply with Cites requirements to regulate
internal trade in ivory by March 2004, it could find that all legal trade in
Cites-listed wildlife species to and from the country is suspended."
But the report makes it clear that not all the responsibility for the trade
belongs to the three countries themselves.
It says the main buyers of the ivory are expatriates, tourists, and business
visitors from France and Italy, China and South Korea, and the US. In some
cases diplomats are involved.

TRAFFIC is an international wildlife-trade monitoring program sponsored by
the global conservation group WWF and the World Conservation Union.
In a recent pass through the open-air markets of Angola's capital city of
Luanda, TRAFFIC researchers identified enough ivory to account for the
slaughter of 250 elephants.

But Angola's estimated elephant population is only 240, suggesting that much
of the ivory is coming from animals killed in neighboring countries such as
the Democratic Republic of the Congo (DRC).
Of the 37 countries that harbor African elephants, Angola is the only one
not a member of CITES, an international treaty that monitors illegal trade
in species identified as endangered by member governments.
Milliken says that lack of CITES membership is helping to turn Angola into a
major conduit for illegally obtained ivory.
TRAFFIC Report
Angola is recovering from a civil war, and today thousands of foreign
business and aid workers are stationed in Luanda to help rebuild the country
(Angola map).
On their days off, many foreign workers head for open-air craft markets
south of the city, Milliken says.
"There you find many, many vendors-mostly from the Democratic Republic of
the Congo-selling a whole vast array of ivory specimens," he said.

GLOBAL warming is a major threat to world security that must not be
allowed to degenerate into regional bickering, Britain's climate
change ambassador John Ashton said overnight.
Defending Britain's move to have the climate crisis discussed last
week for the first time by the United Nations' Security Council, Mr
Ashton said it was a global challenge that demanded global answers
across all sectors.
"This is an issue of collective security," Mr Ashton told a conference
on climate change and security focussing on Asia.
"There are no nations or regions that will be winners if the world
fails to face up to the challenge of climate change."
"This is not a conventional security issue. No amount of investment in
guns and missiles will help deal with climate change," he said.
"But everyone must recognise that there is a security dimension to
climate change."
Several countries last week accused Britain of scare-mongering by
taking the issue to the Security Council and raising the spectre of
spreading insecurity.
But Mr Ashton overnight noted drought-related conflicts in Kenya and
Sudan, and pointed out that Ugandan President Yoweri Museveni had
called climate change an "act of aggression" by rich nations against
poor ones.
Mr Ashton said world wheat prices were already 40 per cent up on two
years ago because of a major drought in Australia which he said was
directly attributable to global warming.
"We have to do far more than we have done so far to help those most
impacted by climate change," Mr Ashton told the meeting which is part
of a global debate on taking forward the Kyoto Protocol on combating
global warming.
India and China, whose emissions of climate warming carbon gases are
surging as their economies boom, reject calls for them to cut
emissions saying that the problem to date has come from the developed
world.
The United States - soon to be overtaken by China as the world's
biggest polluter - has likewise rejected caps on its own emissions,
arguing it would be economic suicide unless the booming developing
economies were similarly bound.

African states call for 20-year ban on ivory - April 25,2007

PARIS (AFP) - African states called Tuesday for a 20-year ban on trade in
ivory
to protect the continent's elephants from poachers and possible extinction
in
the wild.
Kenya and Mali, which spearheaded the moratorium along with Togo and Ghana,
are
seeking to have the measure adopted at the June meeting of the 169-nation
Convention on International Trade in Endangered Species of Wild Fauna and
Flora
(CITES), their representatives said at a meeting in Paris.
A delegation representing some 20 African nations, including the
Democratic Republic of Congo and Niger, will tour Europe this week to secure
backing from the European Union for the ban, they said.
"The elephants are dramatically becoming depleted," said Patrick Omondi,
head of
species conservation and management at the Kenya Wildlife Service. "A
20-year
moratorium is necessary to allow the population to recover, and to refine
the
mechanisms of law enforcement."
The African representatives lashed out at partial bans and quotas that have
been
implemented in the past.
"Every time CITES authorises the sale of limited quantities of ivory, we
witness
an increase in poaching and illegal trade," said Bourama Niagate, head of
the
delegation and of nature conservation in Mali.
"We are confronted with men who are very organized and better armed than our
standing armies, and at the same time we are in charge of protecting
hundreds of
thousands of hectares (acres) of parks and preserves without even basic
communication tools," he said.
According to a report submitted by the African nations to CITES, the
continent's
elephant population has plummeted approximately ten fold from up to five
million
in the 1940s to 400,000 to 600,000 today.
Some 20,000 elephants are killed by poachers every year, according to the
document.
Illegal hunting has devastated elephant populations in Cameroon, the Central
African Republic, Congo, the DRC, as well as in Niger, Mali, Malawi and
Chad,
where poachers recently killed three park officials.
"At 850 dollars a kilo for ivory in Japan, a poacher will go to any lengths
to
obtain 10 or 20 kilos," said the DRC's representative, Cosma Wilungula
Balongelwa. "We have already lost our rhinoceros because of the trade in
their
horns."
In Sub-Saharan Africa, only a handful of countries -- South Africa, Namibia
and
Botswana -- do not support the moratorium. These nations are authorised by
CITES
to export limited quantities of ivory on the condition that they maintain
elephant populations at certain levels through conservation.
Which of course is a lie, since youi believe there is such a thing as
intellectual property, and therfore must necessarily believe that that
freedom of speech must be restricted to protect the free flow if ideas and
information in the public realm.

Study Finds One-Third in D.C. Illiterate

WASHINGTON (AP) - About one-third of the people living in the
national's capital are functionally illiterate, compared with about
one-fifth nationally, according to a report on the District of
Columbia.
Adults are considered functionally illiterate if they have trouble
doing such things as comprehending bus schedules, reading maps and
filling out job applications.
The study by the State Education Agency, a quasi-governmental office
created by the U.S. Department of Education to distribute federal
funds for literacy services, was ordered by Mayor Anthony A.
Williams in 2003 as part of his four-year, $4 million adult literacy
initiative.
The growing number of Hispanic and Ethiopian immigrants who aren't
proficient in English contributed to the city's high functional
illiteracy level, which translated to 170,000 people, said Connie
Spinner, director of the State Education Agency. The report says the
district's functional illiteracy rate is 36 percent and the nation's
21 percent.
Adults age 65 and older had the lowest literacy score of any group,
the report found.
The District of Columbia Chamber of Commerce, which contributed to
the report, said the city lost up to $107 million in taxes annually
between 2000 and 2005 because of a lack of qualified job applicants.

Nearly 100,000 more Iraqis have died during the American-led occupation than
would have been expected otherwise, a study posted on The Lancet medical
journal's website Thursday estimates.
"Most individuals reportedly killed by coalition forces were women and
children," they wrote.
Previous estimates of the number of Iraqis killed during the American-led
air
strikes and occupation have ranged from 10,000 to 30,000.

