- நாடாளும் மன்றத்தின் பொதுக்கணக்கு குழுவின் தலைவர் மரபு படி எதிர்க்கட்சியின் பிரமுகர்களில் ஒருவர். இது வரை, இந்தியா அதை மீறவில்லை.

- நாடாளும் மன்றத்தின் பொதுக்கணக்கு குழுவின் அமர்வுகள் யாவும் ரகசியமானவையாக இருப்பதற்கு ஒரே காரணம், உயர் அதிகாரிகளிடம் கேட்கப்படும் கடுமையான கேள்விகள். அதனால், அவர்கள் கூனி குறுகுவது.
- இருந்து விட்டு போகட்டுமே, அது தான் உண்மையின் விலை என்றால். அவர்களுக்கும் மேலிடம், மக்கள் நலனுக்கு.

- ஒரு பரந்த நோக்கில் பார்த்தால், இந்த புதிய நடைமுறை, அரசின் மீது மக்களின் ஆளுமையை, ஜனநாயக மரபுப்படி, செலுத்தும் நற்பணியின் முதல் படி.

மக்களுக்கு என்ன செய்ய வேண்டும் என்று இதுநாள் வரை எவராவது கற்றுக்
கொடுத்திருக்கிறோமா? மக்கள் தான் தாமே முன்வந்து, என்னமோ ஜனநாயகம்,
பொறுப்பு என்று என்னமோ இருப்பதாக சொல்லிக் கொள்கிறார்களே, அதெல்லாம்
என்னவென்று கற்றுக் கொள்ள இது வரை முன்வந்திருக்கிறார்களா?
தலைவர்கள் தாங்களும் ஒன்றும் செய்யத் திராணியற்றவர்களாக, ஜனங்களுக்கு
வழிகாட்ட, வழிநடத்த யோக்கியதை அற்றவர்களாக, வேற்று வாக்குறுதிகளிலேயே,
வெற்று மாய்மாலங்களிலேயே இலவசங்கள் என்ற மாயையில் ஆழ்த்தி மயக்கிக்
கொண்டிருக்கிறார்கள்.
ஜனங்களும், எப்போதடா இடைத் தேர்தல் வரும், திருமங்கலம் தொகுதியில் அள்ளி
விட்ட மாதிரியே, இங்கே கட்சிகள் ஓட்டுக்குப் பத்தாயிரம் அள்ளி
விடுவார்கள் என்று நாக்கைத் தொங்கப் போட்டு அலைந்து கொண்டிருக்கிறார்கள்!
இடைவேளையில் இருக்கவே இருக்கிறது இலவசத் தொல்லைக் காட்சிகளும், மானாட
மயிலாட போன்ற நிகழ்ச்சிகளும்!
அத்தையெல்லாம் விட்டு விட்டு மக்கள் என்ன மாதிரியான பணி செய்ய முன்வர
வேண்டுமென்று சொல்ல வருகிறீர்கள் ஐயா!!
இது என்னுடைய எதிர் விளம்பரம் என்று வைத்துக் கொள்ளுங்களேன்!

இங்கே அரசு இயந்திரம் அல்லது நிர்வாகம், நீதித்துறை, சட்டமியற்றும்
அதிகாரம் படைத்த நாடாளுமன்றம் இப்படி மும்மூர்த்திகளாக இருக்க
வேண்டியவைகளே மாறி, கந்தபுராணத்தில் சொல்லப்படுகிற மாதிரி இரும்பு,
வெள்ளி, பொன்னால் ஆன கோட்டைகளைக் கட்டிக் கொண்டு அசுரர்கள் ஜனங்களை
வாட்டி வதைத்தது மாதிரியாகிப் போயிருக்கும் அவலத்தைத் தான் தொட்டுச்
சொன்னேன்.
Accountability! இது அரசு ஊழியர்களுக்காக இருக்கட்டும்,
அரசியல்வாதிகளுக்காக இருக்கட்டும், நீதிமான்களுக்காக இருக்கட்டும்,
அவர்களே பார்த்துப் போனால் போகிறது என்று பொறுப்பெடுத்துக் கொண்டால்
தவிர, வேறெப்போதாவது இருந்திருக்கிறதா?
ஒரு சின்ன வழக்கு ஒன்றைப் பார்ப்போம்!
ஒருவர், தன்னுடைய இடத்தை ஆக்கிரமித்து அடுத்த வீட்டுக் காரர் கட்டடம்
எழுப்பிக் கொண்டிருக்கிறார் என்ற குறையை, முறைப்படி, சர்வே துறையிடம்
தன்னுடைய இடத்தை அளந்து அத்துமால் குறித்துத் தரவேண்டும் என்று
ஆரம்பித்தார். அவர் செய்த ஒரே தவறு, வாங்கும்போதே இருந்த இந்த
ஆக்கிரமிப்பைப் பற்றி முழுவிவரமும் அறியாமல், கிரையம் செய்தது.
சமாதானமாகப் பேசிப் பிரச்சினையைத் தீர்த்துக் கொள்ள முயற்சித்துக்
கொண்டிருந்தார்.நில அளவைத் துறை ஆக்கிரமிப்புச் செய்தவருக்கு சாதகமாகவே
"கள்ள மௌனம்" சாதித்தது. மாவட்ட ஆட்சித் தலைவரிடம், குறைதீர்ப்பு நாளில்
மனுக் கொடுத்தார். ரசீது கொடுத்ததோடு சரி.
மாநகராட்சி ஒப்புதல் இல்லாமலேயே பழைய கட்டடத்தை மாற்றி கட்ட ஆரம்பித்த
அடுத்த மனைக்காரர், தன்னுடைய ஆக்கிரமிப்பை உறுதிப் படுத்திக் கொள்ளும்
விதமாக, ஆக்கிரமிக்கப்பட்ட இடத்தையும் சேர்த்து, மாடிப்படி கட்டித் தன்
வசத்தில் நிரந்தரமாக வைத்துக் கொள்ளும் ஏற்பாட்டைத் தொடர்ந்தார்.
ஆக்கிரமிக்கப் பட்ட இடத்தில் தான் முன்னமேயே கட்டியிருந்த காம்பவுண்டு
சுவற்றின் மீதும் பில்லர் எழுப்பி மாடியை விஸ்தரித்துக் கட்ட முயன்றபோது,
தகவல் அறியும் உரிமைச் சட்டத்தின்கீழ் பாதிக்கப்பட்டவர், மாநகராட்சி உதவி
ஆணையாளர், முதன்மை நகர அமைப்பு அலுவலர் இருவரிடமும் மனுக் கொடுத்தார்.
மாநகராட்சி ஆணையாளருக்கும் ஒரு மனுவை அனுப்பினார். உதவி
ஆணையாளரிடமிருந்து மட்டும் ஒரு பதில்: முறைப்படி அனுமதியில்லாமல்
கட்டப்பட்டிருக்கும் பகுதிக்கு நோடீஸ் அனுப்பப்பட்டிருப்பதாக!நோடீஸ்
ஒன்று அப்படித் தயார் செய்யப்பட்டிருப்பதையும், ஆனால் அது சார்வாகாமலேயே
இருப்பதையும் மனுதாரர், Chief Town Planning Officer, Commissioner of
the Corporation இருவருக்கும் அனுப்பிய முறைஈட்டிலேயே தெளிவாகச் சொல்லி
இருந்தார்.
என்ன நடந்திருக்கும் என்று நினைக்கிறீர்கள்? தகவல் அறியும் உரிமைச்
சட்டத்தை, அரசுத்துறை ஒரு பொருட்டாகவே எடுத்துக்கொள்வதில்லை என்பது
மீண்டும் மீண்டும் நிரூபிக்கப்பட்டது தான் மிச்சம்!
மனுதாரர், உயர்நீதிமன்றத்தில் ரிட் மனு தாக்கல் செய்தார்.
ஆக்கிரமிப்பாளரின் வழக்கறிஞர், மாநகராட்சியில் இருந்து அப்படி ஒரு
நோட்டீஸ் வரவே இல்லை என்று சொன்னார். மாநகராட்சி வழக்கறிஞர், முதல் தரம்
வாய்தா வாங்கினார், அடுத்த தரம் மாநகராட்சி நடவடிக்கை எடுக்கும் என்று
வாய்மொழியாகச் சொன்னதன் பேரில் ரிட் மனு தள்ளுபடி
செய்யப்பட்டது.நீதியரசர், அவர் சட்டக் கல்லூரியில் பேராசிரியராகவும்
இருந்தவர், ரிட் மனுக்களை விசாரிக்கும் போது அரசியல் சட்டம் 226 ஆம்
பிரிவை எவருமே சரியாகப் புரிந்து கொள்வதில்லை என்று வேறு சொல்வார். இங்கே
discretion என்பது மிக அப்பட்டமான discrimination ஆக இருந்ததை எவரும்
கேள்வி கேட்க முடியாது!
ரிட் அப்பீல் கதையும் அப்படித்தான்! கீழ் கோர்ட்டில் பரிகாரம் தேட வசதி
இருக்கும்போது உயர்நீதி மன்றம் இதில் ஏன் தலையிட வேண்டும் என்பது தான்
அங்கேயும் கேட்கப்பட்டது.
Responsibility, Application of Mind, Accountability இவை எதையுமே இன்றைய
சூழ்நிலையில் சாதாரண மனிதனால் இவர்களிடம் இருந்து எதிர்பார்க்க முடியாது.
ஆம் ஆத்மிக்கு எப்போதுமே பட்டை நாமம் தான்!

சூழ்நிலைகளில், ஜனங்களுடைய அறியாமையை மூலதனமாக வைத்து மட்டுமே ஊழல்

Winner takes all இத்தனை சீர்கேடுகளுக்கும் மூல காரணமாக
இருக்கிறது.தேர்தலில் கிளம்புகிற பூதத்தை மறுபடி குடுவைக்குள் அடக்கி
வைக்கிற வல்லமை தனிமனிதனுக்கு இந்த முறையில் இல்லை என்பதைத் தான்
அழுத்தமாக சொல்லிக் கொள்ள விரும்புகிறேன்.
நாமிருவரும் தான் இதைப் பற்றிப் பேசிக் கொண்டிருக்கிறோம்! தமிழ்வாசலில்
இதைப் பற்றிக் கருத்து சொல்ல யாருமே இல்லையா!?

திரு இன்னம்புரான் ஐயா தான் பணிபுரிந்த தணிக்கைத் துறை, தணிக்கைத்
துறையால் வெளியில் கொண்டுவரப்பட்ட 2G ஊழல் குறித்து, பொதுமக்களுடைய
சாட்சியம், கருத்தைக் கோரி இருந்த விளம்பரத்தைச் சுட்டி இந்த இழையை
ஆரம்பித்திருந்தார். இதற்கு முன்னாலும், பற்பல விசாரணைக் கமிஷன்கள்
அமைக்கப்பட்டபோதும் கூட இந்த மாதிரியான விளம்பரங்கள் வந்ததுண்டு.

ஜனங்களுக்கு எப்படி வந்தது?

சொல்லிவிட்டார் என்பதற்காகக் கண்ணை மூடிக் கொண்டு எதைவேண்டுமானாலும்
செய்யத் தயாராக இருந்த ஜனங்கள், காந்தீய வழியில் போராடுகிறேன், அஹிம்சையே
எனது தாரக மந்திரம், எத்தனை அடி விழுந்தாலும் எதிர்க்க மாட்டேன்,
சாத்வீகமாக என்னுடைய எதிர்ப்பைக் காட்டியே தீருவேன் என்று ஒரு அரை
நிர்வாணப் பக்கிரியின் பின்னால், அவர் சொல்லுக்குக் கட்டுப் பட்டு நின்ற
ஜனங்கள், அவர்கள் வழியில் வந்தவர்கள், சுதந்திரம் வந்ததும் எதனால்
இப்படித் தறுதலைகளாகிப் போனார்கள்?
Tryst with destiny என்று கனவுகளில் மிதந்துகொண்டே உரையாற்றிய நேருவால்
எதனால், ஜனங்களை, காந்தி மாதிரித் தயார் செய்ய முடியவில்லை?இத்தனைக்கும்
ஜனங்கள் நேருவை எவ்வளவு நேசித்தார்கள் என்பது வெட்டிக் கனவுகளிலேயே
வீணாகிப் போன அந்தக் கோழைக்குக் கூடத் தெரிந்திருந்தது. ஜனங்களால்
மதிக்கப்படுவது, நேசிக்கப்படுவது என்பது வேறு, ஜனங்களை வழி நடத்தத்
திறமையுள்ள தலைவனாக இருப்பது வேறு என்பது நேருவின் பரிதாபமான கொள்கைகைகள்
அடைந்த கதியே சொல்லுமே!
இதே விஷயத்தை, சற்றே மாறுபட்ட கோணத்தில் மின்தமிழ் கூகிள் வலைக்
குழுமத்தில், அங்கே கூட இரண்டே பேர் தான்! ஒரு செழுமையான விவாதம் நடந்து
கொண்டிருக்கிறது. அங்கேயும் சரி, இங்கேயும் சரி, மூன்றாவது, நான்காவது
என்று குழும உறுப்பினர்களில் ஒரு பகுதியாவது இப்படிப் பட்ட விவாதங்களில்
தங்கள் மனதில் என்ன படுகிறது என்பதைத் தயங்காமல் சொல்ல முன்வர வேண்டும்
என்று மறுபடியும் வேண்டிக் கொள்கிறேன்.

இதுக்கு பதில் சொல்ல ஆரம்பித்தால் 40 வருஷத்து வரலாற்றைச் சொல்லணும், என்றாலும் இப்போதைக்கு இலவசமும், ஓட்டுக்குப் பணமும் கிடைக்குதே, அதோட இலவசத் தொலைக்காட்சிப்பெட்டியில் மானாடி, மயிலாடிக்கொண்டு இருக்கலாம், என்ற எண்ணம் தான். பெருவாரியான மக்களும் இப்படித் தான் இலவசம் என்றாலே வாயை மூடிக்கிறாங்க, யார் எதுவேணாலும் செய்துக்கட்டும், நமக்குத் தான் இலவசம் கிடைக்குதேனு. தொலைக்காட்சியிலே ஒரு ஸ்க்ரப்பர் விளம்பரத்துக்கு மூன்று ஸ்க்ரப்பர் வாங்கினால் ஒன்று இலவசம்னு ஒரு பெண்மணி வாயைப் பிளப்பதாய்க் காட்டறாங்க. ஸ்க்ரப்பருக்கே வாயைப் பிளக்கும் பெண்கள் தொலைக்காட்சிப் பெட்டி, வீட்டு மளிகைப் பொருட்கள், சேலை, வேட்டி, இலவச எரிவாயு அடுப்பு, இலவச மருத்துவம் கிற பெயர்னு எல்லாம் கிடைக்கும்போது எதுக்கு உழைக்கணும்னு நினைக்கிறாள். இன்றைய பல கிராமங்களிலும் இதுவே நிலை.
அதிலும் வேலைக்கு உணவுங்கற திட்டம் வந்ததும் கிராமங்களில் விவசாயக் கூலிக்கு ஆட்களே வருவதில்லை என்பது நடைமுறை நிதரிசனம். அடுத்தடுத்து வரும் அரசுகள் போட்டி போட்டுக்கொண்டு இலவசம் கொடுப்பதற்குப் பதிலாக அதற்குச் செலவாகும் பணத்தை நீர் வரத்து வாய்க்கால்கள், ஆறுகள், நதிகள், குளங்கள், கிணறுகள் என்று அந்தந்த கிராம மக்களையே வைத்துத் தூர்வாரிப் பயன்பாட்டுக்கும் ஏற்படுத்தி அதற்குக் கூலி கொடுப்பதன் மூலம் விவசாயத்தையும் பெருக்கலாம், மக்கள் வாழ்க்கைத் தரத்தையும் உயர்த்தலாம். எங்கே?? ஓட்டுக் கிடைக்காதே!

