Yes, OpenEVSE must connect to protective earth. PE from the EV, OpenEVSE Ground, and AC PE should all be tied together.

In Europe the IEC defines another pin called Proximity Pilot PP (not to be confused with J1772 proximity) that does connect to the EVSE to signal the ampacity of the cable. PP is not supported with the current version of OpenEVSE.
There is nowhere for it to be connected...
OpenEVSE should connect to Protective Earth (Ground), J1772 pilot, relay output(s), AC H and N, and AC test H and N (EV side of relays).
J1772 proximity and IEC Proximity pilot are not connected.
I managed to test my Open EVSE Plus unit today, and everything seems OK! I connected PP to PE, and also Open EVSE Ground to PE, after info I got from this thread.
