This seems to be Euphorbia antiquorum L. The only difference I noticed is that the fruits are purplish red, whereas in E. antiquorum the fruits are usually yellowish to yellow-orange.

"It is not possible to determine this correctly unless you see the whole plant clearly. The branches seems to be twisted. Hence it is possible that this is either E. tortilis or E. neriifolia.