The report in the British journal is based on the work of teams from Johns
Hopkins University, Columbia University and the Al-Mustansiriya University
in
Baghdad. The authors acknowledge that the data cited in the study might be
of
"limited precision."
However, similar methodology was used in the late 1990s to calculate the
number
of deaths from the war in Kosovo, put at 10,000.
The information was obtained as Iraqi interviewers surveyed 808 families,
consisting of 7,868 people, in 33 different "clusters" or neighbourhoods
spread
across the country.
In each case, they asked how many births and deaths there had been in the
home
since January 2002.
That information was then compared with the death rates in each
neighbourhood in
the 15 months before the invasion that toppled president Saddam Hussein,
adjusted for the different time frames, and extrapolated to cover the entire
24.4 million population of Iraq.
The researchers came up with the figure of 100,000 extra deaths based on the
fact that the rate rose from five deaths per 1,000 people before the war to
12.3
deaths per 1,000 in the 18 months that followed its start.
Fallujah neighbourhood factored out
One neighbourhood in the besieged city of Fallujah may have boosted the
numbers
unnaturally, the researchers pointed out.
But even with that neighbourhood taken out, the death rate was 7.9 per 1,000
people - 50 per cent higher during the occupation than in the months before.
"We estimate that there were 98,000 extra deaths during the post-war period
in
the 97 per cent of Iraq represented by all the clusters except Fallujah,"
the
researchers said in the journal.
Nearly 1,100 American soldiers have also died in the conflict.
Before the invasion, the most common causes of death in Iraq were heart
attacks,
strokes and other chronic diseases, the Lancet report said.
Since early 2002, violence was by far the main cause of death, linked to
coalition air strikes in about 95 per cent of cases where people died by the

If you answered one year, congratulations. Count yourself among America's
better-informed half.
Only 47 percent of Americans correctly answered that question -- an
indication,
science leaders said yesterday in Washington, that although Americans
overwhelmingly admire and support science, they are a little fuzzy about
some of
its most rudimentary revelations.
About 20 percent think that the sun rotates around the Earth, a possibility
Copernicus and Galileo supposedly buried centuries ago. And
among those who rightly put the sun at the middle of things, 20 percent
think
the Earth circles it once a day.
Fewer than 1 in 10 can explain what a molecule is. And less than a fourth of
Americans can describe any of the reasons for the thinning of the ozone
layer.
A report released yesterday by the National Science Foundation, the federal
government's primary agency for supporting basic research, also found that
Americans tend to equate science with high- technology gadgets, which most
people like, but not with the process of discovery that leads to new
knowledge
and inventions.
``The good news is that even though the world is changing around us a lot,
basic
public confidence that science yields a better life is very, very solid,''
said
Jon Miller of the International Center for the Study of Scientific Literacy
at
the Chicago Academy of Sciences, which polled more than 2,000 Americans as
part
of the report.
About 55 percent of Americans use a computer at home or at work, and about
72
percent say that the benefits of scientific research outweigh the harmful
results. Some 13 percent say science causes more harm than good; the rest
have
no opinion.
``Most Americans think a satellite or a computer or an intensive care unit
are
all examples of science,'' Miller said. ``But they don't get the process of
science. They don't know what an experiment is or what a scientific theory
is.''
The study found that 64 percent of Americans have no understanding of the
nature
of scientific inquiry. About 34 percent understand some elements of how
experiments work. But just 2 percent understand what a scientific theory is:
an
explanation of a phenomenon based on testable, repeatable and generally
accepted
observations.
The survey also found that 40 percent of Americans are very confident in the
leadership of the scientific and medical communities. But only 1 in 9
Americans
feels well-informed about science and technology.
And although Americans may not remember much of the science they may have
learned in school, they tend to accept scientific facts when they are
presented
with them.
``One exception, where they reject standard science, is evolution,'' Miller
said. The latest study verifies earlier ones showing that only about 40
percent
of Americans believe that humans descend from apelike ancestors. In nearly
all
other industrial nations, about 80 percent accept evolution as fact.
The National Science Foundation report comes out as reductions of 25 percent
or
more in federal support for scientific research appear inevitable in both
Republican and White House proposals to balance the budget by the year 2002.
And next week in Sacramento, the Science and Technology Summit for
California
will bring together leaders from industry, universities and state and
federal
science agencies to discuss the impact of the proposed budget reductions and
the
potential for expanding scientific research in the state.
The two-day meeting starts Tuesday and will include the release of a poll
about
what Californians know and think about science. Participants will include
University of California President Richard Atkinson, White House Associate
Science Director Ernest Moniz and National Science Foundation director Neal
Lane.

Australian detainee writes of beatings at Guantánamo

LONDON: The first Guantánamo detainee to be formally charged under the new
military commission rules, David Hicks, has alleged in a court document
filed here that during nearly five years in American custody he has been
frequently beaten during interrogations, and that as a result he
"cooperated" with his interrogators.
The document said that beatings and other abuse included being thrown on the
ground along with other detainees and walked on by soldiers, being stripped
naked, having all his body hair shaved, and being subjected to injections.
The maltreatment began during interrogations in Afghanistan and continued
aboard U.S. Naval ships where he was held before being taken to Guantánamo,
in early 2002, according to an affidavit by Hicks that has been filed in
support of a request by Hicks for British citizenship. Hicks is Australian;
his mother was born in Britain.
A spokesman for the military commission, Commander J.D. Gordon, described
Hicks's allegations as "false," and "completely lacking in merit."
At a U.S. military commission hearing scheduled for March 26, Hicks will
plead not guilty to the charge of material support for terrorism, his
lawyer, Major Michael Mori, said. The initial charges against Hicks,
including attempted murder and aiding the enemy, have been dropped.
Major Mori's aggressive representation continues to draw fire from the chief
prosecutor of the military commission, Colonel Morris Davis. In an e-mail
last week to the judge who oversees the military commissions, Colonel Davis
said that Major Mori appears to be in violation of Article 88 of the Uniform
Code of Military Justice, which prohibits an officer from using
"contemptuous language" against the president, vice-president, secretary of
defense and other senior officials.
Davis then cited numerous statements by Major Mori on his trips to
Australia, which would be considered insulting, rude or disrespectful. A
copy of the e-mail, from Colonel Davis to Judge Susan Howard, was provided
to the New York Times by a person who supports Major Mori and who likened
Davis's attacks to the removal by the Justice Department of several U.S.
Attorneys.
Major Mori declined to comment on Colonel Davis's latest criticisms. Earlier
this month, after Colonel Davis first voiced disapproval of Major Mori's
conduct, Major Mori said that it might force him to withdraw from the case.
In his e-mail, Colonel Davis also expressed concern that "Major Mori's
campaign is having a direct impact on an elected government of one of our
closest allies in an election year and while they are support us in a war."
Prime Minister John Howard of Australia, of the center-right Liberal Party,
was now trailing in the polls, Colonel Davis noted, adding that "David Hicks
is a factor."
Commander Gordon, the commission spokesman, declined to discuss Colonel
Davis's e-mail.
In Australia, Major Mori is widely credited, by Hicks's supporters and
critics, with having changed the public attitude toward Hicks. At the time
of his arrest, Hicks was often described in Australia's tabloids as
"Australia's Taliban." Now, across the political spectrum, there is pressure
on Howard to have Hicks returned to Australia soon.
Major Mori has also been praised by former detainees for his representation.
Hicks said he was picked up by the Northern Alliance, which was fighting
with the Americans against the Taliban, and was treated well for two weeks.
"When the U.S. interrogators showed up my treatment changed," Hicks wrote.
He said he was interrogated by five Americans, who were dressed in black
combat gear and without any insignia. "The U.S. interrogators would question
me, and after my responses I would be slapped in the back of the head and
told I was lying."
At one point he was forced to sit on a window ledge, and outside there were
six American soldiers with their weapons pointed at him, he wrote.
One interrogator, "obviously agitated, took out his pistol and aimed it at
me, with his hand shaking violently with rage." It was at this point, "I
realized that if I did not cooperate with U.S. interrogators, I might be
shot."
He was first taken to the USS Peleliu, which he knew because of
announcements over the public address system. Among the detainees was John
Walker Lindh, the American who pleaded guilty and is now serving 20 years.
Hicks said he could hear other detainees "screaming in pain" when being
interrogated.
He was later transferred to the USS Bataan, where the conditions became
"drastically" worse, he asserted. He was fed only a handful of rice or fruit
three times a day, and on several occasions, he and other detainees,
blindfolded, hooded, and handcuffed were thrown onto helicopters and taken
to an unknown location, and put in a large hangar.
They were forced to kneel for 10 hours, during which time "I was hit in the
back of the head with the butt of a rifle several times (hard enough to
knock me over), slapped in the back of the head, kicked, stepped on, and
spat on. I could hear the groans and cries of other detainees."
He was flown back to the ship, and a few days later back to the hangar.
A week or so later, he was flown to Kandahar, where he and other detainees
"were forced to lie face down in the mud while solders walked across our
backs."
He was stripped, all his body hair shaved, and a piece of "white plastic was
forcibly inserted in my rectum for no apparent reason," he wrote. Soldiers
make crude comments about the plastic insertion.
A detainee with only one leg, was "set upon" by a special military team and
its dogs. He was dragged out of his cell, and there was blood on his fact
and the cell floor. "It put me in such fear that I just knew I would
'cooperate' in any way with the U.S."
He said he was also shown a picture of another Australian, Mamdouh Habib,
who had been rendered by the United States to Egypt, where he has alleged he
was badly tortured.
"In the photo, Habib's face was black and blue," Hicks wrote. "I first
thought it was a photo of a corpse." The interrogator told Hicks that if he
did not cooperate he would be sent to Egypt "to suffer the same fate," Hicks
said in his affidavit.
"This regular brutality left me in a heightened state of fear and anxiety
about my own safety," Hicks wrote. "I realized that if I pleased the
interrogators I could avoid the physical abuse."

