Is there a sandbox to test OpenSocial gadgets/applications, which does
not belong to any social networking website?

You can download shindig and run it locally.

Functionality is a bit limited.

I used to use partuza locally sometime ago, but dont know if it stills running, since shindig changed a lot.

I did try to install and run Partuza but I experience some problems. 
Another guy faced similar problem: http://groups.google.com/group/partuza/browse_thread/thread/1ccec06037267fc0?pli=1, which is not resolve yet.