தங்களுடைய கண்ணியத்தை எவரோ வந்து பாழடிக்கும் வரை அரசு ஊழியர்கள் என்ன
செய்து கொண்டிருந்தார்கள்? முதலில் தங்களைப் பொதுமக்களின் சேவகர்களாகக்
கருதிக் கொள்கிறார்களா, அல்லது பிரிட்டிஷ் மேட்டிமைத்தனத்தின் எச்சமாக
இன்னமும் இருந்து வரும் அதிகாரச் செருக்குடன், அகம்பாவத்துடன் நடந்து
கொள்கிறார்களா?
எல்லா அரசு ஊழியர்களுமே மோசம் என்று முத்திரை குத்த முயலவில்லை! ஆனால்,
தங்களுக்குள் இருக்கும் அழுகிப் புரியோடிக் கிடக்கும் கோளாறுகளை சரி
செய்வதற்குப் பெரும்பாலான "அதிகார வர்கத்துக்கே" தைரியம் இருப்பதில்லை.
ஒரு உதாரணத்துக்கு, ஏற்கெனெவே முந்தைய பின்னூட்டத்தில் ஒரு சிறு வழக்கை
எடுத்துச் சொல்லியிருந்தேன் அல்லவா? அதில் நாம் பார்த்ததென்ன?
ஒருவருடைய இடத்தை, அடுத்த மனைக்காரர் ஆக்கிரமிப்புச் செய்தார். தான்
ஆக்கிரமித்த இடத்தையும் சேர்த்துக் கட்டடம் எழுப்ப முயன்றார்.
ஆக்கிரமிப்புக்கு உள்ளானவர், ஒவ்வொரு துறையாக மனுக் கொடுத்து,
முறையிட்டுக் கொண்டே வந்தார். சர்வே மற்றும் மாநகராட்சிக்கு எதிராகதகவல்
அறியும் உரிமைச் சட்டத்தின் கீழ் விவரங்களைப் பெற முயன்றார். மாநகராட்சி
அசைந்து கொடுக்கவில்லை. பதில் ஏனோதானோ என்று இருந்தது. ரிட்மனு தாக்கல்
செய்தார், கேழே நிவாரணம் தேட வசதி இருக்கும் போது இங்கே சரியான முறையில்
ரிட் மனுவை எட்டுக் கொள்ளக் காரணங்களை நிரூபிக்கவில்லை என்று மனு
தள்ளுபடி செய்யப்பட்டது. ரிட் அப்பீல் கதியும் கூட கிட்டத் தட்ட அதே
மாதிரித் தான்! மாநகராட்சிக்குத் தெளிவான உத்தரவு கொடுக்க வேண்டும் என்ற
மனுதாரரின் கோரிக்கையை ஏற்க மறுத்த டிவிஷன் பெஞ்ச், நாங்கள் அப்செர்வேஷன்
வேண்டுமானால் தருகிறோம், அதைப் பார்த்துவிட்டு அப்புறம் சொல்லுங்கள்
என்று அப்பீலை டிஸ்போஸ் செய்தது.மாநகராட்சி தனது பொறுப்பற்றதனத்தை,
நீதிபதியின் உதவியோடு காப்பாற்றிக் கொண்டது என்று தான் சொல்ல வேண்டும்.
மாநகராட்சி சார்பில் ஆஜரான வழக்கறிஞர் வாய்மொழியாக நாங்கள் நடவடிக்கை
எடுக்கிறோம் என்று சொன்னதை மட்டும் ஏற்றுக் கொண்ட நீதிபதிகள்,
தங்களுக்கு மாநகராட்சியில் இருந்து விதிமுறைகளை மீறியதற்காகத் தரப்படும்
நோடீஸ் எதுவும் வரவே இல்லை என்று பிரதிவாதியின் வழக்கறிஞர்
சொன்னதை,மாநகராட்சி எடுத்த நடவடிக்கை என்று ஒன்றுமே இல்லை
என்று .மனுதாரர் சொன்னதையும் கூடக் காதில் போட்டுக் கொள்ளவே இல்லை.
"கீழே வேறு இடத்தில் பரிகாரம் தேட வசதி இருக்கும் போது நாங்கள் எதற்காக
இந்த ரிட் மனுவைக் காதில் போட்டுக் கொள்ள வேண்டும்? அரசியல் சாசனம் 226
ஆம் பிரிவில் உயர்நீதி மன்றத்தில் நேரடியாகப் பரிகாரம் தேடலாம் என்று

மாநகராட்சி இருக்கிறதே, இவர்களை என்ன சொல்வது? எவரோ வீடு கட்டத் தெருவில்
மணல் கொட்ட ஆரம்பிப்பதற்கு முன்னாலேயே, அந்த வார்டு கவுன்சிலருக்குப்
போய்ச் சேர வேண்டிய கப்பம் போய்விட வேண்டும். நே ஆக்கிரமித்துக்
காட்டுவாயோ, அடுக்கு மாடி காட்டுவாயோ, எதைப் பற்றியும் எங்களுக்குக் கவலை
இல்லை, டவுன் பிளானிங் அமைப்பில் இருக்கும் எவரையோ கொஞ்சம் கவனித்து
விட்டால் போதுமானது. கண்ணை இருக்க மூடிக் கொள்வார்கள்! இங்கே அது தான்
நடந்தது!
நில அளவுத் துறையில் அத்துமாலை அளந்து குறித்துத் தரச் சொன்னால், தாலுகா
சர்வேயர் அலுவலகத்தில் வந்து அளந்து , உங்கள் பத்திரப்படி இது சரியாக
இருக்கிறது, அவர் பத்திரப்படி அது சரியாக இருக்கிறது என்று மையமாகப் பேசி
இரண்டு தரப்பிலும் சில்லறையைத் தேற்றிக் கொண்டு போனதைத் தவிர வேறு

தகவல் அறியும் உரிமைச் சட்டம் 2005, பிரிவு 6 (1) இன் கீழ் செய்யப்படும்
விண்ணப்பத்துக்கு முப்பது நாட்களுக்குள் பதில் சொல்ல வேண்டும். மீறித்
தாமதம் செய்வது, தாமதம் செய்து பதில் அனுப்புவது, தகவல் தர மறுப்பதற்குச்
சமம் என்று அந்தச் சட்டமே தெளிவாகச் சொல்கிறது. அதனால் என்ன? நாங்கள்
அப்படித் தான் இருப்போம் எவன் வந்து எங்கள் தலையைச் சீவப் போகிறான்

கருத்து இருக்கிறது ஐயா! ஒரு கூடை செங்கல்லும் பிடாரி என்று பேசுவது
சரியாக இருக்காது என்றாலும், பிரிட்டிஷ் நியாயவான்கள் எப்படி
இருந்தார்கள், நியாய உணர்ச்சி எப்படி அர்த்தப்படுத்திக் கொள்ளப் பட்டது
என்பதைப் பார்த்துவிடுவோம்.

இந்த ஒரு வாக்கியத்தை வைத்தே கூட எடைபோட்டு விட முடியும். நாயைத்
தூக்கில் போடுவது என்று முடிவு செய்து விட்டால் அதற்குப் பூர்வாங்கமாக,
நாய்க்குக் கெட்ட பெயரை ஏற்படுத்தி விடுவது! அவ்வளவு தான்! அப்படியானால்,
அந்த முறையில் கற்றுக் கொள்ள வேண்டியவை, நல்ல அம்சங்கள் எதுவுமே இல்லையா

அடுத்தது, நான் ஆங்கிலேயர்களை சக மனிதர்கள் என்ற வகையில் ஒட்டு
மொத்தமாகக் குறை சொல்ல வரவில்லை. ஆளப் பிறந்தவர்களாகத் தங்களை
முன்னிறுத்திக் கொண்ட அதிகார மையத்தை பற்றி மட்டுமே பேசிக்
கொண்டிருக்கிறேன். நார்டன் வங்கி திவாலான போது, வெள்ளையன் என்பதால்
மட்டுமே தவறு செய்தவர்கள் விடுவிக்கப்பட்டதும், அந்தப்பாரபட்சத்தில்
பொங்கிஎழுந்தவர்கள் ஆரம்பித்ததுதான் இந்தியன் வங்கி என்பதையும்

காட்டிக் கொண்டே தான் வந்திருக்கிறது. ஆனால், அதற்கு என்ன மரியாதை,
பரிகாரம், தவறு செய்தவர்கள் தண்டிக்கப்பட்டது என்று நடந்திருக்கிறது
என்று பார்த்தால்.......?
தணிக்கைக் குழு அதற்குமேல் என்ன செய்துவிட முடியும்? அவர்கள்
தங்களுக்குக் கொடுக்கப்பட்ட வேலையை ஒழுங்காகச் செய்தார்கள் என்று
மட்டும் சொல்லி சமாதானம் செய்து கொள்வதில் என்ன அர்த்தம் இருக்க

தலைவர்கள், அதிகாரிகள், அரசியல்வாதிகள் என்று எவரும் தனியாக ஆகாசத்தில்
இருந்து குதித்தவர்கள் அல்ல! அவர்களை இந்த சமுதாயம் தான் உருவாக்குகிறது,
வளர்க்கிறது, வளர்த்துவிட்டு அடிவாங்கி அடிவாங்கி ஓய்ந்துபோன பின்னாலும்
கூட, இலவசங்கள், மானாட மயிலாட, மச்சான்ஸ் என்று நமீதாவைக் கூட்டி வந்து
கூவ விட்டால், அதிலேயே பரவசமாகி, மற்ற எல்லாவற்றையும் மறந்துபோய் விடுகிற
அசமந்தத்தனத்தை நாம் தான் பழக்கப்படுத்திக் கொள்கிறோம்!
பழக்கங்களின் அடிமையாகவே இருந்துவிட்டுப் போய்விடுகிற தன்மையில் இருந்து
விடுபட நம்மிடமிருந்து சிறிதளவாவது முயற்சி இருக்க வேண்டும்.

முன்னோடியாக, வழிநடத்துவதாக, தலைவர்களாக ஆகிறது. மிச்சம் இருப்பவர்களில்
விரல்விட்டு எண்ணக்கூடிய சிலபேர், அப்படிப்பட்ட முன்னோடியின் பின்

நிறுவனம் என்பது என்ன? நிறுவனப் பண்புகள் என்பது என்ன? இந்தியச்
சூழ்நிலைகளில், நாம் சாதாரணமாக நினைத்துக் கொண்டிருப்பதற்கு நேர்மாறாகத்
தான் இவை பற்றிய விவரம், விளக்கம், வியாக்கியானம் இருப்பதைப் பார்த்துக்
கொண்டிருக்கிறோம். நிறுவனப் பண்புகளைக் குறித்த பதிவொன்றை சென்ற மாதம்,
சேத் கோடின் பதிவுகளில் படித்தது, தொடர் சிந்தனையைத் தூண்டுவதாக
இருந்தது.
இங்கே பெரும்பாலான நிறுவனங்கள், குறிப்பாக அரசுத்துறை, பொதுத் துறையில்
இயங்குபவை தங்களை ஒரு கட்டமைக்கப் பட்ட, ஒரு இலக்கை நோக்கிப் பயணிக்கிற
அமைப்பாகவே உணராமல், ஏதோ எடுத்தேன் கவிழ்த்தேன் என்ற ரீதியிலேயே செயல்
படுவதையும், என்ன நோக்கத்திற்காக நிறுவனம் தொடங்கப்பட்டதோ அதற்கு
எதிராகவே பல தருணங்களில் செயல் படுவதையும் பார்க்க முடியும். ஒரு சரியான
தலைமை இல்லாதது, தெளிவான செயல் திட்டம் இல்லாதது, ஒரு தெளிவான பார்வை
இல்லாதது இப்படி இந்த அமைப்புக்கள் குறைப் பிரசவங்களாகவே இருப்பதற்குக்
காரணங்களை அடுக்கிக் கொண்டே போகலாம்.
சமீபத்தில் சேத் கோடின் பக்கங்களில் கார்பரேட்டுகளுக்கு மனசாட்சி
கிடையாது என்ற தலைப்பிலான பதிவைப் படித்துவிட்டு, இங்கே உள்ள பல
நிறுவனங்களுடைய பிரச்சினைகளோடு, குறிப்பாக பொதுத்துறையில் இயங்கும் ஒரு
புள்ளிராசா வங்கியின் தோற்றுக் கொண்டே இருக்கும் இயல்போடு பொருத்திப்
பார்த்து யோசித்துக் கொண்டிருந்தேன். பல பொதுத்துறை நிறுவனங்களுக்கு
மனசாட்சி மட்டுமில்லை, குறைந்தபட்ச மூளை கூடக் கிடையாது. எல்லாம் ஹிஸ்
மாஸ்டர்ஸ் வாய்ஸ் தான்! கைப்புண்ணுக்குக் கண்ணாடி தேவை இல்லை என்பது,
நன்றாகவே புரிகிறது.ஆனால் என்ன செய்ய?!
சேத் கோடின் சொல்வதைக் கொஞ்சம் என்னவென்று பார்த்து விடலாம்! அவர்
சொல்கிறார், நிறுவனங்களுக்கு மனசாட்சி கிடையாது, அதெல்லாம் அங்கே உள்ள
நபர்களுக்கு மட்டும் தான்!
"நான் என்ன செய்யட்டும், என்னுடைய துறைக்கென்று ஒரு கொள்கை இருக்கிறது!",
"நான் இங்கே வேலைதான் செய்கிறேன்" , "என்ன பண்ணுவது? இது என்னுடைய வேலை"

