Hi all,

I noticed this issue a few days back on Twitter and tagged Tony Kurian - who had faced a similar issue a while back, where intervention via media calling then JS Mukesh Jain resulted in magical release of funding (even though he bluffed to journo!) .

DEPwD is dispensing authority., from what I've read. (Earlier the delay was with UGC as observed by the Parliamentary Standing Committee but once candidates selected and list sent, DEPwD solely in charge). Canara Bank email also indicates funds not disbursed by DEPwD and even first instalment not received by people so it's not a question of respective university utilisation certificate. Meenakshi has dug into some budget documents and done some work on NFPwD - she sent me some info today that I'm yet to come to. The bad news is that all scholarship / fellowship schemes were merged a few years back so we cannot pinpoint exact amounts - but that's for a more formal letter later.

As of now, Anuj et al,

1) Please create a Google form with the proposed letter and urge other NFPwD awardees to endorse - on Twitter itself there are quite a few - Sanjay Bhairav, Sandeep Kalyan, Govada Venkateswara Rao - and some from months earlier etc. Share it to my email id - do NOT use Google inbuilt email collection ((it throws inaccessible / tough CAPTCHA challenges for blind), in stead ask for email as a separate mandatory field

2) Also call this person from DEPwD tomorrow - she's in charge of scholarships as per Who's Who. https://disabilityaffairs.gov.in/content/page/who-is-who.php

Ms. Beena E. Chakravarty, Deputy Secretary (Admin, ADIP, ALIMCO, Vigilance, Scholarship,DBT, GST)

The Under Secretary number is not listed -  Ms. Sureksha Sharma, US (Scholarship, CCPD,Vigilance)

Let's get this sorted with the week. This delay is unconscionable. Wish we'd known about this earlier. (NFPwD fellows you should organise into an at least informal association so that this doesn't recur. Who has spoken to MSJE / DEPwD so far, when and what did they say?)

Thanks, Ramesh, for raising this concern here. I think, among other important things, this must also be considered to be taken up by the fellow activists and academics working on issues around disability. Not having received a penny out of the fellowship amount, I am in the exact same boat. While my financial constraints are not as stringent at the moment, I understand your concern and second your opinion that we must collectively raise it for the immediate disbursement of fellowships. I am of the opinion that a public letter must be immediately issued to the Department of Empowerment for Persons with Disabilities in this regard. We could also consider seeking appropriate intervention by the CCPD or judiciary in this matter. What does everyone think about this?

No, sir. I sent this email to this group consciously with the hope that all disabled research scholar ' s problems will come to lime light and subsequently redressed. I have sent this not only to this group but also other persons concerned. Please support all the disabled research scholars who have been waiting for the fellowship amount since February 2021(20 months). I know, there are many VIPs in this group and I request you all to help us getting our 'rights' (fellowship).

If you think that it is not fair to send such mail to this group, please forgive me.

Thank you.
