commit access to build-helper-maven-plugin

hello!

i would like to take care of the build-helper-maven-plugin to make it compatible again with the latest Maven versions.
see my post [1] for details.

what is needed to get committer rights on this plugin? i'm committer for some apache projects (sling, felix), have lot of experience in OSS projects.

hello ben.

the last release was very long ago, and several fixes where made since then.

my current plan is to review/fix #81#/#82 (problem with maven 3.6.3) and then start a release process. additional PRs can be put in a new release. release early, release often.

i've also just created a small PR #87 to fix an integration test issue on windows machines which i would like to include as well.