கொஞ்சம் படித்துப் பாருங்கள்!
முடிந்துபோன 2010-ம் ஆண்டுக்கு இந்திய ஊடகங்கள் வைத்த பொதுப்பெயர் "ஊழல்'
ஆண்டு.
இந்தியாவில் எந்த ஆண்டில்தான் ஊழல் இல்லாமல் இருந்தது? விடுதலைபெற்ற
பின்னர் பெரும்பாலான ஆண்டுகளை ஊழல் ஆண்டு என்று அறிவித்துவிடலாம்
என்றாலும், 2010 போன்று உலக வரலாற்றில் மிகப்பெரிய ஊழலாக, ரூ.1.76 லட்சம்
கோடி அளவுக்கு இந்திய அரசுக்கு இழப்பை ஏற்படுத்தியுள்ள ஸ்பெக்ட்ரம் ஊழல்
நடைபெற்றுள்ளதால், இதை வேறுவகையில் பெயரிட்டு அழைக்க முடியாது என்பதால்
ஊழல் ஆண்டு என்பது பொருத்தமானதே!
ஸ்பெக்ட்ரம் ஊழல் மட்டுமல்ல; இன்னும் பல ஊழல்கள் ஒன்றன்பின் ஒன்றாக
அம்பலப்பட்ட ஆண்டு 2010 என்றால் மிகையல்ல. ஐ.பி.எல். கொச்சி அணியில்
முன்னாள் அமைச்சர் சசிதரூர் மீதான குற்றச்சாட்டு, காமன்வெல்த்
விளையாட்டுப் போட்டியில் பல கோடி ரூபாய் முறைகேடு, மகாராஷ்டிரத்தில் வீடு
கட்டும் திட்டத்தில் முறைகேடு, கர்நாடகத்தில் முதலமைச்சரின் தனியாணை
மூலம் குறைந்த விலைக்கு அரசு நிலம் ஒதுக்கீடு செய்யப்பட்டு, பல நூறு
மடங்கு விலையில் வேறுநபர்களுக்கு விற்கப்பட்ட ஊழல் எல்லாமும் ஒன்றன்பின்
ஒன்றாக அம்பலப்பட்டுக்கொண்டே இருந்தன.
2010-ம் ஆண்டில் யாருக்காவது நாம் நன்றி சொல்ல வேண்டுமானால், அது நீதித்
துறைக்கும், தலைமைக் கணக்குத் தணிக்கைத் துறைக்கும் மட்டுமே!
லஞ்சஒழிப்புத் துறைக்குத் தலைவராக, குற்றச்சாட்டில் உள்ள தாமஸ்
நீடிக்கலாமா என்று நீதிமன்றம் கேட்டாலும், பதவிவிலக மாட்டேன் என்று
சொல்லும் மோசமான நிலைமைக்கு இடையிலும்கூட, தலைமைக் கணக்குத் தணிக்கைத்
துறை அதிகாரிகள் எதையும் பொருள்படுத்தாமல் தங்கள் கருத்தைத் தெளிவாகப்
பதிவுசெய்து, தங்கள் கடமையைச் சிறப்பாகச் செய்துள்ளனர்.
இந்தத் தணிக்கைத் துறை அதிகாரிகள் மட்டும், இவ்வளவு துணிச்சலாக,
நேர்மையாக, இந்திய அரசுக்கு ஏற்பட்ட இழப்பையும், முன்னுரிமை அளிக்கப்பட்ட
விதத்தில் பாரபட்சம் இருப்பதையும் வெளிப்படையாகச்
சொல்லியிருக்காவிட்டால், இவ்வளவு பெரிய முறைகேடு அதிகாரப்பூர்வமாக வெளியே
தெரிந்திருக்க வாய்ப்பில்லை. எதிர்க்கட்சிகளும் பிரச்னையின் கௌரவத்தைப்
புரிந்துகொண்டு வீறுகொண்டு எழுந்திருக்கவோ அதனால் நாடாளுமன்றம்
ஸ்தம்பிக்கவோ வாய்ப்பில்லை. நீதிமன்றம் கேள்வி கேட்டிருக்க வாய்ப்பில்லை,
முன்னாள் அமைச்சர் ஆ. ராசா பதவி விலகியிருக்க வாய்ப்பில்லை. நீரா ராடியா
டேப் விவகாரம் வெளியே வந்திருக்காது. எல்லாமும் புதையுண்டு மறைந்து
போயிருக்கும். எல்லா ஆண்டிலும் நடைபெற்றுவரும் பல ஊழல்களைப்போல இதுவும்
வாடிக்கையான ஓர் ஊழலாக முடிந்து போயிருக்கும்.
தலைமைக் கணக்குத் தணிக்கைத் துறை அதிகாரிகளின் அறிக்கை காட்டிய
நேர்மையின் வெளிச்சத்தை நீதி கையில் எடுத்துக்கொண்டு, சி.பி.ஐ. மற்றும்
அமலாக்கப் பிரிவுகளுக்கு என்ன செய்ய வேண்டும் என்பதை வெளிச்சம்போட்டுக்
காட்டிக் கொண்டிருக்கிறது.
இந்த ஊழலில் சம்பந்தபட்டவர்களின் பெயர்கள் சரித்திரத்தில் நிச்சயமாக
இருக்கும். ஆனால் இந்த நேர்மையான பதிவுகளை அறிக்கையில் எழுதிவைத்த
தலைமைக் கணக்குத் தணிக்கைத்துறை அதிகாரிகளின் பெயர், நாளைய
இந்தியர்களுக்கு, ஏன் இன்றைய இந்தியர்களுக்கேயும்கூடத் தெரியுமா என்பது
கேள்விக்குறிதான். அந்த நேர்மையான அதிகாரிகளுக்கு நாம் தலைவணங்கி, நன்றி
பாராட்டக் கடமைப்பட்டுள்ளோம். அவர்கள் சுட்டிக்காட்டியதைச் சட்டப்படியாக
நிலைநாட்ட முயன்ற நீதிமன்றத்துக்கும் நாம் பாராட்டுத் தெரிவிக்கக்
கடமைப்பட்டுள்ளோம்.
அமைச்சர், பதவி விலகி, அதிகாரத்தின் பற்கள் பிடுங்கப்பட்ட பின்னர்
ஸ்பெக்ட்ரம் ஒதுக்கீடு பெற்று நிபந்தனைகளை நிறைவேற்றாத நிறுவனங்களுக்கு
நோட்டீஸ் அனுப்பிய தைரியமான அதிகாரிகளும் இருக்கும் இந்த நாட்டில்தான்
இத்தகைய அரசு ஊழியர்களும் இருக்கிறார்கள் என்பதைக் காணும்போது "நல்லார்
ஒருவர் உளரேல் அவர் பொருட்டு எல்லோர்க்கும் பெய்யும் மழை' என்பதன்
உட்பொருள் தெளிவாகிறது.
போபால் விஷவாயுக் கசிவு வழக்கில் அதன் தலைவர் ஆண்டர்சன்
தண்டிக்கப்படாமல், அதிகாரிகள் குறைந்தபட்சமாகத் தண்டனை பெறும் விதத்தில்
அரசு வழக்குத் தொடுத்திருந்த மத்திய அரசை கடும் விமர்சனத்துக்கு ஆளாக்கிய
பின்னர், இப்போது சீராய்வு மனு தாக்கல் செய்யப்பட்டு விசாரிக்கப்பட்டு
வருகிறது. இதுவும் நீதித்துறையால் ஏற்பட்ட நன்மை!
நீதியும் நேர்மையும் செத்துவிட்டதோ என்று கலங்கிக் கிடந்த இந்தியர்கள்
நெஞ்சில், "உப்புத் தின்றவன் தண்ணி குடிப்பான், தப்பு செய்தவன் தண்டனை
கொள்வான்' என்னும் நம்பிக்கையை விதைத்துள்ள ஆண்டும் 2010-தான்.
"எல்லாமே மோசம். இதிலிருந்து விமோசனமே கிடையாது. திருத்தவே முடியாது'
என்று எதிர்மறைச் சிந்தனையுடன் இருப்பவர்களுக்கு ஒரு வேண்டுகோள். இது
நமது நாடு. அரசும், ஆட்சியும், அதிகாரமும் நமக்காக
ஏற்படுத்தப்பட்டிருப்பவை. அதில் தவறுகள் ஏற்படுவது இயற்கை. அதைத்
திருத்தி, தவறுகளைத் தடுத்து, தேசத்தைக் காப்பாற்ற வேண்டிய கடமை நமக்கு
உண்டு. எனென்றால். நமது நல்வாழ்வும் அதனுடன் இரண்டறப் பிணைந்து
கிடக்கிறது. தன்னம்பிக்கையுடன் எதிர்மறைச் சிந்தனையைத் தூக்கி
எறிந்துவிட்டு தவறுகளுக்கு எதிராகக் குரலெழுப்பத் தயாராகுங்கள்.
நம்பிக்கை ஸ்திரப்படும் ஆண்டாக, 2011-ல் இந்த ஊழல்களில் தொடர்புடையவர்கள்
தண்டனைபெற வேண்டும். அமைச்சர் என்றாலும், பெருந்தொழிலதிபர் என்றாலும்
தண்டனை தரப்பட வேண்டும். இதில் பாரபட்சம் இருக்காது என்பதைப்
புரியவைக்கும் ஆண்டாக 2011 அமைய வேண்டும். இந்தியாவில் மக்களாட்சித்
தத்துவம் வெற்றிபெற்றதற்கான அடையாளம் அதுவாகத்தான் இருக்கும்.
2010 ஊழல் ஆண்டு என்றால்...
2011 தண்டனை ஆண்டு என்று பெயர் பெறட்டும்! நம்பிக்கையூட்டும் ஆண்டாக
மலரட்டும்.

ஒவ்வாதது. அதனால் தான் நாங்கள் 'விளம்பரம் தேடுபவர்களாக' எங்காவது
நினைக்கப்பட்டால், ஓடி விடுவோம். நான் மற்றொரு தளத்தில்
'தணிக்கைத்துறையின் தணியாவேகம்' என்ற தொடர் தொடங்கியதே,
வரலாற்றுப்போக்கில் பழைய சமாச்சாரங்களை சொல்லி விழிப்புணர்ச்சி
ஏற்படுத்துவதற்குத் தான். அதுவும் தனக்கு நேரடியாக தெரிந்ததை மட்டும்
எழுதுவது. மற்றொரு விஷயம். 'விடாக்கொண்டனாகவும், கொடாக்கொண்டனாகவும்'
இருப்பதில் எங்களுக்கு மட்டிலா மகிழ்ச்சி.

Cong book has no reference to 1962 Sino-Indian war
A Congress version of the recent Indian history is bereft of any
reference to the 1962 Sino-Indian war, whose outcome the then Prime
Minister Jawaharlal Nehru had taken to his heart. As against this, it
dwells at length at the events leading to the formation of Bandladesh,
noting that Indira Gandhi was at the height of power in the wake of
the 1971 war with Pakistan and was hailed as "Durga, an incarnation of
Shakti".
It also notes how in 1965, when Pakistan started a full-scale war
against India, the then Prime Minister Lal Bahudar Shastri
"demonstrated to the world" how India could defend its territory with
the modest resources at her command.
"The war in 1971 was seen as Indira Gandhi's personal success. After
all, she had mobilised world opinion on Bangladesh, traveling to all
major capitals of the world except the US which was avowedly hostile,"
the book, whose Chief Editor is Finance Minister Pranab Mukherjee,
says.
It noted that the political fallout of the war was evident in the
electoral success of the Congress in the Assembly elections of March
1972.
"It won everywhere including West Bengal."
Soon after this, in 1974, India successfully performed an underground
nuclear detonation and became a member of the Nuclear Club, says the
book "Congress and the Making Of The Indian Nation".
But as regards the 1962 war with China, there has been no reference in
the book.
Talking about that period it merely mentions that in 1963, the loss of
three-bye elctions made the party sit up and take notice of the
"stagnancy" that had set in.
The party had been in power for many years and the organisational side
had clearly suffered.
The loss in the bye-elections had resulted in the Kamraj plan
formulated by the then Madras Chief Minister K Kamraj and Nehru.
Under the plan, prominent leaders were asked to relinquish official
positions, approach the masses and try to restore their confidence in
the party.
"However, this plan came too late. By this time, Nehru's health was
falling and he could not follow it through. He passed away on May
27,1964," it says.
The book was released by Prime Minister Manmohan Singh and Congress
President Sonia Gandhi here at the party plenary as part of the 125-
year celebrations.
It is the fifth of a series planned during the 1985 centenary
celebrations under Rajiv's leadership.
Rajiv is said to have instructed that the five-volume history should
be written by "professionals" and the "facts" be presented in a manner
that future generations can judge the Congress for themselves.
So, the party commissioned historians to write it. with Mukherjee as
the chief editor.
In the words of Mukherjee, the book gives a glimpse of how the
Congress over the past 125 years traversed the path of the Indian
nation building through extremely difficult challenges, both external
and internal.

சீன அபாயத்தை என்றோ நேருவுக்கு உணர்த்தினார். மேலும் ஒரு குத்தலான
சமாச்சாரம், மேற்படி குறை கண்ட ஹிந்துஸ்தான் டைம்ஸ் நேரு குடும்பத்தை
போற்றி வாழ்த்திய இதழ். அத்துடன் நில்லாமல், அது அரசு பிரசுரத்தை
சுட்டியுள்ளது.

spectrum scam, DMK patriarch M Karunanidhi's elder son MK Alagiri has
demanded the ouster of former telecom minister A Raja and his half
sister Kanimozhi. Alagiri is said to have threatened to quit as the
DMK's organisational secretary for the southern region if his demand
was not met. Sources in the party said he wanted a significant
portfolio befitting his stature at the headquarters.
The union chemicals and fertilisers minister has reportedly made these
demands in a letter to Karunanidhi, which he is supposed to have
handed over on January 1.
A party spokesperson, however, denied the existence of such a letter
or that it had come up for discussion.
The stand of Alagiri is, however, diametrically opposite to the 'Save
Raja' campaign unleashed by the DMK obviously with Karunanidhi's
blessings during the last week of December.
Citing the CBI raids as an image dampener, Alagiri said it would be
difficult for the party to win from southern Tamil Nadu, his
stronghold, in the coming assembly elections in May.
Alagiri also wanted the state government to distance itself from Tamil
Maiyyam, an NGO in which Rajya Sabha member Kanimozhi is a director,
since the CBI had raided its offices in the wake of the scam.
Sources in the DMK said Alagiri was also miffed with state welfare
minister Poongothai Aladi Aruna and wanted action against her for
describing him as a cold-blooded politician in her conversations with
corporate lobbyist Niira Radia.
This development has come as yet another headache for the party
leadership that is discussing preparations for the assembly poll
presence of party supremo and chief minister Karunanidhi."

அக்கறை இல்லாமல் இல்லை!? போபார்ஸ் என்ன ஆனது, அதற்கு முந்தைய ஊழல்கள்
என்ன ஆயின என்று கேட்டுவிட்டு, இதுவும் அதுபோலவே ஊத்தி மூடிக்
கொண்டுவிடும் என்று நினைப்பது அக்கறை இருப்பதன் அடையாளம் இல்லை!
தட்டிக் கேக்க ஆளில்லேன்னா தம்பி சண்டப்ரசண்டன் !
இப்படி ஒரு வழக்கு உண்டு, ஒரு சினிமாப் பாடல் கூட இந்த வரிகளில் தான்
ஆரம்பிக்கும். ஊழல் செய்தவர்களைத் தட்டிக் கேட்க வேண்டிய விதத்தில்
கேட்டிருக்கிறோமா? தட்டுவது என்பது ஐந்து வருடங்களுக்கு ஒரு முறை ஓட்டுப்
போடுவது அல்லது என்ன செய்தாலும் இவர்களைத் திருத்த முடியாது, எதற்காக
ஓட்டுப் போட்டு விரலைக் கறைப்படுத்திக் கொள்ள வேண்டும் என்று வீட்டிற்கு
உள்ளேயே உட்கார்ந்து விடுகிறோமா?
இன்று ஒரு விளம்பரம் என்று ஆரம்பித்தது, இந்த மாதிரி சோம்பிக்
கிடப்பதற்காகவோ, அல்லது "என்ன பிரமாதமாக ஊழலை ஊதித் தள்ளிவிட்டார்கள்
பார்த்தாயா ரேஞ்சுக்கு", இவனும் சொத்தை அவனும் சொத்தை என்ற வாதத்திற்கு
இடம் கொடுத்துத் தவறை நியாயப் படுத்த வழி செய்வதற்காகவோ இல்லை.
நம்மால் முடியும்! முதலில் நம்மால் முடியும் என்ற நம்பிக்கை வேண்டும்!
இது விளம்பரத்துக்காக அல்ல, ஒரு விழிப்புணர்வுக்காக சொல்வது.

"ஒவ்வோர் ஆட்சியிலும் ஒரு பெயரில் ஊழல் என்ற வழக்கு (!) மாறி, இப்போது
ஒவ்வோராண்டிலும் ஒரு பெயரில் ஊழல் என்பது பிரபலமாகிவிட்டது. அதேபோல,
ஊழலின் உத்திகளும் மாறியிருக்கின்றன. ஏதோவொரு சான்றுக்காக வருவாய்
அலுவலகங்களில் ரூ. 50, 100 கொடுப்பதும், பெரிய அளவில் ஏதோவொரு
ஆதாயத்துக்காக பெட்டிகளில் லட்சக்கணக்கில், கோடிக்கணக்கில் கொடுப்பதும்
பழைய முறை.
அதன்பிறகு ரொக்கம் தவிர்க்கப்பட்டு, உரியவரின் வீடுகளுக்குத் தேவையான
பொருள்களாக (டிவி, குளிர்சாதனப் பெட்டி...) நேரடியாக இறக்கிவிடுவதும்,
ஆதாயத்தின் அளவுக்கேற்ப வீடு, பண்ணைத் தோட்டம் வாங்கித் தருவதும்
அண்மைக்கால முறைகள். இவையெல்லாவற்றையும் நாம் பார்த்திருக்கிறோம்.
இப்போது நேரடியாக ஆதாயம் பெறுவது என்ற ஊழல் இலக்கணம் முற்றிலும் மாறி,
பல்வேறு நவீனமான உத்திகளுடன் அது பிரவாகமெடுத்திருக்கிறது. நேரடியாக
நடப்பது எல்லாமும் சட்டப்படி நடக்கிறது. அதன்மூலம் பிறருக்குக்
கிடைக்கும் ஆதாயத்தில் பங்கு பெற்றுக் கொள்வது அல்லது அந்த ஆதாயம்
பெறுபவராகவே "பினாமியில்' மாறிக் கொள்வது என்ற நவீனம் ஊழலில்
ஊற்றெடுத்திருக்கிறது.
இந்தப் பரிணாம வளர்ச்சி இன்னும் வளருமா? என்ற கேள்வி அச்சம் தொடர்பானது.
ஏன் வளர்ந்து கொண்டே இருக்கிறது? என்ற கேள்வி ஆய்வு தொடர்பானது. இந்த
இரண்டையும் பற்றி யாரும் கவலைப்பட்டதே இல்லை. குய்யோமுறையோவென்று
கத்துவோமே தவிர, யோசித்ததே கிடையாது. அதுவும்கூட, தொகையைக் கேட்ட
ஆச்சரியம்தானே தவிர, வேறெதுவுமாக இருக்க வாய்ப்பில்லை.
பரிணாம வளர்ச்சி இருக்குமா என்ற அச்சத்துக்கு உடனடி பதில், "வாய்ப்புகள்
அதிகம் இருக்கிறது' என்பதாகத்தான் இருக்கும். ஏனென்று மறுபடியும் ஒரு
கேள்வி கேட்டால், "சட்டவிதிமுறைகள் அப்படித்தான் இருக்கின்றன' என்ற
"ரெடிமேட்' பதிலையும் நாமே வைத்திருக்கிறோம். அதுவும் உண்மையல்ல."
இந்த ஊழல் உலகத்துடன் ஏதோ ஒருவகையில் நம்மையும்
பிணைத்துவிட்டிருக்கிறார்கள் என்பதுதான் இதற்குக் காரணம். சிறியதாகவோ,
பெரியதாகவோ பொதுமக்களையும் இலகுவாகப் பிணைத்துவிட்டதன் விளைவு,
நேரடியாகக் கேள்வி கேட்கும் திராணியை இழந்துவிட்டோம்.
முன்னாள் மத்திய அமைச்சர் ஆ. ராசாவிடம்- பொதுவாகவே திமுகவினரிடம்-
இதுவும் வேண்டாம், ஆளும் தரப்பிலிருந்து எல்லோரும் ஏதோவொரு பெயரில்
"லஞ்சம்' பெற்றுக் கொண்டுதானிருக்கிறார்கள். பெறுபவர்களுக்கு
வேண்டுமானால் நன்கொடையாகவோ, அன்பளிப்பாகவோ, சலுகையாகவோ... இன்னும் வேறு
ஏதோவொரு பெயரிலோ இருக்கலாம்.
"வாயை அடைக்க' என்று வெளிப்படையாகவும் சொல்ல வேண்டாமே. ஆனால்,
கொடுப்பவர் ஏதோவொரு ஆதாயத்தை மனதில் கொண்டுதான் கொடுக்கிறார்.
எதிர்க்கட்சி, எதிர்க்கட்சியின் தோழமைக் கட்சிகள், இவர்களுக்கெல்லாம்
ஆதரவு தரும்- எதிர்க்கும், எல்லோரையும் எதிர்க்கும் அமைப்பினர், ஊழலுக்கு
எதிராகக் கூக்குரலிடுவோர் என சகலரும் வாங்கிக் கொள்கிறார்கள்.
இதோடு நின்றுவிடவில்லை. வாக்காளர்களுக்குப் பணம் கொடுக்கும் உத்தியைக்
கொண்டு அவர்கள் செய்த பாவத்தை-லாபத்தைக் கணிசமான பெரும்கூட்டத்துக்குமே
பிரித்துக் கொடுத்துவிடுகிறார்கள். இது வெளிப்படையாக எல்லோருக்கும்
தெரிந்தாலும், புரிந்து கொள்ளப்படுவதில்லை.
எடுத்துக்காட்டுக்கு, அலைக்கற்றை விவகாரத்தையே எடுத்துக்கொள்வோம். பல
லட்சம் கோடி ரூபாய்கள் அரசுக்கு வருவாய் இழப்பு என்கிறார்கள்.
அதிலிருந்து சில ஆயிரம் கோடிகள் ராசாவுக்கோ, அவர் மூலமாக திமுகவினருக்கோ,
காங்கிரஸ்காரர்களுக்கோ கிடைத்திருக்கலாம்.
தொகை குறைவாகவோ, கூடுதலாகவோ, பங்கு பிரித்ததாகக் கூறப்பட்டதில்
விடுபடுதலோ இருந்தால் தயைகூர்ந்து யாரும் வருத்தப்பட வேண்டாம்!
எடுத்துக்காட்டுக்குத்தான்.
அலைக்கற்றை விவகாரம் வெளியே தெரிய ஆரம்பித்த 2008-க்குப் பிறகு
தமிழ்நாட்டில் இடைத்தேர்தல்கள் நடைபெற்றிருக்கின்றன. அவற்றில் விநியோகம்
செய்யப்பட்ட தொகை எங்கிருந்து வந்தது? வாக்குக்குக் கிடைத்த தொகை ரூ.
ஆயிரம் என்கிறார்கள், ரூ. 2 ஆயிரம் என்கிறார்கள். மூக்குத்தி
என்கிறார்கள். குடம் என்கிறார்கள், வேஷ்டி- சேலை என்கிறார்கள். இன்னும்
என்னென்னவோ.

