Quepy windows installation

Hi, I am trying to install quepy on windows but I have an issue. In this step http://quepy.readthedocs.io/en/latest/installation.html#checking-the-installation

I can’t run this command as there are no executable file named quepy. Any suggestions? I read the mailing list and I did not find anything. I appreciate your help.