Americans get an 'F' in religion

Sometimes dumb sounds cute: Sixty percent of Americans can't name five of
the Ten Commandments, and 50% of high school seniors think Sodom and
Gomorrah were married.
Stephen Prothero, chairman of the religion department at Boston
University, isn't laughing. Americans' deep ignorance of world religions -
their own, their neighbors' or the combatants in Iraq, Darfur or Kashmir -
is dangerous, he says.
His new book, Religious Literacy: What Every American Needs to Know - and
Doesn't, argues that everyone needs to grasp Bible basics, as well as the
core beliefs, stories, symbols and heroes of other faiths.
Belief is not his business, says Prothero, who grew up Episcopalian and
now says he's a spiritually "confused Christian." He says his argument is
for empowered citizenship.
"More and more of our national and international questions are religiously
inflected," he says, citing President Bush's speeches laden with biblical
references and the furor when the first Muslim member of Congress chose to
be sworn in with his right hand on Thomas Jefferson's Quran.
"If you think Sunni and Shia are the same because they're both Muslim, and
you've been told Islam is about peace, you won't understand what's
happening in Iraq. If you get into an argument about gay rights or capital
punishment and someone claims to quote the Bible or the Quran, do you know
it's so?
"If you want to be involved, you need to know what they're saying. We're
doomed if we don't understand what motivates the beliefs and behaviors of
the rest of the world. We can't outsource this to demagogues, pundits and
preachers with a political agenda."
Scholars and theologians who agree with him say Americans' woeful level of
religious illiteracy damages more than democracy.
"You're going to make assumptions about people out of ignorance, and
they're going to make assumptions about you," says Philip Goff of the
Center for the Study of Religion and American Culture at Indiana
University in Indianapolis.
Goff cites a widely circulated claim on the Internet that the Quran
foretold American intervention in the Middle East, based on a supposed
passage "that simply isn't there. It's an entire argument for war based on
religious ignorance."
"We're impoverished by ignorance," says the Rev. Joan Brown Campbell,
former general secretary of the National Council of Churches. "You can't
draw on the resources of faith if you only have an emotional
understanding, not a sense of the texts and teachings."
But if people don't know Sodom and Gomorrah were two cities destroyed for
their sinful ways, Campbell blames Sunday schools that "trivialized
religious education. If we want people to have serious knowledge, we have
to get serious about teaching our own faith."
Prothero's solution is to require middle-schoolers to take a course in
world religions and high schoolers to take one on the Bible. Biblical
knowledge also should be melded into history and literature courses where
relevant. He wants all college undergrads to take at least one course in
religious studies.
He calls for time-pressed adults to sample holy books and history texts.
His book includes a 90-page dictionary of key words and concepts from
Abraham to Zen. There's also a 15-question quiz - which his students fail
every year.
But it's the controversial, though constitutional, push into schools that
draws the most attention.
In theory, everyone favors children knowing more. The National Education
Association handbook says religious instruction "in doctrines and
practices belongs at home or religious institutions," while schools should
teach world religions' history, heritage, diversity and influence.
Only 8% of public high schools offer an elective Bible course, according
to a study in 2005 by the Bible Literacy Project, which promotes academic
Bible study in public schools. The project is supported by Freedom Forum's
First Amendment Center, a Washington, D.C., non-profit that promotes free
speech.
The study surveyed 1,000 high schoolers and found that just 36% know
Ramadan is the Islamic holy month; 17% said it was the Jewish day of
atonement.
Goff says schools are not wholly to blame for religious illiteracy. "There
are simply more groups, more players. Students didn't know Ramadan any
better in 1965, but now there are as many Muslims as Jews in America. It's
more important to know who's who."
Also today, "there is more emphasis on religious experience as a mark of
true religion and less emphasis on doctrine and knowledge of the faith."
Still, it's the widely misunderstood 1963 decision by the U.S. Supreme
Court that may have been the tipping point: It removed devotional Bible
reading from the schools but spelled out that it should not have been
removed from literature and history.
"The decision clearly states you can't be educated without it, but it
scared schools so much they dropped it all," Goff says.
"Schools are terrified of this," says Joy Hakim, author of several U.S.
history textbooks. She's in her 70s but remembers well as a Jewish child
how she felt like an outsider in schools that pushed Christianity in the
curriculum.
But she says the backlash went too far. "Now, you can't use biblical
characters or narrative in anything. We've stopped teaching stories. We
teach facts, and the characters are lost."
Religion, like the arts, has become an afterthought in an education
climate driven by "the fixation on literacy and numeracy - math and
reading," says Bob Schaeffer of the National Center for Fair & Open
Testing, a group critical of the standards-based education movement. "If
the ways schools, teachers, principals and superintendents are judged all
depend on math and reading scores, that's what you're going to teach," he
says.
Still, it's a tough tightrope to walk between those who say the Bible can
be just another book, albeit a valuable one, and those who say it is
inherently devotional.
The First Amendment Center also published a guide to "The Bible and the
Public Schools," which praised a ninth-grade world religions course in
Modesto, Calif., and cited a study finding students were able to learn
about other faiths without altering their own beliefs. But it also said
the class may not be easily replicated and required knowledgeable,
unbiased teachers.
Leland Ryken, an English professor at evangelical Wheaton College in
Wheaton, Ill., tested a 2006 textbook, The Bible and Its Influence,
underwritten by the Bible Literacy Project. Ryken favors adding classes in
the Bible and literature and social studies. But he cautions, "Religious
literacy and world religions are not the same as the Bible as literature.
It's a much more loaded subject, and I really question if high school
students can get much knowledge beyond a sense of the importance of
religion."
The Bible and Its Influence has been blasted by conservative Christians
such as the Rev. John Hagee, pastor of the 18,000-member Cornerstone
Church in San Antonio. Hagee calls it "a masterful work of deception,
distortion and outright falsehoods" planting "concepts in the minds of
children which are contrary to biblical teaching."
Hagee wrote to the Alabama legislature opposing adoption of the text,
citing points such as discussion questions that could lead children away
from a belief in God. Example: Asking students to ponder if Adam and Eve
got "a fair deal as described in Genesis" would plant the seed that "since
God is the author of the deal, God is unfair."
Hagee prefers the Bible itself as a textbook for Bible classes, used with
a curriculum created by a group of conservative evangelicals, the National
Council on Bible Curriculum in Public Schools, based in Greensboro, N.C.
The council says its curriculum is being offered in more than 300 schools.
Mark Chancey, professor of religious studies at Southern Methodist
University in Dallas, looked last year at how Texas public school
districts taught Bible classes. His two studies, sponsored by the Texas
Freedom Network, a civil liberties group, found only 25 of more than 1,000
districts offered such a class.
"And 22 of them, including several using the Greensboro group's
curriculum, were clearly over the line," teaching Christianity as the
norm, and the Bible as inspired by God, says Chancey. One teacher even
showed students a proselytizing Power Point titled, "God's road map for
your life" that was clearly unconstitutional, he says.
The controversies, costs and competing demands in the schools have
prompted many to turn instead to character education.
But classes promoting pluralism and tolerance fail on the religious
literacy front because they "reduce religion to morality," Prothero says,
or they promote a call for universal compassion as if it were the only
value that matters.
"We are not all on the same one path to the same one God," he says.
"Religions aren't all saying the same thing. That's presumptuous and
wrong. They start with different problems, solve the problems in different
ways, and they have different goals."

