Is there a way to manually set the completion date?

Is there a way to manually set the completion date, so that it won't have to depend on the date the task was ticked off?  Yes, the completion date can be edited, but such revision won't adjust the recurrence schedule of the task that has been previously set to regenerate within a certain period after its fulfillment.

Not sure, but you could try to export the full database in xml (File, export, mlo XML), open the XML file with a program like GEANY or NOTEPAD,
use CONTROL + F to find the task you what to edit, edit its completion date, save, open a new empty MLO database , reimport the XML file you previosly edited, and you should be good to go. Now use this database instead of the previous one

1. Disconnect your device from all networks (to keep the date/time from resetting)

2. Close MLO (if this doesn't work, try again with a reboot at this step)

3. Set the date and time for when you want the task marked completed

4. Start MLO

5. If the task is currently showing as completed, incomplete the task

6. Stop mlo (or reboot)

7. Reconnect networks and be certain the current date/time is correct

8. Reopen mlo
