तिसरा मुद्दा म्हणजे इतर मागास वर्गीयांपैकी उच्च जाती आणि खालच्या जाती यांच्या उतरंडीत मधेच कुठेतरी असलेल्या जातींच्या इच्छा आकांक्षांचा प्रतिनिधी अशी त्याची ओळख होती. चौथा मुद्दा म्हणजे त्याने अनेक पुस्तके  तसेच राजकीय पत्रकेही लिहिली होती.आणि त्यात त्याने भारताच्या विकासाची अतिशय सुघटीत आणि सुसंगत अशी नेहरू आणि इंदिरा गांधी अशा आधीच्या पंतप्रधानांनी  अंगिकारलेल्या विकास पद्धतीला पर्यायी अशी विकास नीती अंगिकारली.