அமைப்புகளுக்கான தேர்தலும் வரவிருக்கிறது. பேரவைத் தேர்தல்களின் முடிவு
இரண்டாவது தேர்தலைக் கேள்விக்குள்ளாக்கவும் செய்யலாம்! இப்போதைக்கு இரு
தேர்தல்கள் வரவிருப்பதாகவே கருதுவோம். பெரிய மாற்றத்தை மக்கள் கொண்டு
வரவேண்டும் என்று நினைப்பது அபத்தம் எனக் கடந்த கால வரலாறுகளில் இருந்து
புரிந்துகொள்ள வேண்டிய ஒன்று.

"The OU campus has been sealed off and the forces deployed there are
not allowing the students to either leave the campus or others to
enter.
“The situation reminds us of Emergency days. The campus has been
sealed off and none of us is being allowed to step out. Any attempt to
go out by the students is being foiled by the forces by
indiscriminately caning them,” Rajaram Yadav, an OU student leader,
said.
Adding to the troubles of the students, the OU management has decided
to close down the hostels and the pantry, forcing the students to go
home instead of staying on campus. The students are being supported by
the residents of Manikeshwar Nagar, a slum locality adjacent to the OU
campus. “The forces are offering Rs300 as remuneration if the locals
give information on the students taking shelter in the residential
area,” a student said.
Hyderabad police commissioner AK Khan, while dismissing allegations of
police excesses injuring the students on campus, said the students
were being stopped from coming out of the campus only to ensure that
they do not attack private property outside the campus."

Dealing a setback to Tamil Maiyam, an NGO whose office was recently
raided by the CBI in connection with the 2G spectrum scam, the Madras
High Court on Friday directed the state government not to have any
financial transactions with it in organising an annual cultural
extravaganza.
Chief Minister M Karunanidhi’s daughter and Rajya Sabha MP Kanimozhi
is a director and ambassador of sorts for the NGO, helping it organise
and publicise its marquee event, Chennai Sangamam, in association with
the state tourism department. The event enters the fifth edition next
week.
A public interest petition was filed in the High Court seeking a
direction from the court to Tamil Nadu government to distance itself
completely from the cultural organisation. Petitioner P Pugazhendi had
argued any association of the government with the NGO would prejudice
the ongoing investigation into the 2G scam.
Admitting the petition, the First Bench comprising Chief Justice M Y
Eqbal and Justice T S Sivagnanam directed the government pleader to
file a detailed affidavit explaining how the festival was funded.
In the affidavit filed on behalf of the chairman of the Tamil Nadu
Tourism Development Corporation on Friday, the state stated that
Chennai Sangamam was a show by the government with Tamil Maiyam having
only a limited role of identifying and deploying artistes for the
festival.
Disposing of the petition, the Bench directed the authorities not to
have any financial dealings with Tamil Maiyam, adding that the name of
the NGO should not be carried in the advertisements issued by the
government even as both entities can continue to have a restricted
association.
Founded in 2002, Tamil Maiyam and its managing trustee, Rev Jegath
Gaspar Raj, had a quick rise in the socio-cultural sphere of Chennai
credited largely to its association with Kanimozhi who, around the
same time, was carving a space for herself after having remained in
the shadows of her more celebrated siblings.
With her backing, Tamil Maiyam and the Tourism department initiated
Chennai Sangamam, a festival of arts, music, dance and food, with its
roots in Tamil culture. This proximity to the power centres, however,
brought the NGO under the scanner, culminating in the raids at its
office and interrogation of Father Gaspar Raj last month. He
maintained that the officials sought some clarification which he
provided to their satisfaction, and claimed that the organisation
functioned in a transparent manner.

CBI registers PE to probe role of banks in 2G scam
NEW DELHI: The CBI has registered a preliminary enquiry (PE) to probe
the role of certain public sector banks, including the State Bank of
India, for providing loans to certain companies who were allocated the
2G Spectrum in 2007-08 including Uninor and STel.
The PE was registered by the Bank Securities and Fraud Cell of the CBI
against unknown bank officials, official sources said here today.
The allegation is that some banks had allegedly violated the laid down
norms and provided finance to two real estate companies who made
forays into the telecom market by procuring the spectrum auctioned
during the said period, the sources said.
This is the second PE registered by the CBI in connection with the 2G
spectrum scam besides a regular case against unknown officials of the
Department of Telecom and private companies.
According to the PE, the banks provided loans, worth over Rs 11,500
crore, to two real-estate companies by completely ignoring the risk
factors, given that the Central Vigilance Commission (CVC) had already
registered a case in the 2G scam and the CBI had begun its probe.
The public sector banks allotted Rs 10,000 crore to Unitech and Rs
1,538 crore to STel, based just on the licence papers issued by the
Department of Telecom (DoT).
Out of the Rs 10,000-crore loan to Unitech, the major chunk was
disbursed by the State Bank of India which provided a loan of Rs 8,050
crore to the Unitech during 2009-2010.
The other banks which gave money to Unitech for its Uninor company
were Corporation Bank , Allahabad Bank , South Indian Bank , Canara
Bank , Oriental Bank, Central Bank of India , Punjab National Bank ,
Standard Chartered Bank and Yes Bank .
The other company was STel which got the Rs 1538-crore loan from IDBI
and IDBI Trusteeship Services Limited, during the period between July
to November 2009.
In December last year, the Supreme Court had come down heavily on
public sector banks for their role in the 2G spectrum scam. A two-
judge bench of Justices G S Singhvi and AK Ganguly had said that
massive amounts were lent by some public sector banks to the 2G
licencees and it must be investigated.
The bench had pointed out that about Rs 600-700 crore were lent out as
if it was an amount like Rs 60-70.
The court also questioned how did public sector banks continued to
disburse loans to telecom companies even after the CBI registered an
FIR in connection with the 2G scam and searched the premises of the
telecom companies in October 2009.

கூட்டணி சேர்த்துக் கொண்டுபோகும் என்பது இப்போது சொல்ல முடியாத மர்மம்!!

Taking the attack on the ruling dispensation a notch further, the BJP
on Tuesday accused the Prime Minister of leading the “most corrupt”
government in the country’s history and said the UPA II has little
idea on how to deal with the various problems plaguing the country.
“People say he (Prime Minister Manmohan Singh) is personally
honest.... It is a strange honesty that he leads the most corrupt
government in India since 1947,” Leader of Opposition in the Rajya
Sabha Arun Mr. Jaitley said here.
Charging the Congress-led government with “perverting” all
institutions, he said despite protests by BJP, P.J. Thomas, who is
accused of corruption, was appointed as the Central Vigilance
Commissioner.
“Now he hangs around the neck of the government as an albatross.... If
he resigns then government will get some reprieve. But if he does not,
then Prime Minister will be accused of encouraging corruption,” he
said delivering a talk on issues like corruption in Bofors gun deal
and 2G spectrum at the Delhi BJP headquarters.
Mr. Jaitley said the CBI could not get justice “for teenagers Ruchika
and Aarushi as it was focusing all its energies in framing cases
against political rivals of the ruling coalition“.
Referring to the alleged kickbacks in the Bofors gun deal, he said the
recent Income Tax Appellate Tribunal order proved that the issue leads
to the doorsteps of the then Prime Minister Rajiv Gandhi.
“What is the reason that a 24-year-old contract (to buy Bofors
howitzers for Army) continues to follow Congress leaders. The reason
is very clear, that it is the only corruption case in the country
which leads to the doorsteps of the Prime Minister,” he said.
The BJP leader later clarified that he was referring to the “then
Prime Minister”.
Mr. Jaitley said the government had little idea on how to deal with
naxalism, inflation and the situation in Jammu and Kashmir and termed
the “inability” to check price rise as the Prime Minister’s “biggest
failure“.
“Prices of onions and tomatoes are not coming down, interest rates
have been increased six times which is having a bad effect on the
stock market.... We have a Prime Minister who is also an economist.
But in the last three years he did not have any solution to deal with
it. It is his biggest failure,” he said.
He claimed that two-third of the money provided to UPA’s flagship
MNREGA does not reach the poor man. “But the money is being spent.
What would you call it -- social expenditure or political
expenditure,” he asked.
Mr. Jaitley claimed Home Minister P. Chidambaram had presented himself
as a “General” in the fight against Maoists. .
“But after that Congress leader Digvijay said something and Congress
president Sonia Gandhi wrote something (in party mouthpiece). After
that Chidambaram left the battle against Maoists and now he says it is
upto the state to deal with them and the Centre will provide them
weapons and equipment,” he said.
He claimed that while most governments begin with a “honeymoon period”
and face revulsion in the fag end of their term, UPA began its term
with the “revulsion situation” where people had started disliking its
approach from the very beginning.
Taking a dig at the Congress, Mr. Jaitley recalled an advertisement
punch line which said ‘whenever you think of colour, think of us’
“With Congress, it goes like whenever you see corrupt, think of us.
Whenever Congress leaders see corrupt, they have a sense of affinity
for him,” he said.

SOME of the MPs who have this week been barracking British bankers for their Croesean bonuses might be secretly relieved that the subject is in the news again. For the renewed row over financial-sector compensation, which has been ebbing and surging since the credit crunch began, diverted attention from another long-running bust-up over money that has returned to the news: the abuse by some MPs of Parliament’s system of expenses, which surfaced spectacularly in 2009.
On January 7th David Chaytor, a former Labour MP, was sentenced to 18 months in prison for false accounting, after claiming £20,000 in mortgage repayments on a house that he already owned outright. On January 11th it was the turn of Eric Illsley, who kept his seat at the last general election, to appear before a judge. He pleaded guilty to fraudulently claiming £14,000 in expenses associated with a second home, and later announced his resignation from Parliament. If Mr Chaytor’s fate is a guide, he is likely to face jail as well. Four other politicians—two ex-MPs and two peers—have been charged with similar offences, and the police are investigating several others.
Meanwhile, MPs are chafing under the tighter expenses regime designed amid the aftershocks of the scandal. The Independent Parliamentary Scrutiny Authority (IPSA), which was set up to administer the new system, is widely loathed inside the Palace of Westminster. Parliamentarians complain that it is overly bureaucratic and takes too long to come to reimbursement decisions, and that its rules penalise those with families, especially inconveniencing politicians without much private wealth. On January 5th IPSA announced a review of the rules, inviting the public to suggest further reforms to the system.
David Cameron, the prime minister, has indicated that he wants to see IPSA “sort itself out” by April. But he is having to perform a tricky high-wire act, placating mutinous MPs of all parties who dislike the new arrangements, while avoiding giving the impression to the public that he is acquiescing in a return to the bad old days.
That could prove tricky in a political climate defined by anger, mistrust and contempt among voters. One recent survey found that only 28% of respondents trusted MPs not to diddle their expenses. Worse, faith in the political system more generally is nearing banana-republic levels: 40% of respondents told the recent British Social Attitudes survey that they “almost never” trusted the government to act in the national interest, while 60% thought politicians “almost never” told the truth.
It is against this poisonous backdrop that an uneasy coalition government plans to implement the most austere fiscal policy in decades. Public ire will only grow as tax hikes and spending cuts take effect. Bailed-out bankers might be the pantomime villains of the hour. But any suggestion that MPs are conspiring to loosen the new expenses rules could be enough for them to reclaim that role.

Rajan case haunted Karunakaran

Kochi: One of the low points of Karunakaran's political career
happened after the Emergency when he was forced to step down from the
Chief Minister's chair following the controversy regarding the
custodotial death of Rajan, an engineering college student.
Karunakaran who was sworn in as the Chief Minister had to quit within
a month of his taking oath following adverse remarks in a High Court
verdict by Justice Subramaniam Potti and Justice V.Khalid.
Rajan was picked up by the police on charges of participating in
protest against the Emergency and was allegedly tortured to death in
Kakkayam police camp. His body was never found. The habeas corpus
petition filed by Eachara Warrier, father of Rajan attracted huge
media attention and protest by civil society.
Karunakaran was prosecuted at the instance of High Court but was later
let off by Chief Judicial Magistrates Court of Ernakulam. The Supreme
Court later exonerated the police officials for want of evidence to
prove that Rajan was tortured to death.
It was widely believed that K. Karunakaran knew the truth but refused
to divulge it. Karunakaran claimed in later interviews that he had no
regrets about the case. He said that he was not provided with a true
picture despite being in charge of the home ministry.
Eachara Warrier continued knocking legal and political doors in search
of justice till his death in April 2006. Before his death Warrier
wrote a touching account of his battle to locate his son called

முகமூடியைக் கிழித்தது. நேற்று ஈச்சர வாரியர், தன்னுடை மகனைக்
கண்டுபிடிக்க நடத்திய போராட்டத்தை விவரித்த ஒரு தந்தையின் நினைவுகள்
புத்தகத்தைப் படித்துக் கொண்டிருந்தேன். ஜனநீதி வெளியீடாக வந்த இந்தப்
புத்தகத்தை இணையத்தில் தேடினால் பி டி எப் கோப்பாகத் தரவிறக்கம் செய்து
கொள்ள முடியும்.
நம்முடைய உரிமைகள், சுதந்திரத்தைப் பாதுகாத்துக் கொள்வது நம்முடைய
கைகளில் தான் இருக்கிறது. அடுத்தவருடைய உரிமைகளை மதித்து, ஒருங்கிணைந்து
செயல்படுவதில் தான் இருக்கிறது. ஒரு தனிமனிதராக, ஈச்சர வாரியர், சில
நல்லமனிதர்களுடைய உதவியுடன் நடத்திய இந்தப் போராட்டமே நிறைய விஷயங்களை

- நம் நாட்டில் சட்டவிரோதமாக வெளிப்படையாக இயங்குபவர்களும், பொய் சொன்னவர்களும் அமைச்சர்களாக கருங்கோலோச்சுகிறார்கள். மக்கள் அதை எதிர்த்து புரட்சி செய்யவேண்டும்.

