Pinus mungo Turr., a shrub or small tree with, leaves two in a cluster, up to 5 cm long; female cones shorter than 5 cm.

Error in subject line caused all confusion. I had uploaded it as Pinus mugo (misspelled as mungo), a pine shrub or small tree with, leaves two in a cluster, up to 5 cm long; female cones shorter than 5 cm.
