Exception request for VEP 246 (migration compression) and VEP 291 (dynamic downtime tuning)

Hi,
I’d like to request exception for these two migration improvement VEPs. They’ve been delayed by arguments around MigrationPolicy/Kubevirt CR/VMI Status split/refactoring that seem to be resolved now.
VEP246 is a single PR (https://github.com/kubevirt/kubevirt/pull/17509) on top of that refactoring that is now approved, so shouldnt’ take long. Extra week should be enough.
The downtime one has to be resolve with the concurrent VEP 248 but it’s equally simple in the end (that was its whole point, to provide a simplified alternative to dynamic stall detector). Perhaps 2 weeks, depending on progress with VEP 248.