சட்டத்தை துணைக்கு அழைக்கலாம் என்பதையும், வழக்கறிஞரின் துணையின்றி
நீதிமன்றத்தில் வாதாடலாம் என்றும் எழுதி இருக்கிறார். நீதிபதிகளும், சட்ட

திரு வாரன்ட் பாலாவை நேற்றுதான் முதன்முதலாகச் சந்தித்தேன். வேறொரு
துறையில் உள்ள ஒருவரின் மூலமாக கடந்த மாதம் அறிமுகமான அவருடன் இன்று
நேரில் சந்திக்குமுன்பாக ஓரிரு முறை செல்பேசியில் பேசியிருக்கிறேன்.
அவரைக் காண நேற்று நான் சென்ற போது (புத்தகக் கண்காட்சியில் ஸ்டால்
ஒதுக்கீடு கேட்டிருந்த அவரது மனு நிராகரிக்கப் பட்டதால்) எதிரே உள்ள
பச்சையப்பன் கல்லூரி வளாகத்தை ஒட்டிய பிளாட்பாரத்தில் (பஸ்ஸ்டாப் அருகே)
தனது புத்தகங்களை வைத்துக் கொண்டு ஒவ்வொருவருக்கும் நேரடியாக விளக்கிக்
கொண்டிருந்தார். புத்தகங்களை வாங்குவதை விட அவரிடம்
சம்பந்தாசம்பந்தமில்லாமல் கேள்விகள் கேட்டுக் கொண்டு அவரது சக்தியை பலர்
விரயமாக்கிக் கொண்டிருந்ததை நான் கண்டேன். ஆனால் எதற்கும் அசருவதாகத்
தெரியவில்லை.
புத்தகங்களை வாங்குமுன்பாக அவரிடம் தவறாமல் எல்லோரும் கேட்ட கேள்விகள்:
நீங்க சட்டம் படிச்சிருக்கீங்களா? நீங்க வக்கீலா? வக்கீலுக்குப்
படிக்காமல் எப்படி இந்த புத்தகங்களை எழுதினீர்கள்? (நல்ல வேலையாக அவரது
பதில்களை கேட்டதால் நான் அந்த அபத்தமான கேள்விகளை அவரிடம் கேட்கவில்லை)
கருமமே கண்ணாயினாரைப் போல பசிநோக்காது, கண்துஞ்சாது, எச்சிரமத்தையும்
பாராது ஒரு சேவை நோக்கோடு பணியாற்றும் வாரன்ட் பாலாவைப் பற்றி அறிய

தெரிந்தவர்களுக்குமே கூடத் தெரிந்த செய்திதான்!
ஆனால் பொதுத் தணிக்கைத் துறை கணக்கு வழக்குகளை ஆராய்ந்து பார்த்துவிட்டு
சொல்லும் கருத்துக்களை உதாசீனப்படுத்துவது என்பது இந்திய அரசியலில்
வளர்ந்து வரும் ஒரு அசிங்கம்! இத்தனை வருடங்களாக இல்லாத படிக்கு, சென்ற
ஆண்டு தான் பொதுத் தணிக்கையில் சுட்டிக் காட்டப்பட்ட தவறுகள் பூதாகாரமாக
வளர்ந்து இந்திய அரசியலை உலுக்கிக் கொண்டிருக்கிறது.
கணக்குக் கேட்பதே பாவம் என்பது தான் கழக அரசியல் இந்திய அரசியலுக்குக்
கற்றுக் கொடுத்திருக்கும் பாடம். இந்தப் பின்னணியில் தினமணியில் வெளியான
இந்தத் தலையங்கம், "கணக்குக் கேட்பதே பாவமா?" என்று கேட்கிறது!
"இந்தியா விடுதலை அடைந்த பின்னர் முதல்முறையாக பொதுக் கணக்குக் குழு
முன்பாக இந்திய ராணுவத் தளபதிகள் நேரில் சென்று விளக்கம் அளிக்க வேண்டிய
அவசியம் இந்த ஆண்டு உருவாகி இருக்கிறது.
ராணுவத்தினருக்கான கேன்டீன்கள் மூலமாக 2003-ம் ஆண்டு முதல் 2009
நிதியாண்டு வரை, அரசுக்கு ஏற்பட்ட இழப்பு ரூ. 441 கோடி என்று தலைமைக்
கணக்குத் தணிக்கை அதிகாரி அரசுக்கு அறிக்கை அளித்ததைத் தொடர்ந்து, இது
தொடர்பாக விளக்கம் அளிக்க வேண்டும் என்று பொதுக்கணக்குக் குழுத் தலைவர்
முரளி மனோகர் ஜோஷி கடிதம் அனுப்பியதால், தரைப்படை, விமானப்படைத் தளபதிகள்
வி.கே. சிங் மற்றும் பி.வி.நாயக், கப்பற்படை துணைத் தளபதி டி.கே. திவான்
ஆகியோர் நேரில் சென்று விளக்கம் அளிக்க வேண்டியதாயிற்று.
ராணுவம் நடத்தும் கேன்டீன்களுக்கெனத் தனியாகத் தணிக்கை முறைகள்
ராணுவத்துக்குள்ளேயே இருப்பதால், ஆய்வுசெய்யும் அதிகார வரம்பு, தலைமைக்
கணக்குத் தணிக்கைத் துறைக்கு இல்லை என்று தாங்கள் கூறியதாக இந்தத்
தளபதிகள் கருத்து தெரிவித்தாலும், அது ஏற்கக்கூடியதாக இல்லை. ராணுவ
ரகசியம் மற்றும் உளவுத் தகவல் அறிவதற்காகச் செலவிடப்படும் கணக்கில்
காட்டப்பட வேண்டிய அவசியமில்லாத நிதிஒதுக்கீடு ஆகியன தொடர்பாக தலைமைக்
கணக்குத் தணிக்கைத் துறை ஆய்வு நடத்த முடியாது என்பதை நாம் புரிந்து
கொள்ள முடியும். ராணுவப் பயிற்சிக்காகச் செலவிடப்படும் தொகை மற்றும்
இந்தப் பயிற்சிகளில் வீணாகும் ஆயுதத் தளவாடங்கள், துப்பாக்கி ரவை,
வெடிகுண்டுகள் குறித்தும் பொது கணக்குத் தணிக்கைத் துறை கேள்வி எழுப்ப
முடியாது என்பதையும் புரிந்துகொள்ள முடியும். ஆனால், ராணுவம் நடத்தும்
கேன்டீன்களில் பொருள்கள் வாங்கப்படும், விற்கப்படும் முறைகள் குறித்தும்,
அவற்றுக்காக மத்திய அரசு வழங்கும் சலுகைகள் தவறாகப் பயன்படுத்தப்படுவது
குறித்தும் கேள்வி கேட்கக் கூடாது, அதற்கான வரம்பு இல்லை என்று ராணுவத்
தளபதிகள் சொல்வதில் எந்தவித நியாயமும் இல்லை.
தலைமைக் கணக்குத் தணிக்கை அதிகாரி தனது அறிக்கையில் இரண்டு
குற்றச்சாட்டுகளை வைத்துள்ளார். முதலாவதாக, ராணுவத்தின் மூலம்
நடத்தப்படும் சுமார் 3,600 கேன்டீன்கள் மூலம் விற்பனை செய்யப்படும்
பொருள்களுக்கான சலுகைகளில் விதிமீறல் நடந்துள்ளது. இதனால் அரசுக்கு
இழப்பு ஏற்பட்டுள்ளது. இரண்டாவதாக, ராணுவ கேன்டீனுக்குக் கொள்முதல்
செய்யும் விலை, நடைமுறைக்குப் பொருந்தாததாக இருக்கிறது. இதனால்,
கேன்டீனுக்கு விநியோகம் செய்யும் நிறுவனங்கள் கொள்ளை லாபம் பெற வழி
ஏற்படுகிறது.
ராணுவ வீரர்களுக்கான மதுவிற்பனை இந்தக் கேன்டீன்கள் மூலம் நடைபெறுகிறது.
இங்கு விற்கப்படும் மதுபானங்களுக்கு விற்பனை வரி, உற்பத்தி வரி
ஆகியவற்றிலிருந்து மத்திய அரசு விலக்கு அளிப்பதால் ராணுவ வீரர்களுக்கு
மிகக் குறைந்த விலையில் இந்த மதுபானங்களை விற்பனை செய்ய முடிகிறது.
ராணுவம் எந்த அளவுக்கு மதுபானங்களைக் கொள்முதல் செய்யலாம் என்று
நிபந்தனைகள் விதிக்கப்பட்டுள்ளன. ஆனால், இந்த நிபந்தனைகளை மீறி,
மதுபானங்களைக் கொள்முதல் செய்வதால் அரசுக்கு வருவாய் இழப்பு ஏற்படுகிறது.
தணிக்கைக் குழுவினர் ஆய்வு செய்ய பல கேன்டீன்களில் அனுமதி
மறுக்கப்பட்டுள்ளது என்றாலும், இக்குழு புதுதில்லியில் 3 கேன்டீன்களில்
மட்டுமே ஆய்வு செய்தவரையில், அனுமதிக்கப்பட்ட அளவுக்கு மேலாக இந்த மூன்று
கேன்டீன்களும் ரூ. 8 கோடி மதிப்புள்ள மதுபானங்களை வாங்கி விற்றுள்ளன.
இந்த ரூ. 8 கோடி மதுபானங்கள் வரிகளுடன் வெளிச்சந்தையில்
விற்கப்பட்டிருந்தால் இதன் மதிப்பு ரூ.19.45 கோடி! அதாவது அரசுக்குக்
கிடைத்திருக்க வேண்டிய வரி இழப்பு ரூ.11.45 கோடி இந்த 3 கேன்டீன்கள்
மூலமாக மட்டுமே ஏற்பட்டுள்ளது.
மதுபான விற்பனையில் மட்டும்தான் வரிவிலக்கு மூலம் குறைந்த விலை
சாத்தியமாகிறது என்றல்ல. வாஷிங் பவுடர் முதல் வாஷிங் மெஷின், கிரைண்டர்
உள்ளிட்ட பல்வேறு வீட்டு உபயோகப் பொருள்களும், இரு சக்கர வாகனங்களும்,
ஏன் தற்போது கார்களும்கூட இந்தக் கேன்டீன்கள் மூலமாக வாங்க முடியும். இவை
அனைத்துமே வரிச் சலுகைகளால் விலை குறைவாக விற்பனை செய்யப்படுகின்றன.
இவற்றை ராணுவ வீரர்களும் அவர்களது குடும்பத்தினரும் மட்டுமே முழுக்கப்
பயன்படுத்தினாலும்கூட இந்த இழப்பை அரசு பொருள்படுத்தாமல் விட்டுவிட
முடியும். ஆனால், வெளிச்சந்தையில் அதிக விலை என்கிற ஒரே காரணத்துக்காகத்
தங்கள் உறவுகளுக்கும், நண்பர்களுக்கும் வாங்கிக் கொடுக்க
முனையும்போதுதான் அதிகப்படியான கொள்முதலுக்கு வழியேற்படுகிறது.
அரசுக்கும் வரி வருவாய் இழப்பதன் மூலம் இழப்பு ஏற்படுகிறது.
ராணுவத்துக்கு எவ்வாறு மது ஒதுக்கீடு அளவு (லிக்கர் கோட்டா) இருப்பதைப்
போன்று ஒவ்வொரு ராணுவ வீரருக்கும் ஏன் மது ஒதுக்கீட்டை தேவைக்கேற்ப
நிர்ணயிக்கக்கூடாது. ஒரு ராணுவ வீரர் தன் குடும்பத்துக்காக ஒரு வீட்டு
உபயோகப் பொருளை வாங்கிவிட்டால், அந்தப் பொருளை அடுத்த மூன்று அல்லது
நான்கு ஆண்டுகளுக்கு வாங்க முடியாத நிலையை ஏற்படுத்துதல் உள்ளிட்ட
கட்டுப்பாடுகளை ஏற்படுத்துவதன் மூலம் இத்தகைய குளறுபடிகளை தடுத்துவிட
முடியுமே.
தலைமைக் கணக்குத் தணிக்கை அதிகாரி முன்வைத்துள்ள இந்த இரு
குற்றச்சாட்டுகளும் ராணுவத்தைக் களங்கப்படுத்தும் நோக்கத்தோடு
செய்யவில்லை என்பதையும், குறைகளைக் களைய வேண்டிய அவசியம் ராணுவத்துக்கும்
இருக்கிறது என்பதையும் பாதுகாப்புத் துறை புரிந்துகொள்ள வேண்டும்.
ராணுவத்திலும் சில கறுப்பு ஆடுகள் இருக்கவே செய்கிறார்கள் என்பதை
மறுப்பதற்கில்லை. ரூ. 4,000 கோடி மதிப்பிலான ஆயுதக் கொள்முதல் தொடர்பான
ஆவணங்கள் காணாமல்போய், அவை அடுத்த சில மணி நேரங்களில் தில்லியின் புறநகர்
சாலையில் வீசப்பட்டு கிடக்குமா?
ராணுவத்தினருக்கும் ராணுவக் குடும்பத்தினருக்கும் அனைத்துவிதமான
சலுகைகளையும் அளித்து ஊக்கப்படுத்தினால்தான், ராணுவத்தில் சேர்வதற்கான
ஆர்வம் ஏற்படும் என்பது உண்மையே. ஆனால், இந்தப் பயன் ராணுவத்தினரின்
குடும்பத்துக்கு மட்டுமே போய்ச் சேர வேண்டும் என்பதைக் கண்காணிப்பதிலும்
உறுதிப்படுத்துவதிலும் என்ன தவறு இருக்க முடியும்?"

A newly revealed 1997 letter from the Vatican warns Ireland’s Catholic bishops not to report all suspected child-abuse cases to police because that would violate the church’s canon laws.
The letter, obtained by Irish broadcasters RTE and provided to The Associated Press, documents the Vatican’s 1997 rejection of an Irish church initiative to begin helping police identify paedophile priests.
In the letter, the Vatican’s diplomat in Ireland says a church panel in Rome, the Congregation for the Clergy, has decided that the new Irish policy of “mandatory” reporting of abuse claims conflicts with canon law.
The Vatican has not formally accepted any of the Irish church’s three major documents on child protection since 1996. All emphasize mandatory reporting of suspected offenses.

Created in 1962, a now infamous document was issued in secret to
bishops. Called Crimen Sollicitationis, it outlined procedures to be
followed by bishops when dealing with allegations of child abuse,
homosexuality and bestiality by members of the clergy. It swore all
parties involved to secrecy on pain of excommunication from the
Catholic Church.
This document was reissued in 2001 by Cardinal Joseph Ratzinger and
sent to all bishops. Yet rather than ordering more openness and
cooperation with the authorities as demanded by both law enforcers and
the victims, he reiterated its policies and ensured that the Code of
Silence be applied to all cases of child abuse involving a priest.
Cardinal Ratzinger also instructed that all cases should now be
referred to his office directly and that he would maintain ‘exclusive
competence’ over the handling of allegations. This is the Catholic
Church’s policy to this day and Cardinal Ratzinger is now Pope
Benedict XVI.
The policy laid out in the above document has led to systemic failure
by the result that a significant number of priest have, in effect,
been allowed to abuse again, and further children have been put at
risk.
As the documentary explores, Colm O’Gorman is the man responsible for
breaking open decades of abuse by Catholic Priests in Ireland in the
BAFTA award-winning BBC special Suing the Pope. He links international
‘systemic evidence’ to argue the Vatican has a policy to cover up the
sexual abuse of thousands of children across the world.
In Sex Crimes and the Vatican O’Gorman explores four separate cases
internationally of widespread clerical abuse, putting the Roman
Catholic Church on trial for the reckless endangerment of children.
O’Gorman raises the question, ‘Is the Church in default of its
obligation as a signatory to the UN Convention of the Rights of the

In ‘bimaru’ Madhya Pradesh, bank lockers of bureaucrats and government officials are bursting with cash and gold. An IAS couple here owns 25 flats and 400 acres of land besides other investments. A middle-ranking engineer’s wife owns three houses and has more than ten kg gold in her bank locker. And wherever the income tax department conducts a raid, so much cash is unearthed that counting machines have to be brought in. This week, the IT department submitted two appraisal reports to the Lokayukta and the state government on earlier raids. One report claimed that search operations conducted on February 4, 2010 on the premises of an IAS couple, Arvind and Tinoo Joshi, revealed wealth to the tune of Rs 360 crore. Income tax sleuths found it hard to count the cash and foreign currency found at the official residence of the IAS couple.Machines counted Rs 3 crore in cash and Rs 7 lakh in foreign currency. Gold worth Rs 67 lakh kept in a suitcase was also seized.
Incriminating documents from their possession revealed that the 1979 Madhya Pradesh cadre IAS couple had purchased six flats and seven plots in Bhopal, 18 apartments in Guwahati and one in New Delhi. The couple had heavily invested in a fertiliser manufacturing company, a distillery, in hotels and resorts business and insurance.
The family paid a life insurance premium of Rs 3.5 crore, speculative trading for 274 crore and bought stock specific shares for Rs 3 crore. Following the income tax raids, the state government suspended the couple. At the time of suspension Arvind Joshi was principal secretary (jail) and his wife Tinoo, the principal secretary for women and child welfare.
If the Joshis were accumulating wealth, then a subordinate PWD engineer was not sitting inactive either. This Monday morning, the income tax department opened two lockers belonging to the wife of an engineer working for the state public works department (PWD) and found 7.8 kg of gold mostly in bars and Rs 1.6 crore in cash. One year ago, executive engineer Ashok Kumar Jain posted in Narsinghpur district, drew a salary of less than Rs 20,000 per month. A third locker belonging to Jain’s wife Meena detected another 3 kg gold inbiscuits and Rs 16 lakh in cash.

