I was pleasantly surprised a few days ago to receive a totally unsolicited email from Commander Perry Abbott, who is the Secretary to the Standing Council of the Baronetage. A copy of his email is attached below.
 
"Dear Mr Rayment,
 
Apart from my duties as Secretary of the Standing Council of the Baronetage, I am editor of the 2011 edition of the Official Roll of the Baronetage.  I have just completed a full review of all extant Baronetcies, with access to the master folios of the Roll held within the Crown Office.  This review has identified an increased number of Dormant Baronetcies (compared with the 2006 review), where no formal claim to a succession has been made within five years of the death of baronet who had 'proved' his succession and been placed on the Official Roll.  I attach a copy of the list which, as far as the Assistant Registrar of the Baronetage is concerned, is correct up to 31st December 2011.  I hope you find it useful.
 
The full Official Roll of the Baronets is currently with the printers and should be published within the next month or so.

The list to which he refers is a word document which updates to 31/12/2011 the listing of unproved successions. The list currently shown on the Standing Council's website is only correct up to September 2008.
 
I have not attached this file, as I suspect it would not make it through to the newsgroup. Is this the case? How can I get a copy to interested members?
 
The list raises a number of questions - for example, it treats a couple of baronetcies which I viewed as being extinct as merely "vacant" - viz Beaumont (E 1661) and Blount (E 1642)
It also shows under "Nicolson of Lasswade" that the 13th baronet died in 2008. Who is this 13th baronet? I thought that the baronetcy became dormant upon the death of the 12th baronet in 1961, but the inference is that someone has proved his succession after that time.

Congratulations on this Leigh. A great testament to the high regard in
which your efforts are held even in official circles. Your website is
the unchallenged standard against which many people (this peep
included) judge other online offers. I know I regularly plug it here,
but it's so easy to use as it doesn't try to give opinions or
theories, unless backed up by solid facts and research. And any
footnotes are relegated to the end of the lists, thereby minimising
scrolling to find names etc. There are plenty of sites out there
giving other information (and I applaud those) but what this poster
regularly needs is a very accurate and realiable and complete list of
the peerage, baronetage etc, as a quick reference and aide memoire.
And I certainly get that from your site.

The rest of the group may bask a little in the warm glow of your
achievment, as we regularly feed into the site via this one. But
that's not to detract from the enormous effort from you, Leigh, to
ensure your records are as accurate and as up-to-date as they can be.

Most interesting, I noted that a few of those baronetcies where the
succession had not been proven-- are attached to peerages. Surely
where a baronetcy has followed the succession of a peerage, and the
succession to peerage has been proven, then surely there should not
have to be a separate process for the baronetcy?

Re peers claiming their baronetcy/ies at the same time as establishing
peerage claim. I suppose it's down to the family to do this though.
The governing authority can't just assume a baronetcy follows a
peerage. There have been occasions when peerages have split from the
baronetcy.

Through my copies of 'BLG-the Kingdom of Scotland' and 'Burke's
Peerage and Baronetage,106th Edition',it states the present 4th Lord
Carnock,recog. Chief of Clan Nicolson holds both his own hereditary
Baronetcy of Carnock(cr.1637) as the 14th holder,as well as from 1984
successfully claiming the Baronetcy of Lasswade(cr.1629) as the 16th
holder on the basis he proves he was the nearest surviving male heir
as senior lineal descendant of the 1st Bt. of Carnock,younger bro. of
the 1st Bt. of Lasswade.Of the latter,I am unsure of its intervening
history from the Shetland-based holders down to the noted Sir Harold,
12th Bt.(d.1961);so who are or were the 13th-15th Bts,bearing in mind
the present Lord Carnock's father might have been classed as a DE JURE
and DE FACTO holder(1961-82), unless the numeration is being confused
with the Carnock one?

