I cannot build it on visual studio. at first there was an exception that it cannot find libgtk4.1.dll on my machine.
Then I downloaded
pacman -S mingw-w64-x86_64-gtk4
then the same occured again.
When I copied libgtk4.1.dll to the bin folder I get the exception from the attachment

From the second error it sounds like you may be missing more libraries
like libadwaita. But I'll warn you that the master (GTK4) branch is
likely not usable currently on Windows regardless, as it's waiting on
some Windows-specific bug fixes from the next release of the gir.core
library (the GTK bindings)
