Sir,
This may be possibly Rhodiola species but not developed up to actual height. I can't say correctly because Sedum species ewersii is also grown in those altitudes of Ladakh. But for me it is difficult to identify this species in absence of mature (flowering/ fruiting) stage of the species. The woolly white grown species is Leontopodium species.