Arctic Ice Retreating More Quickly Than Computer Models Project
UCAR - Arctic sea ice is melting at a significantly faster rate
than projected by even the most advanced computer models, a new study
concludes. The research, by scientists at the National Center for
Atmospheric Research (NCAR) and the University of Colorado's National
Snow
and Ice Data Center (NSIDC), shows that the Arctic's ice cover is
retreating more rapidly than estimated by any of the 18 computer
models
used by the Intergovernmental Panel on Climate Change (IPCC) in
preparing
its 2007 assessments.
"While the ice is disappearing faster than the computer models
indicate,
both observations and the models point in the same direction: the
Arctic
is losing ice at an increasingly rapid pace and the impact of
greenhouse
gases is growing," says NCAR scientist Marika Holland, one of the
study's
co-authors.

Antarctic Glaciers Melting Faster -Study

WASHINGTON (Reuters) - Glaciers once held up by a
floating ice shelf off Antarctica are now sliding off
into the sea -- and they are going fast, scientists said
on Tuesday.
Two separate studies from climate researchers and the
space agency NASA show the glaciers are flowing into
Antarctica's Weddell Sea, freed by the 2002 breakup of
the Larsen B ice shelf.
Writing in the journal Geophysical Research Letters, the
researchers said their satellite measurements suggest
climate warming can lead to rapid sea level rise.
The teams at NASA's Jet Propulsion Laboratory in
Pasadena, California, the National Snow and Ice Data
Center at the University of Colorado in Boulder, and
NASA's Goddard Space Flight Center in Greenbelt,
Maryland, said the findings also prove that ice shelves
hold back glaciers.
Many teams of researchers are keeping a close eye on
parts of Antarctica that are steadily melting.
Large ice shelves in the Antarctic Peninsula
disintegrated in 1995 and 2002 as a result of climate
warming. But these floating ice shelves did not affect
sea level as they melted.
Glaciers, however, are another story. They rest on land
and when they slide off into the water they instantly
affect sea level.
It was not clear how the loss of the Larsen B ice shelf
would affect nearby glaciers.
But soon after its collapse, researchers saw nearby
glaciers flowing up to eight times faster than before.
"If anyone was waiting to find out whether Antarctica
would respond quickly to climate warming, I think the
answer is yes," said Theodore Scambos, a University of
Colorado glacier expert who worked on one study.
"We've seen 150 miles of coastline change drastically in
just 15 years."
The affected area is at the far northern tip of the
Antarctic, just south of Chile and Argentina.
Temperatures there have risen by up to 4.5 degrees
Fahrenheit (2.5 degrees C) in the past 60 years --
faster than almost any region in the world.
In the past 30 years, ice shelves in the region have
lost more than 5,200 square miles of area.
"The Larsen area can be looked at as a miniature
experiment, showing how warming can dramatically change
the ice sheets, and how fast it can happen," Scambos
said in a statement. "At every step in the process,
things have occurred more rapidly than we expected."
But not all the melting in the Antarctic can be seen as
a "miniature experiment."
The Ross ice shelf, for example, is the main outlet for
the West Antarctic Ice Sheet, with several large
glaciers that could, if they melted completely, raise
sea levels by 16 feet.
"While the consequences of this area are small compared
to other parts of the Antarctic, it is a harbinger of
what will happen when the large ice sheets begin to
warm," Scambos said. "The much larger ice shelves in
other parts of Antarctica could have much greater
effects on the rate of sea level rise."

OSLO (Reuters) - Scientists said on Monday that they had found the first
direct
evidence linking the collapse of an ice shelf in Antarctica to global
warming
widely blamed on human activities.
Shifts in winds whipping around the southern Ocean, tied to human emissions
of
greenhouse gases, had warmed the Antarctic peninsula jutting up toward South
America and contributed to the break-up of the Larsen B ice shelf in 2002,
they
said.
"This is the first time that anyone has been able to demonstrate a physical
process directly linking the break-up of the Larsen Ice Shelf to human
activity," said Gareth Marshall, lead author of the study at the British
Antarctic Survey.
The chunk that collapsed into the Weddell Sea in 2002 was 3,250 sq kms
(1,255 sq
miles), bigger than Luxembourg or the U.S. state of Rhode Island.
Most climate experts say greenhouse gases, mainly from fossil fuels burned
in
power plants, factories and cars, are warming the globe and could bring more
erosion, floods or rising seas. They are wary of linking individual
events --
such as a heat wave or a storm -- to warming.
But the British and Belgian scientists, writing in the Journal of Climate,
said
there was evidence that global warming and a thinning of the ozone layer
over
Antarctica, caused by human chemicals, had strengthened winds blowing
clockwise
around Antarctica.
The Antarctic peninsula's chain of mountains, about 2,000 meters (6,500 ft)
high, used to shield the Larsen ice shelf on its eastern side from the
warmer
winds.
"If the westerlies strengthen the number of times that the warm air gets
over
the mountain barrier increases quite dramatically," John King, a co-author
of
the study at the British Antarctic Survey, told Reuters.
WARMER SUMMERS
The average summer temperatures on the north-east of the Antarctic peninsula
had
been about 2.2 Celsius (35.96F) over the past 40 years.
But on summer days when winds swept over the mountains into the area the air
could warm by 5.5 C (9.9 F). And on the warmest days, temperatures could
reach
about 10 C (50.00F).
King said temperature records in Antarctica went back only about 50 years
but
that there was evidence from sediments on the seabed -- which differ if
covered
by ice or open water -- that the Larsen ice shelf had been in place for
5,000
years.
"Further south on the main Antarctic continent temperatures are pretty
stable,"
he said. "There is no clear direct evidence of human activity affecting the
main
area."
In Ottawa, the director of the British Antarctic Survey said that if the
warming
trend continued then other ice shelves would one day be at risk.
"Ultimately, yes, I think that's bound to be the case ... We've seen this
southward migration as the wave of increased temperatures has penetrated
further
and further south," Dr Chris Rapley told Reuters in an interview on Monday.
The collapse of the Larsen B ice shelf did not raise world sea levels
because
the ice was floating.
King said the removal of the floating ice barrier could accelerate the flow
of
land-based glaciers toward the sea, at least in the short term. That ice
could
raise sea levels.
Rapley said recent data had revealed for the first time that two major
glaciers
in eastern Antarctica were also starting to discharge ice into the sea.

