It is non of  both. I mentioned that it is used for Puja
and got very strong aroma. Already 7/8 years but no
flower yet.

I tried checking comparative images at ‎Apiaceae
Pl. check Scandix pecten-veneris L. (just a guess due to being a close match)

Looks more like Artemisia sp.
Kindly look at the stem.
