On a singular case v8 fast api degrades performance on v8 13.6

We have an example of a regression caused by a v8 fast api addition. I think it's worth investigating: https://github.com/nodejs/node/pull/58080

On a singular case, text-encoder performance is decreased by 8.5%.

I replied to the pull request. At a first glance the results are not at all surprising, as you are using the "fast API" in a situation where using the "fast API" makes no sense.
