Is this a bug in Firefox?

Hello-

This doesn't seem correct. Create a popup element in the xul
overlay of the browser, attach it to anything in the browser (try the
urlbar, but it will work with anything including the browser object
itself). Show the popup with showPopup() in javascript. Everything
looks great. Now set the height of the popup using either sizeTo or
the height attribute to 400. The popup size is correct, but the
browser itself is also shifted down by (what seems to be) the same
size! That is correct, there is a huge blank space where the browser
menu should start, and the menu itself is shifted down.

Sounds more like a Gecko bug than a Firefox one, but either way you
should probably go to https://bugzilla.mozilla.org and file a bug with
a test case to help people investigate it.
