Since no one has replied to this question yet, I will take a shot at it.
A quotation is more like a fixed price for some work. An estimate on the other hand is a just a guess, and can be increased or decreased depending on scope of work. Quotation is good if scope is known. Estimate is good if scope is unclear. From a PM's perspective, the PM requests someone else for a quotation, whereas an 'estimate' is done by the PM himself.

It doesn’t sound right. Anyhow my 2 cents!
Quote is usually in $ value and used for budget allocation. From sellers point of view - how much it costs to do the requested service with the current understanding.
From buyers view – he may get multiple quotes from different sellers and he will get a range on how much the requested service will cost. This will help him to get the required budget.
Quote usually given with the sellers assumptions and constraints which will justify the cost.
A seller will arrive at the quote with some sort of estimation which will suit the business need. To do an estimate he needs understand the project objectives and the initial requirements. Doing the estimate from the WBS will give a greater level of granularity thus increasing the confidence of the seller.
PM himself will not do any estimate unless he is an expert in that subject. Usually it is his team or the leads do the estimate. His job is to facilitate the same and make sure all the inputs are available to do the estimation.