On the matter of the cited 'vacant' baronetcies such as Beaumont and
Blount,looking at their last printed Burke's genealogies,there is
slight optimism that claimants might eventually come
forward,especially as the 1st,2nd and father of the 4th Bt.Blount
seems to have had left ygr. sons with extant progeny,not including the
putative extant family of Bt.Blunt of London(cr.1720).The Beaumont
entry implied that the 6th and 9th Bts. might have had ygr. brothers
leaving lost issue.

Agree on that point Richard but those are usually Scottish peerages
with remainder to heirs general, which overall represent a small
percentage of the overall peerage. How many peerages of the UK, GB or
England ((Writ of Summons aside) or Ireland have a remainder that
differs from that of the baronetcy? Unless the baronetcy is a
collateral to the peerage, in which case the latter may sometimes
become extinct.

My example of a split in titles is just one reason why there may not
be a claim for the lower honour. But the simple rule is the onus for
claiming a title rests with the family on whom it is conferred. The
state cannot get involved in the expense and time of doing this work
on a family's behalf. There are practical reasons for this as well as
an eye to taxpayers' who would not stand for it. It is an honour after
all, and if families are keen to posses it they must do something
towards gettting it. It's unreasonable to expect it to fall on them
with no effort on their part, in this day and age (however we may
lament modern times in this respect). Of course, most families now in
this situation are as unconcerned about getting the title as the
public at large. Certainly that is the attitude in my experience when
speaking to such families. (Again, however much we etc etc,,,)

Well in all honesty if you are the son of a particular Bart of
hereditary Peer, and you are born within wedlock, Debretts and Who's
Who will usually list you as being the next peer or bart, that is good
enough for most and good enough for me. There is not automatic seat to
be had, so why go the expense or effort?

Yes, I imagine that is the attitude some families take, and won't mind
that if someone calls the Standing Council who tells them they don't
recognise the title holder, however strong his claim. Other families I
know simply don't use the title because, a new, young, self-made,
generation simply don't get the point of them (I'm not expressing a
view here, just the views of people I've come across).

Perhaps the council needs to review the way that it does business,
least it become redundant-- unless there is a succession by a distant
collateral to which another distant collateral is disputing; then I
don't see why they are needed.

These things (titles and who should succeed) cannot be left to the
families. There has to be some uninterested arbitrator in such
matters. Although it seems to readers of peerages that successions are
straightforward, there must be a mechanism whereby successors, even
heirs apparent, are asked to prove their claim. It is not entirely
unknown for an heir to be born out of wedlock, unknown to himself,
until he has to prove his legitimacy. Or for an heir to have an elder
sibling, again possibly unknown to himself, who is the product of a
previous, if secret, legally binding marriage. These are just a few
examples of why regulation is needed. I'm sure other examples can be
made.
If someone aspires to an honour (and I've already said that in this
day and age many so entitled don't - however much this group may
deplore such an attitude) then it is reasonable to expect them to make
some little effort towards making it official. They wouldn't want
someone else assuming the title, which is what might happen if there
was no regulation in such matters.

As a result of Perry Abbott's recent email regarding the revised list of unproved successions, I have exchanged a number of emails with him (and William, I agree that he IS a "good egg").
While there are still a number of unresolved queries, the following pieces of information may be of interest to this group......
 
* Ranchhodlal/Chinubhai - members may recall my post of 3 October 2009 in which I advised that an Indian correspondent had asked whether I knew who had succeeded to this baronetcy on the death of the 3rd baronet in 2006. Perry Abbott tells me that the SCB has no knowledge of this death. I can find no mention of it in a search of Indian newspaper archives, and, as I only have the word of one correspondent (from whom I have never heard again), I have raised the 3rd baronet from the dead pending further confirmation.
 
