It is certainly not Paulownia fortunei which is a fast growing tree introduced in India.

Ultimately deformed  Henckelia urticifolia??

I also feel it is closest to Henckelia urticifolia (Buch.-Ham. ex D.Don) A.Dietr as per comparative images at Henckelia