An army court in India has found a senior officer guilty of
involvement in an illegal land deal, officials say.
Lt Gen PK Rath is the highest ranking officer ever to be convicted in
a court martial in India.
The court found him guilty on three counts. The sentencing has been
scheduled for Saturday.
Lt Gen Rath was among four senior officers who allegedly gave approval
to a builder to develop land near an army base at a significantly low
price.
The Sukhna land scam case came to light in 2008.
Lt Gen Avadesh Prakash and Lt Gen Rath were accused of favouring a
private builder based in Siliguri town in West Bengal state.
Lt Gen Rath's court martial began in September last year.
On Friday, the army court said he had been found guilty of approving
construction of a school near military land, signing an agreement with
a builder and not informing the command headquarters about his
decisions.
The sentence will have to be confirmed by the army chief and the
ministry of defence.
Lt Gen Rath can also appeal against the order in an army tribunal or
India's Supreme Court.

The treaty needs to be ratified by various authorities in India and Switzerland, including the Parliament of the European nation, and it might come into effect by 2011-end depending on these approvals, a spokesperson of Switzerland's Federal Department of Finance told PTI. If ratified by 2011-end, the provisions of the treaty, which includes information exchange about suspected tax evaders and other financial offenders, would come into effect in India from the fiscal year beginning on or after the first day of April 2012, the official said. This means that India would be able to seek information for fiscal year 2012-13 onwards and not for the past periods, experts said here. Still, it is unlikely that the names of Indians having money in Swiss banks would be made public, as being demanded by the Opposition parties, because such a step would not only be in breach of the bilateral treaty, but could also hinder the process of investigations, they added. In Switzerland, the provisions would come into effect on the fiscal year beginning on or after January 1 following the treaty coming into force, the Swiss official said. The Indian government is facing intense pressure from the Opposition parties, and the Supreme Court, on the issue of black money allegedly stashed away by some Indians in Swiss banks and other tax havens. It has become a political hot potato, amid reports of Indians having parked billions of dollars in these banks. But, there are no official figures as such and experts believe that it was not necessary that all the funds deposited by Indians in Swiss banks were ill-gotten. Finance Minister Pranab Mukherjee and Swiss Federal Councillor Micheline Calmy-Rey signed a “protocol” on August 30, 2010 to amend the double taxation agreement (DTA). Asked about the status of the treaty, the Swiss official said that one of the Parliament commissions in charge of the DTAs last week decided to approve the DTA with India and the approval process was expected to end by September, 2011. “So, the plenum of the lower chamber of Parliament will soon decide on it. Three months later, the higher chamber will take a decision. Probably, by the end of summer 2011, the DTA with India will be approved by the Swiss institutions,” the official said. “Depending on the process of approval in India, the DTA may come into force by the end of 2011,” the spokesperson said in reply to emailed queries by PTI. If the DTA comes into force by 2011-end, the official said, “its provisions shall have effect in India, in respect of income arising in any fiscal year beginning on or after the first day of April next following the calendar year in which the Amending Protocol entered into force.” On the other hand, the provisions will become effective in Switzerland, in respect of income arising in any fiscal year beginning on or after the first day of January next following the calendar year in which the protocol enters into force. As per the initial agreement signed between the two countries, the information exchange was expected to take effect on January 1. “This Protocol has not entered into force yet, since the governments of the Contracting States have not notified each other through diplomatic channels that all legal requirements and procedures for giving effect to the Amending Protocol have been satisfied,” the official had earlier said. The revised tax treaty agreement was reached after months of negotiations, even as the Swiss banks said that they would not permit “fishing expeditions” — meaning unwarranted and indiscriminate trawling through bank accounts in the hope of finding something interesting. Lt Gen P.K. Rath, of the Indian Army, has been convicted by a court
martial of being responsible for a land scam in Sukna, East Bengal, a
case which was also closely watched in Pakistan. Despite four bouts of
military rule, one of which ended with the loss of half the country,
and despite two Supreme Court judgments, not a single military officer
in Pakistan has even been tried, let alone convicted. The only sign
that General Rath might be benefiting from the Army taking care of its
own, is the dropping of the charge of intent to defraud. Otherwise,
the sentence of a severe reprimand, a two-year loss of seniority and
forfeiture of 15 years of service for pension benefits, is a harsh one
for such a senior officer. As Indian military men, even generals, rely
on their pensions, the last constitutes the hardship in the sentence.
The internal accountability mechanism of the Indian Army contrasts
with that of the Pakistan Army, where a case coming up before the
National Assembly’s Public Accounts Committee was deferred because the
COAS had ordered a fresh enquiry, even though vast sums had been lost
on the stock market. Clearly, the Army may not formally rule the
country, but it still looks after its own.
It may be said that Indian politicians are more accounted than
Pakistani, but Indian politicians are as venal, corrupt and ready to
live from day to day, as their Pakistani counterparts. The real
difference is in the judiciary. It is the fear of higher courts,
including ultimately the Supreme Court of India, that keeps Indian
Army courts martial honest, and not just attempts to cover up for a
brother officer. Once the presence and effectiveness of the
legislative and judicial branches’ accountability mechanisms are
established, the members of the executive will refrain from much
corruption now practised because of the feeling of impunity.
The example of the court martial that tried General Rath should be
applied in Pakistan, not just for the Army, but for the entire
Exdecutive cadre. No one can be above the law any longer.

Additional Collector burnt to death by kerosene mafia

Main suspect himself suffers burns; 3 accused arrested
Manmad (Nashik district): In an incident that sent shock waves across
Maharashtra, Additional Collector of Nashik district Yashwant Sonawane
was burnt to death by kerosene mafia in Manmad, Nashik, on Tuesday.
Popat Shinde, the main suspect, himself suffered 70 per cent burns and
was admitted to hospital. The police have arrested three accused Raju
Shirsat, Kachru Survalkar and Kachre. They have been charged with
murder, wrongful restraint and use of criminal force to deter a public
servant from doing his duty.
The incident took place around 2 p.m. when Mr. Sonawane was on his way
to Nandgaon to attend a meeting.
Nashik Superintendent of Police Milind Bharambe told journalists at
the site that Mr. Sonawane, who was going in his official vehicle,
spotted a kerosene tanker. On suspicion, he went up to the tanker and
found a person taking kerosene from the vehicle.
“Mr. Sonawane immediately called the supply inspector asking him to
come over and conduct an inquiry. An argument ensued, after which four
persons arrived on motorcycles and started to beat him up. They doused
him with kerosene. Mr. Sonawane's driver and the personal assistant
ran away fearing for their lives. By the time they reached the police
station Mr. Sonawane was burnt to death,” Mr. Bharambe said.
Mr. Sonawane is survived by his wife and two sons.
Popat had a long history of black marketing of kerosene, the police
said. In fact, the entire stretch of Manmad dotted with the storage
tanks of the Indian Oil Corporation and the Bharat Petroleum
Corporation Limited (BPCL) is notorious for smuggling and black
marketing of kerosene.
The police said the tanker from which Popat had been taking kerosene
belonged to the BPCL. The vehicle is now in police custody.
Soft-spoken
Nashik Collector P. Velarasu told The Hindu that Mr. Sonawane was a
soft-spoken officer maintaining good relations with everyone. He said
the driver and the PA were in a state of shock and could not give
cogent evidence. Only a detailed probe would reveal whether the
killing was on the spur of the moment or a premeditated conspiracy.
Additional Chief Secretary (Home) Umesh Chandra Sarangi said: “The
incident is deplorable in the extreme. We need to take strict action
against the offenders. The IAS association would take a decision on
what needs to be done. This kind of assault needs to be condemned.”
Maharashtra Revenue Minister Balasaheb Thorat visited the incident
spot. Condemning the incident, he said the government would get to the
root of the menace of kerosene smuggling.

Sonawane murder: Crackdown on oil mafia, over 180 arrested
MUMBAI/NEW DELHI: Authorities launched a massive crackdown on oil
adulteration mafia across Maharashtra on Thursday raiding 200 places
and arresting around 180 people after an official was burnt alive
while the Centre unveiled steps to reduce scope for diversion of
subsidised kerosene.
Over 80,000 gazetted officers in Maharashtra also ceased work for the
day to protest the killing of Malegaon additional district collector
Yashwant Sonawane by suspected members of the oil mafia at Manmad in
Nashik district, about 260 kms from Mumbai, on Tuesday.
"So far, more than 180 persons have been arrested during the raids at
nearly 200 oil adulteration locations in the state," additional
director general (law & order) K P Raghuvanshi said in Mumbai.
The new petroleum minister S Jaipal Reddy unveiled steps including re-
introduction of a chemical marker in kerosene in six months to
eliminate the scope for adulteration of diesel using this subsidised
fuel.
He also suggested that states use GPS-based vehicular tracking system
for trucks transporting petrol and diesel to track the movement, any
route deviations being taken or long stoppages.
Condemning as "heinous" the killing of Sonawane, Reddy urged
Maharashtra government to take stringent steps to see that all those
involved are punished in a proper way. "We express complete solidarity
with the bereaved family."
Maharashtra home minister R R Patil said the "might" of the oil mafia
is increasing day by day. "Those who are involved will not be spared
and will be given the highest punishment," he said in Mumbai.
Patil said police haven't come across name of any politician during
investigations into the crime.
"We have not come across any politician's name in our investigation.
Allegations about NCP leaders being involved have not come to me. If I
am given proof, I will take stern action," Patil said.
Patil's statement came after state PWD minister Chhagan Bhujbal on
Wednesday lashed out at the opposition for blaming him for the killing
of Sonawane.
"Raids (against the mafia) have started since last night and 163
people have been arrested. All district police have been given
instructions to find out details from the food and drug department. We
will crack down on oil, milk and sand mafia," he said
Ravindra Dhongade, president of the Maharashtra Gazetted Officers
Mahasangh, said "We have not announced the protest as a strike but we
are shunning work to register our protest against this gruesome act
which has shaken the government employees."
The Shiv Sena has also called for a bandh in Manmad in Nashik district
on Thursday to protest Sonawane's killing.
At Mantralaya, government employees held a protest meeting.
Dhongade said the officers are shaken by the murder and lower-level
officers would also join the protest. "Protest marches will be taken
out across the state. Employees will join immediately after
registering their attendance," he said.
"We learnt with shock about the heinous killing of additonal collector
Yashwant Sonawane. He died a martyr to the cause of anti-adulteration
drive," Reddy told reporters in New Delhi.
Announcing an ex-gratia of Rs 25 lakh to the family of Sonawane, he
said the responsibility of distribution of subsidised kerosene through
the public distribution system (PDS) rests with state governments and
it was their duty to see that subsidised fuel is not diverted for
adulteration.
"This incident has once again highlighted the problem of kerosene
being used for adulteration. There is a need to respond to the problem
in systematic term," Reddy said.
Reddy said an improved chemical marker will be doped in kerosene to
make its mixing with diesel near impossible.
"The kerosene marker system (which was in 2009 withdrawn) will be
reintroduced in next six months," he said.
The government had in 2006 introduced a dye sourced from US firm
Authentix in kerosene but was withdrawn in 2009 pending toxology
tests.
"It(GPS) is an effective tool in warding off incidents of pilferage
and diversion leading to adulteration which may taken place during the
period of untracked transporation," he said, adding oil companies
would provide technological and institutional support to the state
governments for installing GPS on tank trucks transporting kerosene.
Besides, oil companies will provide online realtime information on
loading of kerosene trucks, quantity and time of departure from their
depots so that state authorities can check any route diversion, he
said.
Once kerosene trucks leave oil company depots, they make unscheduled
stoppages where the fuel is pilfered and what state civil supplies
department receive is much less and often diluted quantities of
kerosene.
Eleven persons have been arrested in connection with the murder while
the main accused Popat Shinde, suspected to have had set the collector
on fire, has been admitted in state-run J J hospital in Mumbai with
severe burn injuries.
Shinde's condition is serious and he has been kept under observation,
doctors at the hospital said.

