any one knows if pentweret can steal a tunnel runner recruited with a
charisma or powerbase tshwane?
Pentweret ability states that he can steal a minion with recruting
cost of less than 4 and the tunnel runner cost 4

Charisma reduces the cost of the action. It doesn't continuously
reduce the ally's cost. It isn't on the ally. Likewise Powerbase:
Tshwane.
