Lutz's effect is applied after the referendum is resolved (like Armin Brenner,
Donal Cargill, Guru, and Treachery).
If Lutz is in play to trigger the effect, the effect will happen, even if he is
no longer in play when the effect is to be applied.

P.S. And, as long as we're listing effects, note that Poison Pill's effect is
stuffed into the referendum's resolution (by card text), rather than being held
until after resolution.
So if I play 3 poison pills to xins AncInf if xe control an 11 cap and
have 9 pool, xe will be ousted?

So who gets the oust?
One to you, one to your predator, your predator gains 6 pool.
Lutz's predator gets 1 VP for ousting Lutz' controller (during referendum
resoltuion). Then she gets 1 VP for ousting her new prey (Lutz's controller's
prey) after referendum resolution.
