build-helper-maven-plugin: problem with maven 3.6.2/3.6.3 - PR available

there is a problem with the released-version goal with maven 3.6.2 and 3.6.3, reported in [1].
this prevents us as well updating to the latest maven versions.
a fix is available with this PR [2] - works fine for us when build locally.

is it possible to merge this PR? and do a release?

there was not much activity the last year(s) for tis plugin. can i help for this plugin? first step would be fixing the travis configuration so we have CI coverage again, applying the PR and then starting vote process for a new release. i'm committer for some apache projects (sling, felix), not sure what the policies are here on mojohaus.

p.s. there was also a maven bug reported for this in [3], but i assume this is obsolete as it seems to be a bug in the plugin, not in maven itself.
