Distributed as  Aconitum species- Himachal 
Not A. heterophyllum because of long petioles and deeply lobed leaves, A. laeve seems better option.

Some possibility is there for Aconitum laeve (as suggested by Singh ji) as per GBIF- specimen 1

Inflorescence has not yet elongated and appears immature.

Yes, appears closer as per GBIF specimen and has distribution as per CoL.
