To me appears more closer to images at Rheum webbianum Royle rather than those at Rheum spiciforme

On further consideration, it is Rheum moorcroftianum Royle as per discussions at Polygonaceae Fortnight- Rheum for id from Hemkunt Sahib:: NS May 36