Impeachment express: Next stop, Peter Welch

NEWFANE - Emboldened by a victory in the state Senate, and a near
victory in the House, impeachment supporters will meet Friday with
Rep. Peter Welch in hopes they can get the first-term Democrat to
provide a greater platform for their push to have Congress investigate
Pres. George W. Bush and Vice Pres. Dick Cheney.
On April 20, the state Senate voted 16-9 in favor of Congress
launching an impeachment probe into Bush and Cheney's actions. Less
than a week later, the House defeated a similar measure 87-60.
Impeachment supporters were told they would not likely have more than
two dozen supporters in the chamber, so they see the 60 votes as a
victory.
Now, impeachment supporters are in talks with Welch and his staff in
an effort to get him to host a town meeting-style forum on
impeachment, as well as sign on to a resolution introduced by Rep.
Dennis Kucinich, D-OH, calling for an investigation into the
impeachment of Vice Pres. Dick Cheney. Kucinich introduced the
legislation on April 24. They are also urging people to call and write
his offices.
Welch reached out personally to impeachment advocates today, and both
sides hope to meet Friday in White River Junction.
Welch, along with Sen. Patrick Leahy, D-VT, and Sen. Bernie Sanders, I-
VT, issued a joint statement after the state Senate vote, urging
Vermonters to let a series of investigations currently underway to be
completed.
Welch reiterated that in an interview with the Guardian.
"My hat is off to the citizen activists in Vermont for bringing their
case to the Legislature; they are representative of the proud
tradition we have in Vermont to speaking out," said Welch. "People are
expressing broad outrage about this president's handling of the war,
his treatment of civil liberties, and the use of bogus intelligence,
and there is a lot of common ground here on holding the president and
vice president accountable. The major question is the best way to make
that happen."
Welch said the current investigations on everything from the war to
the firing of U.S. attorneys are potentially the beginning of further
action, not the end. He said the current probes into the Bush
administration are akin to the congressional investigations into the
Nixon administration.
"Those investigations weren't the end, but the beginning of the end
and brought out the facts that led to articles of impeachment," said
Welch. "It didn't begin with filing articles of impeachment. My
fundamental concern is ending this war."
Democrats need to use these investigations as a way to chip away at
Bush's support in the GOP, and convince Republicans that the
administration needs to be held accountable, Welch said.
"If we're going to end the war we're going to have to move beyond the
218 votes," said Welch, noting the number of Democrats, and two
Republicans, who voted recently for a war funding bill that includes a
withdrawal timetable. "There is united Democratic opposition to the
war and only two Republicans voted for accountability, no blank check,
and a timetable. There are some folks who believe impeachment is a way
to end the war, but my major reservation is that impeachment is one
approach guaranteed to solidify Republican opposition."
Jimmy Leas, of South Burlington, notes that without the threat of
impeachment, the hearings offer no substantive punishment for any
wrongdoing.
"There are a lot of people who are feeling that Congress is not doing
enough, and that if an impeachment investigation is started it will
generate a huge public participation all over the county - everyone
will be involved," said Leas. "We are seeing that in Vermont where the
discussion in Vermont is mobilizing people, and that is more important
than what the Repblicans will do."
On CBS' Face the Nation on April 29, Rep. John Murtha, D-PA, a close
ally of House Speaker Nancy Pelosi, D-CA, mentioned impeachment as one
of four ways that a president can be influenced. The other three were
public opinion, the purse, and an election. He wouldn't say if
impeachment was "on the table."
The focus on Welch comes just days after National Impeachment Day on
April 28 saw a small rally in Burlington, and dozens more around the
nation.
"We are a strong movement now and we don't want to storm the castle
before knocking on the door. While we have tried to keep [Welch] in
the conversation, so much of our local movement has been focusing on
the state Legislature, as there was the time constraint of the session
ending," wrote Liza Earle, of Richmond, who helped organize several
State House rallies, in an e-mail to supporters on April 28. "Now that
we turn our energy to Peter, I think we first we should have the
approach, "How can we [the movement and Peter Welch] work together on
this?"

Dan DeWalt, a Newfane selectman whose own efforts in 2006 helped to
spawn a more statewide movement this year, impeachment supporters also
plan to start "being places where [Welch] is going to be.
"That's where our focus is," added DeWalt. "I wasn't expecting a
victory out of the House vote last week and we never really had a full
chance to make our case to the Legislature, because the resolution
never got a hearing in the Judiciary Committee, and there were many
legislators who were not around when we had the House floor."
In the hours prior to the House vote on April 25, House Speaker Gaye
Symington, D-Jericho, gave impeachment backers an unprecedented
command of the House floor. Symington, who did not support the
resolution, allowed those who did to speak directly to her, and in
some cases engage directly in a debate.
For example, impeachment supporters expect to have "robust contingent"
at a fundraiser planned for next week at the Riverview Café.
Impeachment backers plan to sing "impeachment serenades" to Welch and
his guests at the café, which is located next to the bridge heading
across the Connecticut River.
"That's where our focus is right now, at least for some us, I
certainly can't speak for everyone," said DeWalt, who is energized by
the increasing number of people who are publicly supporting the
impeachment Bush and Cheney.
DeWalt is also leading the Vermont impeachment fife and drum corps
outside the state, meeting this past weekend with activists in
Massachusetts.
More than a dozen towns in Massachusetts, along with additional towns
in Connecticut, will vote on impeachment resolutions at annual town
meetings in the comings weeks. "What we're doing in this state is
being magnified outside of the state and having an impact," he said.
"I was just down in Boston and there were hundreds of people who are
working on impeachment resolutions."
Now that the dust has settled, DeWalt and others are trying to learn
from their lessons as they move forward.
The biggest story of last week is that a group of Vermonters were told
by its political leaders that "something was not going to happen and
we went to our leaders and they did make it happen; they actually
listened," said DeWalt. "This was a result of the people, and we
realized that sovereignty in the hands of the people is more than an
empty phrase."
They hope the same people-powered lever can be used to get Welch to
open up to the idea.
One impeachment backer, Rep. Mike Fisher, D-Lincoln, believes that a
compromise resolution - one calling on Congress to begin an
impeachment investigation but without a list of offenses - could have
been passed. But, hardliners in support of the Senate-backed
impeachment resolution from Burlington and then Windham County
wouldn't budge.
"I like winning and we could have crafted something that would have
won and expressed our mutual outrage about the Bush administration and
called for full accountability and investigation," said Fisher. "It
just floors me that advocates of impeachment chose defeat."
DeWalt said he was willing to go with a compromise resolution, but is
not sure about other key organizers who helped to bring more than 400
Vermonters into the State House. Those people represented 102 of
Vermont's 251 communities.
In 2006, seven Vermont communities passed resolutions urging Congress
to impeach Bush and Cheney. This year, 40 towns passed such measures,
and another two dozen towns passed measures calling for the immediate
withdrawal of U.S. troops from Iraq. The Legislature passed a troop
withdrawal resolution earlier this year, with the backing of
Symington.
Jericho and Hartland, the home owns of Symington and Welch
respectively, supported resolutions calling on Congress to begin
impeachment proceedings.

UPDATE 1-World Bank ethics chief disputes Wolfowitz claims

WASHINGTON, May 1 (Reuters) - World Bank President Paul Wolfowitz
violated staff rules when he intervened directly in the personnel
matters of his girlfriend even though he said he wanted no part in her
promotion and transfer, the head of a bank ethics panel at the time
said on Tuesday.
In a statement to a bank committee examining the role Wolfowitz played
in arranging a high-paid promotion for his girlfriend, Ad Melkert said
it would have been better if Wolfowitz had instructed one of his
deputies to handle the transfer for Shaha Riza, to avoid conflict of
interest issues.
"Contrary to what the staff rules allowed for, Mr. Wolfowitz's
proposal explicitly insisted on the possibility of maintaining
professional contacts with Ms. Riza," said Melkert, who since March
2006 has been at the U.N. Development Program.
"He kept that opinion even after grudgingly following the advice by
the ethics committee. Thus, Mr. Wolfowitz denied that the general
staff rules should be applicable to his particular situation," Melkert
said.
His statement is potentially damaging for Wolfowitz, who is fighting
to remain head of the institution.
Melkert said he decided to speak out when it became clear that those
speaking for Wolfowitz "were intent on continuing to spread erroneous
information" about the ethics panel.
Wolfowitz, an architect of the Iraq war when he was U.S. deputy
defense secretary, on Monday accused his critics of a smear campaign
and said he followed guidance offered by the bank's ethics officers in
arranging Riza's promotion and transfer to an outside job at the State

