Common in Bihar on the edges of shallow waterlogged areas . shows more and more as the water recedes . UP should be no exception .

Can you also check the keys in Flora of Pakistan as below, as the details in your posted images are not clear ?:
20 (19)Flowers distinctly pedicellate, exserted from the ochreae. All tepals almost equal in size. 15 P. effusum (Stamens 8)
+Flowers sessile to subpedicellate, mostly sunken among the ochreae, rarely exserted. Outer tepals slightly longer. 16 P. plebejum (Stamen 5)
