What is the optimal settings for best download bandwith

I have cable internet, around 5 MB/s download, thats around 40 Mbits/s download speed.

Are there any general settings for concurrent stream downloads, concurrent converter opeartions, concurrent chunk download, prefetch chunk count, so that I use as much of my bandwidth as possible ?

I currently download at around 2 MB/s, is it also dependend on the website I download from (maybe they throttle to save bandwidth on their side ?).
