Since no one has replied to this question yet, I will take a shot at it.
 
A quotation is more like a fixed price for some work. An estimate on the
other hand is a just a guess, and can be increased or decreased depending
on scope of work. Quotation is good if scope is known. Estimate is good if
scope is unclear. From a PM's perspective, the PM requests someone else for
a quotation, whereas an 'estimate' is done by the PM himself.