நாட்டின் மிக முக்கியமான அரண்களில் ஒன்று படை பலம். இதில் பலவீனம்
ஏற்படுமேயானால் அந்த நாட்டின் நிலைமை என்னவாகும் என்பதை யாராலும் கணிக்க
முடியாது. அத்தகைய மோசமான விளைவுகளைக் கொண்டு வந்து சேர்க்கும்.
இதனால்தான், வழக்கமான நீதித்துறை நடைமுறைகள் அரசியல் சாசனத்தின்படி
நடைபெற்றாலும்கூட, ராணுவ விசாரணை (கோர்ட் மார்ஷியல்) என்பதை
ராணுவத்துக்குள்ளாக நடத்தவும், அதில் வழக்கமான நடைமுறைச் சட்டங்கள்
தலையிட முடியாததாகவும் அரசியல் மேதைகள் உருவாக்கியுள்ளனர்.
ராணுவத்தில் எல்லோருமே தேசபக்தர்களாகவும், நேர்மையாளர்களாகவும்
இருப்பார்கள் என்று சொல்லிவிட முடியாது. சம்பளத்துக்காகவும் கிடைக்கிற
சலுகைகளுக்காகவும் ராணுவத்தில் சேருவோரும் இருக்கவே செய்கிறார்கள்.
இவர்கள் வெறும் சிப்பாய்கள் அளவிலேயே இருந்துவிட்டால் அதனால் பெரிய
ஆபத்து ஏதுமில்லை. அதுவே இவர்கள் ராணுவத்தின் உயர் பதவியில், லெப்டினன்ட்
கர்னல் போன்ற பதவிகளில் இருப்பவர்கள் என்றால், இத்தகைய பொறுப்பற்ற ராணுவ
அதிகாரிகளால் எத்தகைய ஆபத்துகள் ஏற்படலாம் என்பதற்கு சிலிகுரியில்
ராணுவத்துக்குச் சொந்தமான இடத்தை தனியாருக்கு மாற்றிக் கொடுத்த விவகாரம்
ஒரு சான்று.
வழக்கமாக ராணுவ இடம் சமூக நன்மைக்காக விட்டுக்கொடுக்கப்படுவது புதிதல்ல.
ஆனால், அவை உண்மையிலேயே சமூக நன்மை ஏற்படுத்தக்கூடிய- மருத்துவமனை போன்ற
அமைப்புக்காகவும், அல்லது பாலங்கள், ரயில்வே அல்லது விமான நிலைய
விரிவாக்கம் ஆகியவற்றுக்காகத்தான் ராணுவ நிலங்கள்
விட்டுக்கொடுக்கப்படும். ஆனால், ராணுவத்தின் 33-வது அணிக்கு தலைமை
தாங்கும் லெப்டினன்ட் ஜெனரல் பி.கே.ராத், சிலிகுரியில் ராணுவத்துக்குச்
சொந்தமான 71 ஏக்கர் நிலப்பரப்பை, மேற்கு வங்கத்தைச் சேர்ந்த ஒரு கட்டுமான
நிறுவனத்துக்குக் கொடுக்க- தடையில்லா சான்று வழங்கினார்.
இந்த ராணுவ நிலத்தை வாங்கியுள்ள அந்தக் கட்டுமான நிறுவனம், அங்கே ஒரு
கல்லூரியை ஒரு தனியாருக்கு ஏற்படுத்திக் கொடுக்கத்தான் என்று பொய்யான
காரணங்களைக் கூறி அந்த இடத்தைப் பெற்றுள்ளது. அந்த நிறுவனத்துக்குச்
சாதகமாக தடையில்லா சான்று கொடுத்ததன் மூலம், எந்தச் சிக்கலும் இல்லாமல்
நிலத்தை அந்த கட்டுமான நிறுவனத்துக்குக் கிடைக்கச் செய்துவிட்டார்.
ஆனால், இந்த இடம் மிக முக்கியமான இடம் என்பதையும், சீன எல்லைக்கு
அருகில் உள்ளதால் நாளைய ராணுவ நடவடிக்கைகளுக்கு நிச்சயமாக தேவைப்படும்
என்பதையும் உணராமல் இவர் செய்த இச்செயல், வெளியுலகுக்குத் தெரியவந்த
பின்னர், ராணுவம் இவர் மீது விசாரணை நடத்தி மிகக் கடுமையான தண்டனையை
அளித்துள்ளது.
தான் மட்டுமே இதற்குப் பொறுப்பு இல்லை என்றும், ராணுவத்தின் முன்னாள்
செயலராக இருந்த லெப்டினன்ட் கர்னல் அவதேஷ் பிரகாஷும் இதில் தொடர்புடையவர்
என்றும் இப்போது ராணுவ விசாரணையில் ராத் தெரிவித்துள்ளதால், இதுகுறித்து
மேல் விசாரணை நடத்தப்படும் என்று தெரிகிறது. அப்போது அவதேஷ் பிரகாஷ் இந்த
ஊழலில் எந்த அளவுக்குத் தொடர்பு கொண்டிருந்தார் என்பதையும்
கண்டறிவார்கள்.
சில பாதுகாப்பு ஏற்பாடுகளைக் கருதி, இந்த ஊழலில் எவ்வளவு பணம் கைமாறியது
என்பதையெல்லாம் ராணுவ விசாரணை வெளிப்படுத்தவில்லை என்றாலும், இந்தக்
கடுமையான தண்டனை ராணுவ அதிகாரிகளிடையே ஒரு மிகப்பெரிய அதிர்ச்சி அலையை
ஏற்படுத்தியிருப்பதுடன், இதுபோன்ற ஊழல்கள் எத்தனை எத்தனை
நடந்திருக்கின்றன என்கிற கேள்வியையும் பரவலாக எழுப்பியிருக்கிறது.
கார்கில் போரில் இறந்த ராணுவ வீரர்களுக்கு வீடு என்ற பெயரில், கடலோர
மண்டல விதிமுறைகளை மீறி ஆதர்ஷ் 33 அடுக்குமாடி குடியிருப்பு கட்டப்பட்ட
விவகாரத்தில் அனுமதிச் சான்று வழங்கியவர்களும், சம்பந்தப்பட்டவர்களும்கூட
ராணுவ உயர் அதிகாரிகள்தான். அதேபோன்று, ராணுவ வீரர்களுக்கான கேன்டீன்
பொருள் மற்றும் மதுபானம் வாங்குவதில் அனுமதிக்கப்பட்ட அளவைக் காட்டிலும்
அதிகமாக வாங்கியதால் அரசுக்கு ஏற்பட்ட விற்பனை வரி இழப்பு ரூ.44 கோடி வரை
என்று தலைமை பொதுத் தணிக்கைத் துறை அண்மையில் தெரிவித்திருந்தது.
இதுகுறித்து முப்படைத் தளபதிகள் மூவரும், பொதுக் கணக்குக் குழு முன்பாக
நேரில் சென்று பதில் சொல்ல வேண்டிய அவசியம் ஏற்பட்டது என்பதையும்
மறப்பதற்கில்லை.
ரூ.4,000 கோடி ரூபாய் மதிப்பிலான ஆயுதங்கள் வாங்குவது தொடர்பான ரகசியக்
கோப்புகள் காணாமல் போய், பிறகு புதுதில்லியின் புறநகர் பகுதியில்
சாலையோரம் வீசப்பட்டுக் கிடந்தது கண்டுபிடிக்கப்பட்டது. இதுதொடர்பாக
மத்திய பாதுகாப்புத் துறை அமைச்சர் அந்தோனி பேட்டியளித்தபோது,
ராணுவத்தில் உள்ள உயர் அதிகாரிகளிடம் ஒப்படைக்கப்பட்ட கோப்புகள் காணாமல்
போனால், அதுகுறித்து அவர்கள் மீது நடவடிக்கை எடுக்கப்படும். அவர்கள்தான்
அதற்குப் பொறுப்பேற்க வேண்டும் என்று எச்சரித்தார்.
அண்மைக்காலமாக நடைபெற்றுவரும் இச்சம்பவங்கள் மத்திய பாதுகாப்புத்
துறைக்கு ஓர் எச்சரிக்கை ஆகும். ராணுவத்திலும்கூட சில கருப்பு ஆடுகள்
புகுந்துகொண்டு, பாதகமான செயலில் ஈடுபட முடியும் என்பதற்கான
சான்றுகள்தான் இவை.
ராணுவ அதிகாரிகளை நியமிக்கும்போது அவர்கள் நாட்டுக்காக எதையும் தியாகம்
செய்யும் உறுதி உள்ளவர்களா என்று பார்த்தபின்னர் அப்பதவியில் அமர்த்த
வேண்டும். இதுபோன்று, பணத்தாசை காட்டி விலைக்கு வாங்கப்படும் நிலை
இருந்தால், அத்தகைய கிருமிகள் ராணுவம் முழுவதையும் தொற்றுநோய்போல
பாதித்து, பலமிழக்கச் செய்துவிடும். அந்த நிலைமை உருவாகாமல்
பார்த்துக்கொள்ள வேண்டியது ராணுவத்தின் கடமை. இதில் அரசியல் தலையீடுகள்
எதுவாக இருந்தாலும் அதைத் தூக்கியெறியவும் தயங்கக்கூடாது.
ராணுவம் என்பது நாட்டு மக்கள் அனைவரையும் ஒன்றாகப் பாதுகாக்கும் கவசம்
போன்றது. அவர்களது வீரத் திருப்பணியில் வென்றாலும் புகழ், எதிரியின்
தாக்குதலில் வீழ்ந்தாலும் புகழ். அப்படியிருக்கும்போது இதுபோன்ற
ஒருசிலரின் நடவடிக்கைகள் மக்கள் மத்தியில் மட்டுமல்ல, ராணுவ வீரர்கள்
மத்தியிலும் நம்பிக்கையை இழக்க வழிகோலும்.

2ஜி அலைக்கற்றை (ஸ்பெக்ட்ரம்) ஒதுக்கீடு பிரச்னையிலும், தலைமை ஊழல்
கண்காணிப்பு ஆணையர் பி.ஜே. தாமஸின் நியமனத்திலும் மத்திய அரசு
நடந்துகொள்ளும் விதமும், மாற்றி மாற்றி வெளியிடும் முரண்பட்ட
விளக்கங்களும் முழுப்பூசணிக்காயைச் சோற்றில் மறைக்கப் பார்க்கிறார்கள்
என்பதைத்தான் வெளிச்சம் போடுகின்றன.
இப்போது உச்ச நீதிமன்றத்தில் அரசின் சார்பில் தலைமை வழக்குரைஞர் ஜி.இ.
வாஹனவதி அளித்திருக்கும் விளக்கம் விசித்திரமாக இருப்பது மட்டுமல்ல, உச்ச
நீதிமன்ற நீதிபதிகள் விவரம் தெரியாதவர்கள் என்று மத்திய அரசின் தலைமை
வழக்குரைஞர் கருதுகிறாரா, இல்லை ஒட்டுமொத்த இந்திய மக்களே ஏமாளிகள் என்று
நினைத்து இப்படியொரு வாதத்தை முன்வைத்திருக்கிறாரா என்று தெரியவில்லை.
பி.ஜே. தாமசைத் தலைமை ஊழல் தடுப்பு ஆணையராக நியமிக்க முடிவெடுத்த
குழுவிடம் அவரைப் பற்றிய முழு விவரங்களும் தரப்படவில்லை என்பதுதான் தலைமை
வழக்குரைஞர் வாஹனவதியின் விளக்கம். இந்தியாவில் மிகவும் முக்கியமான
பதவியில் நியமிக்கப்பட இருக்கும் ஒருவரைப் பற்றிய முழுத் தகவல்களையும்
பெறாமல் பிரதமரும், உள்துறை அமைச்சரும், எதிர்க்கட்சித் தலைவரான சுஷ்மா
சுவராஜின் எதிர்ப்பைப் பொருள்படுத்தாமல், ஒருவரை அந்தப் பதவிக்குப்
பரிந்துரை செய்திருக்கிறார்கள் என்று சொன்னால், முதலில் பதவி விலக
வேண்டியவர் தலைமை ஊழல் கண்காணிப்பு ஆணையர் பி.ஜே. தாமஸல்ல, பிரதமரும்,
உள்துறை அமைச்சரும்தான்!
அரசு நிர்வாகத்தில் சில வழிமுறைகள் கடைப்பிடிக்கப்பட்டு வருகின்றன. ஒரு
துறைக்குத் துணைச் செயலரை நியமிப்பதாக இருந்தால்கூட அந்தப் பதவிக்கு
மூப்பு அடிப்படையில் தகுதி வாய்ந்த அதிகாரிகளின் பட்டியல் முதலில்
தயாரிக்கப்படும். அந்தப் பட்டியலில் உள்ளவர்கள் பற்றிய நிர்வாகக்
குறிப்புகள் அலசி ஆராயப்படும். திறமையும், நேர்மையும் உள்ளவர் என்பதுதான்
ஓர் உயர் அரசு பதவியில் நியமிக்கப்பட இருப்பவரின் முக்கியமான தகுதியாக
இருக்கும். அவர்மீது துறைசார்ந்த விசாரணையோ, கிரிமினல் விசாரணையோ
இருக்குமேயானால், அது ஏன், அவரைப் பற்றிய தவறான கருத்து அவரது
பணிக்காலத்தில் ஏதாவது மேலதிகாரியால் பதிவு செய்யப்பட்டிருக்குமானால்,
அந்த நபர் ஒரு இணைச்செயலர் பதவிக்கான பரிந்துரைப் பட்டியலில்கூட இடம்பெற
முடியாது.
அப்படி இருக்கும்போது, ஓர் அரசியல் சட்ட நியமனமான தலைமை ஊழல் கண்காணிப்பு
ஆணையர் பதவிக்குப் பரிந்துரைக்கப்படும் பட்டியலில் பி.ஜே. தாமஸ்
சேர்க்கப்பட்டபோது, அவரைப் பற்றிய முழு விவரங்களும் சேகரிக்கப்படவில்லை,
தேர்வுக் குழுவின் பார்வைக்கு வைக்கப்படவில்லை என்று சொல்வது
எப்பேர்ப்பட்ட அண்டப் புளுகு!
ஒரு விஷயம் நன்றாகத் தெரிகிறது. நமது இந்தியப் பிரதமரும், உள்துறை
அமைச்சரும் தினசரிப் பத்திரிகைகளைப் படிப்பதில்லை என்பதும், எந்தத்
தொலைக்காட்சிச் சேனல்களையும் பார்ப்பதே இல்லை என்பதும்தான் அது. பாவம்,
என்னதான் செய்வார்கள் அவர்கள், அப்படி ஒரு வேலைப்பளு. நாட்டு நடப்பு என்ன
என்பதை ஊடகங்களைப் பார்த்துத் தெரிந்து கொள்ளக்கூட நேரமில்லாத இவர்கள்
முழுமையான விவரம் கிடைக்கப் பெறாததனால் பி.ஜே. தாமசைத் தலைமை ஊழல்
கண்காணிப்பு ஆணைய நியமனத்துக்குப் பரிந்துரைத்து விட்டார்கள். நம்மையும்
உச்ச நீதிமன்றத்தையும் நம்பச் சொல்கிறார் தலைமை வழக்குரைஞர் வாஹனவதி.
பி.ஜே. தாமஸ் மத்திய தகவல் தொலைத்தொடர்புத் துறை செயலராக
நியமிக்கப்பட்டபோதே, இவர்மீதான பாமாயில் இறக்குமதி வழக்கு பற்றிய விசாரணை
அத்தனை தொலைக்காட்சிச் சேனல்களிலும் பரபரப்பாக வெளியாகியது. தலைமை ஊழல்
கண்காணிப்பு ஆணையர் நியமனத்துக்கான பட்டியலில் பி.ஜே. தாமஸின் பெயர்
இடம்பெற்றிருக்கிறது என்று செய்தி கசிந்தபோதே, "தினமணி' உள்ளிட்ட
இந்தியாவின் நடுநிலை நாளிதழ்கள் அனைத்தும், தேசிய அளவிலான தொலைக்காட்சிச்
சேனல்கள் எல்லாமும் வரிந்துகட்டிக் கொண்டு, தவறு நடந்துவிடக்கூடாது என்று
மத்திய அரசை எச்சரித்தன.
எதிர்க்கட்சித் தலைவி சுஷ்மா சுவராஜின் எதிர்ப்புக்காவது
மதிப்பளித்தார்களா என்றால் இல்லை. பிரதமரும், உள்துறை அமைச்சரும்
திருடனின் கையில் சாவியைக் கொடுத்துக் காவல் காக்கச் சொன்ன கதையாக,
ஸ்பெக்ட்ரம் ஊழல் நடந்த தகவல் தொலைத்தொடர்புத் துறைச் செயலராக இருந்த
பி.ஜே. தாமசை, அவரது பின்னணி பற்றி நன்றாகவே தெரிந்தும், எதுவும்
தெரியாததுபோல, தலைமை ஊழல் தடுப்பு ஆணையராக நியமிக்கப் பரிந்துரை
செய்திருக்கிறார்கள்.
அரசியல் சட்ட நியமனம் என்பதால் பி.ஜே. தாமஸ் முன்வந்து பதவி
விலகாவிட்டால், நாடாளுமன்றம் கூடி மூன்றில் இரண்டு பகுதி உறுப்பினர்களின்
ஆதரவுடன் பதவி நீக்கத் தீர்மானம் நிறைவேற்றப்பட்டால் மட்டுமே, அவரைப்
பதவி நீக்கம் செய்ய முடியும் என்கிற நிலைமை. அதற்குப் பிரதமரும், உள்துறை
அமைச்சரும், அவர்கள் சார்ந்த கட்சியும், கூட்டணியும் ஆதரவு தெரிவித்தால்
மட்டுமே சாத்தியம்.
தான் எந்தக் காரணம் கொண்டும் ராஜிநாமா செய்வதாக இல்லை என்று பி.ஜே.
தாமஸ் தெரிவித்துவிட்டார். இதை எதிர்பார்த்துத்தானே அவரை அந்தப்
பதவியில் நியமித்தார்கள். தவறுக்குப் பொறுப்பேற்றுப் பதவி விலகப்போவது
பிரதமரோ, உள்துறை அமைச்சரோ அல்ல. முழுமையான தகவல்களைத் தரவில்லை என்று
காரணம்கூறி ஏதாவது ஒரு நேர்மையான அதிகாரி பலிகடா ஆக்கப்படுவார்.
பாவம் ஒருபுறம், பழி மற்றொருபுறம். இதுதான் "ஸ்பெக்ட்ரம்' உணர்த்தும்
பாடம்! வாழ்க இந்திய ஜனநாயகம்!

In 2008, the Southern Railway General Manager had ordered the renovation and upgrade of the Chennai-Coimbatore-Chennai Kovai and Chennai-Madurai-Chennai Vaigai Express trains to the standards of the Chennai-Tirupati Sapthagiri Express. The main work was to paste vinyl sheets on the floor and wall panel of the coaches. The accused allegedly quoted exorbitant rates for the materials. Since every purchase above Rs.50,000 required vetting by the Finance Department, the officials reduced the value of the indent to less than Rs.50,000 by splitting materials under different descriptions. “A joint inspection by the CBI and engineers of the Central Public Works Department (CPWD) conducted in the presence of railway officials revealed that the materials used for the renovation were of sub-standard quality. The guidelines of the Indian Railway Code for Mechanical and Store Departments were violated,” a CBI official said. A revaluation of the work by investigators in Kovai Express alone revealed a loss of Rs.50 lakh to the Railways. “Two different cases were registered and charge sheets filed in special courts in Chennai and Madurai recently. We have recommended the suspension of the eight officials as per the guidelines issued by the Department of Personnel and Training,” the official said. Trial in both cases would begin soon. |

லட்சணத்தைக் கவனித்தாலே போதும்! உண்மையைச் சொல்லப்போனால், தங்கள்
பைகளில் கொஞ்சம் சில்லறையைத் தேற்றிக் கொள்வதற்காக, அரசுக்கு வருவாய்
இழப்பை ஊக்குவிப்பதற்காகவே இவர்கள் பாடுபட்டு வேலை செய்கிறார்களோ என்பது
வெறும் சந்தேகமல்ல-உண்மையும் கூட.
அரசு ஊழியர்களால் அரசுக்கு ஏற்படும் வருவாய் இழப்பை மதிப்பிட இதுவரை
எவரும் முயன்றதில்லை. இழப்புக்கு அவர்களைப் பொறுப்பாக்கும் விதிமுறைகள்
இல்லாததும் ஒரு காரணம்.