Fresh water will be in ever shorter supply as climate change gathers
pace. A that increasing temperatures will dramatically affect the
world's great rivers.
While flows will increase overall, with some rivers becoming more
swollen, many that provide water for the majority of the world's
people will begin to dry up.
Some of these predicted changes are already happening. A second
study shows temperature changes have affected the flow in many of
the world's 200 largest rivers over the past century, with the flow
of Africa's rivers declining over the past 10 years.
Availability of water across the world
Veteran climate modeller Syukuro Manabe and colleagues at Princeton
University modelled what effect a quadrupling of atmospheric carbon
dioxide above pre-industrial levels would have on the global
hydrological cycle over the next 300 years. That looks further ahead
than most climate models, but the scenario is inevitable unless
governments take drastic action to limit greenhouse gas emissions.
Evaporation and precipitation
Rising CO2 levels will trigger higher temperatures not only at the
Earth's surface, but also in the troposphere, the team says. By
factoring this into the models, together with changes to levels of
water vapour, cloud cover, solar radiation and ozone, the team
predicted the effect that climate change would have on evaporation
and precipitation.
Both would increase, the researchers found, causing the discharge of
fresh water from rivers around the world to rise by almost 15 per
cent. However, while water is going to be more plentiful in regions
that already have plenty, the net effect will be to take the world's
water further from where the people are.
"Water stresses will increase significantly in regions that are
already relatively dry," Manabe reports in the journal Climate
Change (vol 64, p 59).
Evaporation will reduce the moisture content of soils in many
semi-arid parts of the world, including north-east China, the
grasslands of Africa, the Mediterranean and the southern and western
coasts of Australia. Soil moisture will fall by up to 40 per cent in
southern states of the US, Manabe says.
Desert irrigation
The effects on the world's rivers will be just as dramatic. The
biggest increases will be in the thinly populated tropics and the
far north of Canada and Russia. For instance, the flow of the river
Ob in Siberia is projected to increase by 42 per cent by the end of
the 23rd century.
This prediction could encourage Russia's plans to divert Siberian
rivers to irrigate the deserts around the Aral Sea (New Scientist, 9
February 2004).
Similar changes could increase pressure from the US for Canada to
allow transfers from its giant Pacific rivers to water the American
West. Manabe predicts a 47 per cent increase in the flow of the
Yukon river.
By contrast, there will be lower flows in many mid-latitude rivers
which run through heavily populated regions. Those that will start
to decline include the Mississippi, Mekong and especially the Nile,
one of the world's most heavily used and politically contested
rivers, where his model predicts an 18 per cent fall in flow.
"Profound challenge"
The changes will present a "profound challenge" to the world's water
managers, Manabe says. They are also likely to fuel calls for a new
generation of super-dams and canals to move water round the planet,
like China's current scheme to transfer water between north and
south.
Some of the findings are controversial. The UK Met Office's climate
model predicts that flows in the Amazon could fall this century,
while Manabe's team predicts greater rainfall could increase its
flow by 23 per cent.
And while Manabe foresees a 49 per cent increase in the flow of the
Ganges and Brahmaputra rivers that drain the Himalayas, an
international study reported that the Ganges would lose flow as the
glaciers that feed it melt away (New Scientist print edition, 8 May
2004).
Time delay
Meanwhile, a team of researchers in France say that climate change
is already affecting the world's rivers. David Labat and colleagues
at the government's CNRS research agency in Toulouse reconstructed
the monthly discharges of more than 200 of the world's largest
rivers since 1875.
They took discharge data held by the Global Runoff Data Centre in
Germany and the UNESCO River Discharge Database and used a
statistical technique to fill in gaps left by missing data, or
changes to run-off caused by dams and irrigation projects (Advances
in Water Resources, DOI: 10.1016/j.advwatres.2004.02.020).
Their findings reveal that changing temperatures cause river flows
to rise and fall after a delay of about 15 years, and the team
predicts that global flows will increase by about 4 per cent for
every 1 °C rise in global temperature.
However, climate change over the past few decades has already caused
discharge from rivers in North and South America and Asia to
increase. Run-off in Europe has remained stable, but the flow of
water from Africa's rivers has fallen.

Greenhouse gases stop energy escaping from the Earth's surface
Climate change is a far greater threat to the world than
international terrorism, the UK Government's chief scientific
adviser has said.
Sir David King said the US had failed to reduce greenhouse gas
emissions.
And without immediate action flooding, drought, hunger and
debilitating diseases such as malaria would hit millions of people
around the world.
US President George Bush says more research is needed before he
introduces punitive carbon taxes on industry.
But Sir David criticised the Bush administration for relying too
exclusively on market-based incentives and voluntary actions.
He told Science, the "house magazine" of the US scientific
establishment: "As the world's only remaining superpower, the United
States is accustomed to leading internationally co-ordinated action.
"But at present the US Government is failing to take up the
challenge of global warming."
Flood risk
In Britain, the number of people at high risk of flooding was
expected to more than double to nearly 3.5 million by 2080, Sir
David said.
And damage to properties could run to tens of billions of pounds
every year.
Britain was trying to show leadership by cutting energy consumption
and increasing the use of renewable sources, Sir David added.
But the UK was responsible for only about 2% of the world's
emissions while the US, with just 4% of the world's population,
produced more than 20%.
The UK was asking the world's developed economies to cut greenhouse
gas emissions by 60% of 1990 levels by about 2050, under the United
Nations Framework Convention on Climate Change (UNFCC), Sir David
said.
Severe problem
But despite declaring support for the UNFCC's objectives, the US had
failed to ratify the Kyoto accord for emission reductions and
"refused to countenance any remedial action now or in the future".
The United States is already in the forefront of the science
and technology of global change, and the next step is surely
to tackle emissions control too

Sir David added: "We can only overcome this challenge by facing it
together, shoulder to shoulder.
"We in the rest of the world are now looking to the USA to play its
leading part."
Sir David said climate change was the most severe problem faced by
the world.
"The United States is already in the forefront of the science and
technology of global change, and the next step is surely to tackle
emissions control too," he said.
"If we do not begin now, more substantial, more disruptive, and more
expensive change will be needed later on."
Population growth
Levels of carbon dioxide and other greenhouse gases in the
atmosphere have risen steeply since the industrial revolution.
Concentrations have increased mainly because of the use of fossil
fuels, deforestation and other human activities, spurred on by
economic and population growth.
Greenhouse gases stop energy escaping from the Earth's surface and
atmosphere.
If levels rise too high, excessive warming can distort natural
patterns of climate, researchers say.
South Florida heading for serious drought
Despite heavy rains during the past month, scientists say South
Florida is on its way to a serious drought.
The drought is partly a result of a 17-month dry spell that
meteorologists worry could extend into the region's rainy season, The
Miami Herald reported.
"Droughts are slow-simmering water emergencies, not sudden flares like
floods or hurricanes," said Carol Ann Wehle, executive director of the
South Florida Water Management District. "But they can be just as
dangerous, because they impact our drinking-water supplies, the
environment and our regional economy."
Some restrictions have already been put into place, such as
restrictions on lawn watering.
Besides dry conditions, a number of factors -- including smoke from
wildfires drying out marshes and a steady decrease in lake water
levels -- have officials concerned.
Another fear is that ocean water will work its way into coastal well
fields, forcing area residents to buy bottled water.

The scientific evidence is clear: global climate change caused by human
activities is occurring now, and it is a growing threat to society.
Accumulating data from across the globe reveal a wide array of effects:
rapidly melting glaciers, destabilization of major ice sheets, increases in
extreme weather, rising sea level, shifts in species ranges, and more. The
pace of change and the evidence of harm have increased markedly over the
last five years. The time to control greenhouse gas emissions is now.
The atmospheric concentration of carbon dioxide, a critical greenhouse gas,
is higher than it
has been for at least 650,000 years. The average temperature of the Earth is
heading for levels not experienced for millions of years. Scientific
predictions of the impacts of increasing atmospheric concentrations of
greenhouse gases from fossil fuels and deforestation match observed changes.
As expected, intensification of droughts, heat waves, floods, wildfires, and
severe storms is occurring, with a mounting toll on vulnerable ecosystems
and societies.
These events are early warning signs of even more devastating damage to
come, some of which will be irreversible.
Delaying action to address climate change will increase the environmental
and societal consequences as well as the costs. The longer we wait to tackle
climate change, the harder and more expensive the task will be.
History provides many examples of society confronting grave threats by
mobilizing knowledge and promoting innovation. We need an aggressive
research, development and eployment effort to transform the existing and
future energy systems of the world away from technologies that emit
greenhouse gases. Developing clean energy technologies will provide economic
opportunities and ensure future energy supplies.
In addition to rapidly reducing greenhouse gas emissions, it is essential
that we develop strategies to adapt to ongoing changes and make communities
more resilient to future changes. The growing torrent of information
presents a clear message: we are already experiencing global climate change.
It is time to muster the political will for concerted action. Stronger
leadership at all levels is needed. The time is now. We must rise to the
challenge. We owe this to future generations.