* Hutchison of Rossie - according to Burke's, the 2nd baronet Hutchison of Rossie died in January 1998. However, Burke's also states that the 2nd baronet Hutchison of Thurle also died in January 1998. It seems to me that it would be an amazing coincidence that two Sir Peter Hutchisons, both 2nd baronets, died in the same month, which leads me to believe that Burke's has made in error in relation to the Hutchison of Rossie baronetcy. In any event, Perry assures me that Sir Peter Hutchison of Rossie is still alive, and I've adjusted my listings accordingly.
 
* The only baronetcy which I couldn't find in either the current listing of baronets or the listing of those with unproved succession was that of Lawes (sometime Lawes-Wittewronge) [UK 1882]. Perry informs me that the 5th baronet died in 2009, and that the baronetcy became extinct on his death. I don't believe that this group ever picked up on this death/extinction.
 
* Sir Frederick William John Hervey-Bathurst, 8th baronet of Lainston [UK 1818] has proved his succession within the last couple of days.

Yes, some excellent additional intelligence Leigh. 'Perry' obviously
proving a most useful contact! I Suppose the SCB must often rely on
families for their information - and sometimes the families are not
very forthcoming!
I see Debrett's still lists the 3rd Chinubai Bt as living, and notes
that the Lawes Btcy became extinct in 2009. Strange that none of the
group picked up the latter whilst flicking through the latest edition.
Still, the perfect poster, just like the perfect peerage, has yet to
be born I suppose!

Sir Saxby Gregory Foster 4th Baronet of Bloomsbury (UK cr 1930) is now listed as the holder of the baronetcy on the Official Roll of the Baronetage after a break of 11 years or so

The Jacobite baronetcies are not listed on the Official Roll.  I doubt if the Crown considers them to have been validly granted.

Sir Stephan Gerard Boreel (otherwise known as Stephen Gerard Boreel), 14th Baronet is now entered on the Official Roll of the Baronetage.  The Boreel baronetcy (E 1645) has not appeared on the Roll since the death of the 13th Baronet in 2001

Carnock,recog. Chief of Clan Nicolson holds both his own hereditary
Baronetcy of Carnock(cr.1637) as the 14th holder,as well as from 1984
successfully claiming the Baronetcy of Lasswade(cr.1629) as the 16th

slight optimism that claimants might eventually come
forward,especially as the 1st,2nd and father of the 4th Bt.Blount
seems to have had left ygr. sons with extant progeny,not including the
putative extant family of Bt.Blunt of London(cr.1720).The Beaumont
entry implied that the 6th and 9th Bts. might have had ygr. brothers
leaving lost issue.

Apart from my duties as Secretary of the Standing Council of the Baronetage, I am editor of the 2011 edition of the Official Roll of the Baronetage.  I have just completed a full review of all extant Baronetcies, with access to the master folios of the Roll held within the Crown Office.  This review has identified an increased number of Dormant Baronetcies (compared with the 2006 review), where no formal claim to a succession has been made within five years of the death of baronet who had 'proved' his succession and been placed on the Official Roll.  I attach a copy of the list which, as far as the Assistant Registrar of the Baronetage is concerned, is correct up to 31st December 2011.  I hope you find it useful.

 
The full Official Roll of the Baronets is currently with the printers and should be published within the next month or so.

The list to which he refers is a word document which updates to 31/12/2011 the listing of unproved successions. The list currently shown on the Standing Council's website is only correct up to September 2008.

Sir Arthur Grey Hazlerigg, 3rd Baron Hazlerigg has been entered on the Official Roll of the Baronetage as 15th Baronet Hazlerigg of Noseley.  He succeeded in 2002.

As he is described on the Roll as 3rd Baron Hazerigg we can probably assume he has also proved his claim to the peerage and will be on the Roll of the Peerage when the next edition is published

He has lodged a petition with the House of Lords to go on the Register of Hereditary Peers  to stand as candidates in by-elections to the House

Sir Henry Justin Wardlaw has been entered on the Official Roll of the Baronetage as the 22nd Baronet Wardlaw of Pitreavie.  This baronetcy has not been on the Roll since the death of the 20th Baronet in 1983.