Why the US fears Arab democracy

Anybody believing that Washington's "orderly transition" led by Vice
President Omar Suleiman (aka Sheikh al-Torture, according to
protesters and human-rights activists) could satisfy Egyptian popular
will believes Adolf Hitler or Joseph Stalin could have gotten away
with a facelift.
The young, urban masses in Egypt fighting for bread, freedom,
democracy, Internet, jobs and a decent future - as well as their
counterparts across the Arab world, two-thirds of the overall
population - see right through it.
Real "change we can believe in" (the Egyptian version) means not only
getting rid of the dictator of 30 years but of his torturer-in-chief,
who happens to be so far a key interlocutor of Washington, Tel Aviv
and European capitals, and a key exponent of a regime rotten to the
core, dependent on pitiless exploitation of its own citizens, and
receiver of US aid to pursue agendas virtually no one would vote for
in the Arab world.
"Orderly transition" may also be regarded as a ghastly euphemism for
sitting on the fence - way distinct from an explicit call for
democracy. The White House has morphed into a succession of white
pretzels trying to salvage the concept. But the fact is that as much
as Pharaoh Mubarak is a slave to US foreign policy, US President
Barack Obama is boxed in by geopolitical imperatives and enormous
corporate interests he cannot even dream of upsetting.
A crash course on 'stability'
To cut to the chase; it's all about oil and Israel. That's the essence
of Washington's foreign policy for the past six decades as far as the
Middle East, Arabs and the Muslim world at large are concerned. This
has implied coddling an array of dictators and assorted autocracies,
and sprinkling their countries with military bases. A crucial example
- the story on how the US Central Intelligence Agency (CIA) brought
down democracy in Iran in 1953. [1] Geostrategically, the code word
for this state of things is "stability".
Egypt plays out a very special strategic role. This is how Obama
himself spelled out the strategic value of Hosni Mubarak and his
regime when he went to Cairo in June 2009 to deliver his freedom
message to the Arab world; "He has been a stalwart ally in many
respects to the United States. He has sustained peace with Israel
which is a very difficult thing to do in that region."
So as one of the pillars of the "cold peace" with Israel, Egypt is a
paradigm. It's a bipartisan phenomenon, in US terms; Republicans and
Democrats see it the same way. There's the Suez Canal, through which
flows 1.8 million barrels of crude a day. But "partner with Israel" in
the 1979 Camp David accords is what explains all the billions of
dollars showered on the Egyptian military and the three decades of
unconditional support to the corrupt Mubarak military dictatorship
(and make no mistake, the US implication in that vast shop of horrors
is all documented in the vaults of the regime). On a parallel track,
"stability" also translates as a lousy quality of life for virtually
the totality of Egyptians; democratic rights of local populations are
always secondary to geostrategic considerations.
The dominant geostrategic status quo in the Middle East, that is that
is the Washington/Tel Aviv axis, has hypnotized Western public opinion
to accept the myth that Arab democracy = Islamic fundamentalism,
disregarding how all attempts of popular rebellion in the Arab world
over the past decades have been squashed. The Israeli government goes
beyond this equation; for Tel Aviv it's Islamic fundamentalism =
terrorism, ergo, Arab democracy = terrorism. Under this framework,
Mubarakism is an essential ally more than ever.
It's me or chaos
Yet the fact that former president Anwar Sadat made a deal with Israel
in 1979 in exchange of precious gifts from the US - a system
perpetuated under Mubarak - does not mean that Egypt and Israel engage
in French-kissing.
Take for example Egyptian state TV insistently spreading the blatant
lie of Israeli spies in the streets of Cairo disguised as Western
journalists; that led to concerted, terrifying attacks not only on
foreign journalists but on Egyptians working with them. And, believe
it or not, Mubarakism had the gall to include the Israeli Mossad,
along with the US, plus Iran, Hezbollah and Hamas as co-participants
in a huge conspiracy to overthrow it.
This happens while in fact it was the Jihad Amn-Ad-Dawlah ("The
Security of the State Apparatus") - the most sinister of the state
security agencies, a counter-terrorism unit with extremely close ties
with the CIA, the Federal Bureau of Investigation and Mossad - that
unleashed its goon squads over the protesters and foreign media alike,
funded by the billionaire cronies of Mubarak's son Gamal (who has not
fled to London after all).
To add to the perversity, Mubarak then says he's "fed up" and wants to
quit but can't because otherwise there will be chaos - the chaos the
regime's own goons provoked; meanwhile his number two, Suleiman,
blames the Muslim Brotherhood for the "riots".
As much as the revolution threatens the political survival of an
entire ruling class in Egypt - including the current military junta of
Suleiman, Prime Minister Ahmed Shafiq, Defense Minister Field Marshal
Mohamed Tantawi and Lieutenant General Sami Annan, chief of staff of
the army - the new young actors, because they are an expression of
local communities, are not manipulated by foreign powers. These are
new, more autonomous, more unpredictable, more self-respecting actors.
Another factor to scare the US "stability" myth.
What's most extraordinary is that as these new actors emerging in the
Maghreb, Mashrek and Middle East directly collide with the Israeli
obsession in keeping the extremely unbalanced status quo (which
includes the genocide in slow motion of Palestine), they provoke a
major strategic clash between US interests and Israel.
The Obama administration had understood that the absolutely crucial
issue to be solved was the Palestinian tragedy. Now the administration
is absolutely helpless to deal with an Israel under the acute paranoia
of being encircled by "hostile" forces; Hezbollah in Lebanon, Hamas in
Gaza, an ever more assertive mildly Islamist Turkey, a "nuclear" Iran,
an Egypt dominated by the Muslim Brotherhood ...
Truth will set you free - maybe
"But I do have an unyielding belief that all people yearn for certain
things: the ability to speak your mind and have a say in how you are
governed, confidence in the rule of law and the equal administration
of justice, government that is transparent and doesn't steal from the
people, the freedom to live as you choose. These are not just American
ideas. They are human rights. And that is why we will support them
everywhere."
This was Obama in Cairo in 2009. Is America really supporting these
rights now that Egyptians are willing to die for them?
As much as Obama went to Cairo to "sell" the case for democracy (and
one may say he's succeeded), one may bet that the Washington
establishment will do all it can to try to "damage control" really
democratic elections in Egypt. The financial markets and Machiavellian
politicians (and we're not even considering rabid rightwingers) are
almost praying for the Brotherhood to become an alternative reality so
they can finally legitimate the concept of an Egyptian military
dictatorship forever.
It escapes them that the real actors in Egypt, the urban, middle class
masses - the people peacefully protesting in Tahrir square - know very
well that fundamentalist Islam is not the solution.
The two top mass organizations in Egypt are the Brotherhood and the
Christian Coptic church - both persecuted by the Mubarak regime. But
it's new movements that will be crucial in the future, such as the
young labor activists of April 6, associations of white and blue
collar workers, as well as the New Wafd Party, a revival of the party
that dominated Egypt from the 1920s to the 1950s, when the country had
real parliamentary elections and real prime ministers.
The Brotherhood hardly would get more than 30% of the votes in a free
and fair election (and they are firm believers in parliamentary
democracy). They are not hegemonic, and definitely not the face of the
new Egypt. In fact there's a strong possibility they would evolve to
become similar to the AKP (Justice and Development Party) in Turkey.
Moreover, according to a recent Pew poll, 59% of Egyptians want
parliamentary democracy, and 60% are against religious extremism.
Egypt essentially makes money out of tourism, tolls in the Suez Canal,
manufacture and agricultural exports, and aid (mostly military) such
as the annual $1.5 billion from the US. It badly needs to import grain
(the reason behind increasing food prices, one of the key reasons for
the protests). All of this spells out a dependency on the outside
world. The Egyptian souq (the bazaar), with a large Coptic Christian
community, totally depends on foreign tourists.
It's fair to imagine a really representative, democratic government in
Egypt would inevitably open the Gaza border and de facto liberate
hundreds of thousands of Palestinians. And that those Palestinians,
fully supported by their neighbors in Egypt, Lebanon and Syria in the
fight for their legitimate rights, would turn the "stability" of the
region upside down.
So it boils down to the same old song. For bipartisan Washington,
there are "good" democracies (those that keep serving US strategic
interests) and "bad" democracies which vote "wrong" (such as in Gaza,
or in a future Egypt, against US interests).
This is the dirty secret of the "orderly transition" in Egypt - which
implies Washington only meekly condemning the bloody Mubarakism wave
of repression of protesters and international media. That's considered
OK - as long as the military dictatorship remains in place and the
glacial status quo is maintained. Moreover, sacrosanct Israel came out
swinging praising Mubarak; this also means Tel Aviv will do everything
to "veto" Mohamed ElBaradei as an opposition leader.
You're talking to me?
Washington after all bought Egypt and its army. Suleiman works for
Washington, not Cairo. That's another meaning of "stability".
Washington never really cared about Egypt's martial law, the crushing
of labor demands, the human rights abuses, not to mention the high
unemployment among the young, and college graduates barely surviving
under a mega-corrupted system. Over the years, "stability" literally
killed a Nile of labor activists, young idealists, human rights
workers and progressive democrats.
In a sane world - and if Obama had the will - the White House would
back people power unconditionally. One can imagine, in terms of
improving the US's image, what a roaring success that would be.
For starters, it would instantly erase the perception in the Arab
street that Mubarak's Frankenstein response - totally ignoring Obama -
shows how the dictator believes he can get away with it. One more
instance of US irrelevance in the Middle East - the tail wagging the
dog.
Shameless self-aggrandizing Mubarak must have thought; if Israeli
Prime Minister Benjamin Netanyahu can publicly humiliate Obama, why
not me?
The Arab street is very much aware how the Mubarak system was bribed
to send natural gas to Israel at ridiculous prices; how it enforces
the blockade against civilians in Gaza; and how, bribed by the US, it
acts as Israel's bouncer. Netanyahu stealing Palestinian land or
starving Gaza to death, and Mubarak using billions in US military aid
to crush people power - this is all seen by the Arab street as
supported by Washington. And then clueless US rightwingers carp on
"why do they hate us".
Obama saying to Mubarak "now" means "now" - and meaning not only
himself but the whole gang in uniform - would alienate the hyper-
powerful Zio-con lobby. Not such a bad deal, considering that after
all the oil is in Arab lands, which double as the crux of Middle East
politics. But that won't happen. "Orderly transition"? Beware of what
you wish for.

Swamy may seek to implead Karunanidhi as ‘accused'
New Delhi, Feb. 5:
A Delhi court on Saturday directed the CBI to submit a report by
February 22 on whether the ambit of its probe in the 2G spectrum case
encompasses the national security aspects as alleged by the Janata
Party President, Dr Subramanian Swamy.
Dr Swamy, in his complaint before the Special CBI Judge, Mr Pradeep
Chaddah, is seeking the prosecution of the former Telecom Minister, Mr
A. Raja, in the 2G case.
Dr Swamy claimed that the Home Ministry has held Etisalat DB a
national security risk, since it has links with the intelligence
agency of a neighbouring country.
Dr Swamy had also alleged that the shares of the 2G licence holder,
Swan Telecom, were illegally sold to Etisalat DB.
Enough evidence
Meanwhile, claiming enough evidence, Dr Swamy said he would move an
application before the court seeking to implead the Tamil Nadu Chief
Minister, Mr M. Karunanidhi, as an accused in the 2G case, along with
others.
In another development, the Comptroller and Auditor General, Mr Vinod
Rai, who was summoned by the court to depose as witnesses on Dr
Swamy's complaint, submitted through his counsel a certified copy of
the CAG report on the 2G scam to authenticate its findings.
In an earlier hearing, Dr Swamy had testified before the court that
his complaint against Mr Raja made a prima facie case, and that it was
confirmed by the CAG report.
On making Dr Swamy a deemed Public Prosecutor under the provisions of
the Prevention of Corruption Act, the court had then asked for
authentication of the CAG report by examining CAG officials. Since
another case of the arrest of Mr Raja and his two alleged associates
in the 2G scam by the CBI is being heard by another Special CBI court
in the National Capital, the court hearing Dr Swamy's complaint asked
if the proceedings in the case can continue, because there is an
overlap in the subject matter.
A decision on whether Dr Swamy's complaint should be clubbed with the
CBI case and heard together by any one of the two courts, will be
taken on February 22.
Till then, there will be no further proceedings in Dr Swamy's case. Dr
Swamy had contended that the hearing of his case should continue as it
covers more aspects than the CBI case.

Many former officials now with Devas

CHENNAI: Several former technocrats of government agencies, especially
the Indian Space Research Organisation (ISRO), are associated with
Devas Multimedia, which is now at the centre of a controversy over its
2005 agreement with the country's space agency.
A look at the profile of officials in the top management of Devas, its
board of directors and its panel of advisors shows that the
Bangalore-based company has brought together communications engineers
and other experts formerly employed by ISRO, the Department of
Telecommunications and formerly state-run Videsh Sanchar Nigam Ltd
(VSNL).
Besides its Chairman M.G. Chandrasekhar, who joined ISRO in 1973 and
later became its Scientific Secretary and member, Apex Management
Council, the company's Chief Technology Officer D. Venugopal and
Associate President, Business Development and Marketing, Mukund Rao,
had been in ISRO in different capacities.
Its Board includes Kiran Karnik, former president of NASSCOM, who has
served ISRO in various positions for 20 years, according to Devas
Multimedia's website.
Two of the company's Senior Advisors — Jai Singh and K. Narayanan —
had also held senior positions in ISRO in the past. B.K. Synghal, a
Senior Advisor, is a former Managing Director of VSNL, while another,
R.N. Agarwal, was a Wireless Advisor in the Department of
Telecommunications.
Mr. Chandrasekhar, according to the website, “joined ISRO in 1973 and
held various techno-managerial positions and played a key role in
developing IRS (Indian Remote Sensing satellite series) and INSAT
(Indian National Satellite) programmes and operating its fleet of
satellites.” He was also Managing Director of WorldSpace India, a
pioneer in digital satellite radio services.
Mr. Venugopal, it says, was Deputy Director, Satellite Communication
Programme, in ISRO headquarters from 1989 to 1998. He had earlier been
a System Engineer in ISRO's Space Application Centre. Still earlier,
he was Deputy Engineer-in-charge at VSNL.
Mr. Rao was associated with the National Natural Resources Management
System, an inter-agency programme aimed at optimising use of natural
resources based on remote sensing data. Its secretariat is in ISRO
headquarters.
Among the Devas advisors, both Mr. Jai Singh and Mr. Narayanan were
directors of ISRO's satellite communications programme. Mr. Singh was
the first programme director for INSAT and had also been Director,
Spectrum Management. Mr. Narayanan was “closely associated with INSAT
since its inception,” according to the website.
Besides Mr. Chandrasekhar and Mr. Venugopal, other Directors on the
Devas Multimedia board are its president and CEO Ramachandran
Viswanathan, who had been Managing Director of Forge Advisers, a
strategic consultancy, and a senior official with WorldSpace and
broadband internet company Cidera; Rajendra Singh, Chairman and CEO of
Telcom Ventures; Arun Gupta of Columbia Capital; Kevin Copp of
Deutsche Telekom AG; Mr. Karnik, A. Murugappan, an investment banking
consultant; and Gary Parsons and Larry Babbio, both associated with
telecom companies abroad.
V.R. Katti, ISRO's Geosat Programme Director, is the nominee of ISRO
and Antrix Corporation, its commercial arm, on the Devas Board, which
also includes Shyam Tandon, an educationist, and Sameer Karwa, an
industrialist.

"No government wants a strong judiciary," was how the Supreme Court
today expressed its exasperation over the low budgetary allocation to
the judiciary.
A Bench of Justices G S Singhvi and A K Ganguly said less than one per
cent of the budget is allotted to the judiciary which is facing a huge
infrastructural problem and shortage of manpower.
"No government wants a strong judiciary. It is only on paper. Look at
the budgetary allocation. It is less than one per cent," the Bench
remarked while pointing out that the judiciary is overloaded and a
large number of courts need to be set up across the country for speedy
justice delivery.
Pointing out the infrastructural problem and growing vacancies in the
judiciary, the court said: "It is a very very difficult situation. If
by chance the government does it (setting up more courts), then we
have difficulty in getting competent people."
The court's remarks came while hearing a petition filed by former
Samajwadi Party leader Amar Singh on a phone-tapping case. It
expressed its displeasure over the tardy of progress in the trial of
the case.

Learning language the animated way

NEW DELHI: Ten children from villages and slums on the outskirts of
Delhi were the chief guests at the launch of ten books and animated
stories authored by former President A. P. J. Abdul Kalam and former
IPS officer Kiran Bedi.
“Legendary Lives”, published by Puducherry-based BookBox, is a series
of children's books and animated stories, distributed by Orient
BlackSwan, which brings to life anecdotes from the life of “icons we
tend to glorify from a distance”.
National Skill Development Corporation MD and CEO Dilip Chenoy was the
guest of honour at the launch where BookBox co-founder Brij Kothari
spoke about use of technology for mass literacy. A social enterprise
born from a student-led business plan competition at Stanford
University in the United States, BookBox came up with the concept of
“AniBooks” or animated stories to support early literacy and language
development. BookBox's mission is “a book for every child in her/his
language”. The books are targeted at children between five to ten
years of age.
“We've been to village after village and not found a single children's
book there. We felt compelled to do something. BookBox is our answer
to delivering the reading experience to children, on screens that they
already watch,” said BookBox COO Nirav Shah.
Initiative
Ms. Bedi appreciated the initiative and said she was “glad” to share
her life's experiences through “Legendary Lives”. Since children love
to watch cartoons, AniBooks have animated stories with subtitles in
the same language as the audio. Same language subtitling or “SLS” is a
scientifically proven technique that supports literacy and language
learning because it is known to cause an automatic reading response.
