Spam and off topic emails

Hi everyone,

I am one of the moderators of this community. Its purpose is for discussion of:

* The Open Government Plan
* The Interagency Open Government Working Group

* Related topics

Individuals who send emails unrelated to the purpose of this google group will be encouraged to send messages only on topic; those who persist will have their settings changed so that all messages need to be approved before transmitted. Individuals who send spam messages will be banned.

I'd also encourage folks to compose their thoughts prior to sending an email. Sending multiple emails on the same topic within a matter of a few minutes (that are not responding to emails from others) overloads people's inboxes and degrades the value of the google group.

Hello,

I may have missed it, but I have not been able to find any email, prior to Daniel Schuman's (below) describing the guidelines/protocol for posting to this group (and who the moderators are).

There have been many times, over the years, that I have been tempted to invite non-subscribers to join the group .. but I was concerned that, if publicized too much, that it would result in un-moderated off-topic postings.

It seems to me that it would be "on-topic" to share and discuss the "best practices" for public discussion in an email-group .. especially one about "open government".

Maybe we could use ChapGPT to get us started .. or improve on any existing guidelines.

I am interested to hear what others here think.

Hey Stephen,

I would welcome you and anyone interested in generating or highlighting best practices for this email discussion listserv to connect, collaborate and, when finished, report back any recommendations you see fit. If you are willing, perhaps folks could email you directly and you could set up a discussion group on that topic? I would welcome an email announcing the formation of such a group (for those interested) and an email reporting back its findings, so people know where they could participate. This list, however, is not the best space for those discussions.

For what it's worth, there appears to be significant amounts of pre-existing work on listserv best practices, such as here and here and here. Listservs are a known quantity for many people and I am unsure whether any further work on this topic is needed.

The "about" page on the Google groups describes the purpose of this listserv as a place to discuss:

•     The Open Government Initiative
•     The Open Government Plan
•     Freedom of Information Act efforts
•     Open Data projects
•     Citizen Engagement

I'm going to continue to keep discussion focused on those topics.

I wanted to bump this thread, since it seems to still be unclear who has moderation privileges here. You can find that information at the About page: https://groups.google.com/g/us-open-government/about

As you can see, Gray Brooks and Phil Ashlock are owners on the USG side, and Daniel Schuman is the owner on the civil society side. He is the moderator.

Since the meeting immediately ran aground upon an off-topic comment that was not responsive to the agenda and topic, you might consider how to implement your proposed norms.
