Echo of Harmonies vs DI Question

IIRC, in the old days there was a ruling that when replaying the
Echo'ed political action, you could not use Direct Intervention to
cancel it (since it was not played in the normal manner such as with a
Concealed gun).

With its reprinting in Legacies of Blood, Echo of Harmonies had a
slight text change which has resulted in some minor changes (i.e. the
card is now burned if the political action is blocked). Does the new
card text also mean that the PA can now be canceled (via D.I.) since
you're playing it as if from your hand? Just checking.