WMO STATEMENT ON THE STATUS OF THE GLOBAL CLIMATE IN 1995

FOREWORD
There is continuing international concern about global warming and its
potential to cause serious disruption to vulnerable social and
economic sectors of society as well as to sustainable development
efforts. As recently as December 1995, scientists of the World
Meteorological Organization/United Nations Environment Programme
(WMO/UNEP) Intergovernmental Panel on Climate Change stated that "the
balance of evidence suggests a discernible human influence on global
climate", through emissions of greenhouse gases. At the same time,
there is a developing capability within national Meteorological and
Hydrological Services (NMHSs) to provide comprehensive information on
past, present, and future (seasons to a year ahead) climate and its
variations, to a wide spectrum of users. The rapid development of
global communications systems means that such information can be
provided on a timely basis and is, therefore, of great use to national
decision makers.
Much of our knowledge on climate comes from global scientific and
technical programmes coordinated by WMO.
WMO is responsible for the routine publication of the Climate System
Monitoring Monthly Bulletin and the biennial Global Climate System
Reviews, which are outputs from the Climate System Monitoring Project
of the World Climate Data and Monitoring Programme (WCDMP). Beginning
in 1993, WMO, in its role as a provider of credible scientific
information on climate and its variability, began issuing statements
on the status of the global climate. This booklet, the third in the
series, focuses on the status of global climate during 1995, and is
provided through the Climate Change Detection Project of the WCDMP.
This statement is a summary of the information provided by the Climate
Prediction Center (CPC) in the United States with inputs from climate
centres in Australia, Canada, Germany, Iceland, Netherlands, Russian
Federation, Spain, and the United Kingdom. The contributions were
based, to a great extent, on the observational data collected and
disseminated on a continuing basis by the NMHSs of the WMO Member
countries.

SUMMARY
The 1995 estimated global mean surface temperature over land and
marine areas was the warmest since 1861. The warmth could not be
attributed to El Nino/Southern Oscillation (ENSO) since the
contrasting equatorial Pacific Ocean surface temperature anomalies
were averaged to be near normal for the year. In the North Atlantic,
however, sea-surface temperatures were more than 1'C warmer in an
area centred on the Azores. Parts of Siberia averaged more than 3'C
warmer than the 1961-1990 period and many heat-related deaths
occurred in both the midwest United States and India during the
northern hemisphere summer. As is usual, there were regions where the
temperatures were cooler than normal in 1995, including Greenland and
the adjacent north-west Atlantic Ocean as well as mid-latitudes of
the North Pacific Ocean.
With respect to atmospheric constituents, the ozone hole, which has
become a feature of the Antarctic spring period, began earlier and
lasted longer than in any previous recorded year - ozone in the lower
stratosphere was once again almost totally destroyed. Carbon dioxide
and methane concentrations in the atmosphere increased in 1995 at
their recent historical rates following a slow-down in rates of
increase in 1992 and 1993.
There were many extreme climatic anomalies and weather events in
1995. The most active hurricane season in the Atlantic Ocean since
1933 caused considerable property damage in the Caribbean islands and
the south-east coastal areas of the United States. Following
prodigious rains in January and February, which caused massive
flooding along major continental European rivers, the summer over the
same region was of near record heat and, in the United Kingdom
particularly, serious precipitation deficiencies caused widespread
restrictions on water usage. There were examples of beneficial
events, including the return of abundant rains to such widely
separated but drought-stricken regions as north-west Africa/Iberian
Peninsula, southern Africa, and Australia.
THE WARMEST YEAR SO FAR
-----------------------
The globally-averaged surface temperature for 1995 was 0.40'C above
the 1961-1990 average, according to observations made at land stations
along with sea-surface temperatures measured from ships and buoys. The
previous warmest year since 1861 was 1990, which had an anomaly of
0.36'C for the year as a whole.
Global surface temperatures have now completely recovered from the
cooling effects associated with the June 1991 eruption of Mount
Pinatubo in the Philippines. A prolonged period of the El
Nino/Southern Oscillation (ENSO) warm episode, which dominated the
1991-1994 period, ended in early 1995. A narrow band of the eastern
equatorial Pacific is now cooler, indicating a weak cold episode (La
Nina) condition and suggesting that, on a global average, 1996 may be
slightly cooler than 1995.
In 1995, the northern hemisphere was warmer than in all previous
years, but the southern hemisphere was relatively less warm. Parts of
Siberia were about 3'C warmer than usual in 1995, because the early
part of the year was exceptionally warm, whereas 1995 was slightly
cooler than normal over the Greenland/ north-west North Atlantic
region and over the mid-latitude North Pacific. It was the coldest
year in Iceland since 1983. These features have recurred in many
recent years. Also in 1995, the ocean surface was more than 1'C
warmer than usual near the Azores.
Warm conditions characterized much of western Europe, reaching record
or near record annual means. For instance, in the Netherlands, the
mean, spatially-averaged temperature for 1995 reached 10.4'C, more
than 1'C higher than the 1901-1987 average. Intense heat, along with
high humidity, was a feature in July over large areas of the central
and eastern United States, and extending into central Canada where it
was accompanied by severe forest fires. There were over 1,000 deaths
related to the heat. Very high temperatures were also prevalent in
northern India during much of June with temperatures averaging up to
5'C above normal, maximum temperatures reaching 50'C and night-time
temperatures failing to fall below 25-30'C.
Cooling in the lower stratosphere stabilized in 1995 with anomalies
remaining near the lowest values observed in the 17-year
satellite-measured record.
PROLONGED ENSO WARMING ENDS
---------------------------
The ENSO warm episode conditions dominated the tropical Pacific during
the period from 1990 to early 1995. Thereafter, equatorial central and
eastern Pacific Ocean surface temperature anomalies steadily
decreased, becoming negative during the latter half of 1995, as weak
cold episode conditions developed in the region. For the first time
since 1989, equatorial Pacific Ocean surface temperatures were below
normal throughout the region from the International Date Line eastward
to South America. Negative sea-surface temperature anomalies also
spread both north and south from the Equator, so that by the end of
1995 a rather broad band of negative anomalies covered the region.
Consistent with the reversal in the sign of ocean surface temperature
anomalies, cloudiness and rainfall decreased to less than normal over
the central equatorial Pacific and increased to greater than normal
over Indonesia.
LONGEST ANTARCTIC OZONE HOLE DURATION ON RECORD

Ozone measurements during the winter-spring of 1994/1995 indicated
that total column ozone was unusually low over most of the northern
hemisphere. For middle and high latitudes, ozone values were an
unprecedented 10-20 per cent lower than the average values observed
during the 1957-1980 period.
Over Antarctica, ozone depletion began earlier in August than
previously and, by late September and for the whole month of October,
the deficiency was more than 50 per cent, which was comparable to that
observed over the previous six years. Ozone soundings from a number of
Antarctic stations during the period from mid-September to October
showed near complete destruction of the ozone at altitudes between 14
and 21 km. The area of the ozone hole exceeded 22 million km 2 and was
similar to the recent record set in 1993. In 1995, however, the
duration of the time with lower ozone values was longer than ever
previously documented.
CARBON DIOXIDE AND METHANE INCREASE

