unmanaged-cluster has been merged into main

The long-running standalone-overhaul branch[0], which featured the implementation of unmanaged-clusters, has been merged into main. This closes proposal 2266, Offer minimal deployment model that supports development and experimentation of Tanzu[1].

We're excited to introduce this alpha capability to users in the upcoming v0.10.0 release.

Those interested in trying this model before v0.10.0 can visit the README[2]. A binary (unmanaged-cluster) can be produced from source by running `go build` in the cli/cmd/plugin/unmanaged-cluster directory[3].
