It's basically a case of working up through possibilities. If you can access the router settings, check it's running at the highest speed; if it allows guest networks, try one of them. Deleting and reinstalling the apps, and so on.
Does she update iOS within the phone or via a Mac/iTunes etc? I'd try waiting until the next update is offered (turn off automatic updates on the phone) then do it via the Mac as it seems to use a more basic version (Sam may know more details). It's halfway to restoring but much simpler.
Sorry, these are rarely simple. It's a case of resetting things and escalating until something works.