Provisional indications show that atmospheric concentrations of both
carbon dioxide and methane, two principal green-house gases, increased
in 1995 at rates which are in line with their recent historical trend.
It is recalled that these gases exhibited a noticeable slow-down in
their rates of increase during 1992 and 1993 for reasons that are not
presently understood. The atmospheric concentration of carbon dioxide
now stands at about 360 parts per million volume (ppmv) compared to an
estimated 280 ppmv before the start of widespread industrialization
around 1850.
SNOW COVER OVER THE NORTHERN HEMISPHERE
---------------------------------------
The last five months of 1995 showed positive snow cover anomalies
over the northern hemisphere. This was the first time since 1984 that
positive global snow cover area anomalies were observed for each of
these early months of the upcoming snow season. A predominance of
negative snow cover anomalies early in the year resulted in a 1995
annual mean of 24.5 x 10 6 km 2 , only slightly less than the
1973-1995 yearly average. The coincidence of near-average snow cover
area with near-record land surface temperatures is in marked contrast
to the record warm year of 1990, which had the least snow cover in
the satellite record.
REGIONALLY SPEAKING

Abnormal precipitation in central South America
-----------------------------------------------
Persistent below normal precipitation occured over parts of South
America in early May and continued into mid-December. Large sections
of central and southern Brazil, southern Paraguay, and central and
north-eastern Argentina received less than 75 per cent of normal
precipitation during the period 1 May-19 December, with less than 50
per cent of normal totals recorded in parts of the northern state of
Rio Grande do Sul in Brazil, south-eastern Paraguay, and the
Argentine provinces of Corrientes, northern Santa Fe, and a few other
areas along the western tier of the region. Forest fires, the worst
in living memory, broke out in some areas of Argentina. In late
December, however, torrential rains (467 mm on 24-25 December) fell
along the coast of the state of Santa Catarina in southern Brazil,
and heavy showers (100 to 250 mm on 24-30 December) were recorded in
much of the states of Paraná, Minas Gerais, Rio de Janeiro, and São
Paulo. Locally, severe flooding affected Santa Catarina and Minas
Gerais, according to Brazilian authorities.
Dryness in Africa and the Mediterranean
---------------------------------------
Significant below normal precipitation anomalies during 1995 were
recorded in both north-west and southern Africa, which extended to
both the western Mediterranean and the Middle East. In the
north-west, well below normal rainfall was recorded across the region
during the periods from January to early February, and from late
March to May, adding to long-term moisture deficits throughout much
of Morocco, Algeria, and Tunisia that had started in November 1994.
Less than 50 per cent of normal precipitation was measured from 1
November 1994 to 25 June 1995 across northern and western Morocco,
central Tunisia, much of central and north-eastern Algeria, and the
Iberian Peninsula and southern France. Long-term shortages remained
until surplus November and December precipitation fell over most of
the region.
In southern Africa, the 1994-1995 wet season (October-April) was slow
to commence across much of Botswana and northern and central South
Africa. Dry conditions spread across most of the region in November,
with near normal rain confined to north-west and south-west Botswana.
Subnormal monthly totals, however, were again reported over much of
central and north-central South Africa and western Botswana, despite
significant December rains in some north and eastern areas of the
region. As a result, long-term moisture shortages covered much of
southern Africa as 1995 began. Although occasional significant rains
drenched parts of the area up to the end of April, for the 1994-1995
wet season as a whole, subnormal rains were the general rule over the
vast majority of the region.
The "big dry" ends in Australia
-------------------------------
The ENSO event that had plagued most of eastern and southern
Australia with drought during 1994 slowly diminished through 1995. By
the middle of 1995, most tropical Pacific indicators showed the
termination of the ENSO conditions. Towards the end of 1995, these
same indicators suggested the development of a La Nina event. As the
ENSO declined, rainfall across Australia returned to normal, and
often above normal levels, breaking the drought in many areas.
However, this transition from drought was neither abrupt nor uniform,
with dry conditions lingering in some areas until well into the year.
January saw the first signs of a break from the dry conditions.
The period from February to April saw a return to drier than normal
conditions across most of eastern Australia, although April was wet
over the far south-east and most of western Australia (except the
south-west). The period from May to July was particularly wet over
eastern South Australia, Victoria, and south-west New South Wales -
totals for June and July were among the highest on record, and
flooding became a regular occurrence. By the end of July, these rains
had removed most long-term deficiencies (as measured from April 1994)
from south-eastern Australia. August stood out as an exceptionally
mild and dry month over most of extra-tropical Australia - across
large areas it was both the warmest and driest August on record.
Coinciding with the onset of La Niña-like conditions over the Pacific
Basin, the period from September onwards saw a trend toward
distinctly wetter than normal conditions across north-eastern South
Australia, most of New South Wales, and Queensland. Wet conditions
were particularly marked in November, when large areas received
abundant rainfall, with local record-breaking precipitation and
significant flooding in southern Queensland, and parts of southern
Victoria during both October and November, although western Victoria
and southern South Australia had a dry spring. In the tropics, active
convection produced an early start to the wet season.
Abnormal conditions from the British Isles to central Asia
----------------------------------------------------------
The main feature of 1995 over the region was abnormal warmth. In
central England, however, 1995, as a whole, was not as warm as 1990
or 1949 due to a cold month of December. Taken together, July and
August, were the warmest ever in the record for central England since
1659. Temperatures reached 34'C in some places and 30'C was even
reached in northern Scotland. Combined with this record summer warmth
was extreme dryness. Rainfall over the summer in England and Wales
was similar to that experienced in 1976, which was the driest in the
series since 1766. Spain also experienced hot, dry weather with
temperatures soaring to a record 47'C at Seville and Cordoba in July.
Russia and adjacent central Asia mean-while generally experienced
their warmest year on record in 1995. Weekly temperatures of 15'C
above normal were common north of the Arctic Circle from mid-February
to the end of April. In early July, temperatures soared to 47'C in
parts of Turkmenistan and the Republic of Kazakhstan.Abnormal warmth
was evident during the last four months of 1995 in most of the
region.
Central Europe began the year with abundant rainfall and rapidly
melting snow, which caused flooding and widespread damage along major
rivers, especially in the Netherlands.
A very active Atlantic hurricane season

The 1995 Atlantic hurricane season featured 19 tropical storms, 11 of
which became hurricanes. This was the second largest number of storms
(21 in 1933) observed in any hurricane season since records began in
1871, and the second greatest number of hurricanes (12 in 1969) in
one season since hurricane statistics began in 1886. The season
started early as Hurricane Allison became the first June hurricane
since Bonnie in 1986. August was a busy month with Hurricane Erin
dumping 100 to 250 mm of rain over central and extreme north-western
Florida. In mid-August, Hurricane Felix stalled offshore 240 km east
of Cape Hatteras, North Carolina lashing much of the East Coast with
rough surf and beach erosion. Hurricane Luis raked the north-eastern
Caribbean with destructive winds (gusts up to 235 km/h on Antigua
before the anemometer blew away) and heavy rains (up to 210 mm in
Puerto Rico). Hurricane Marilyn, a particularly compact hurricane,
caused extensive damage on the islands of St. Croix, Culebra, and St.
Thomas. Winds were clocked to 200 km/h in St. Croix. In early
October, Hurricane Opal became the fourth tropical system to affect
Florida in 1995, and the second hurricane to strike the western
Florida Panhandle since early August. Torrential rains (300 to 430
mm), a five- to six-metre storm surge, and winds gusting to 230 km/h
buffeted the western Florida Panhandle and adjacent Alabama.
Hurricane-force (121 km/h) winds penetrated as far inland as Atlanta,
Georgia causing considerable property damage and disrupting
electrical power in many areas from the central Gulf Coast
north-eastward to the Carolinas. Farther south, Hurricane Roxanne
buffeted the Yucatán Peninsula and Cuba. At Cancún, 400 mm of rain
accompanied this hurricane.
