I think it should be Cyathula capitata Moq. as per keys and details at Cyathula

This looks like C. tomentosa to me according to the image I have sent.

   Do have a look at the image of Cyathula tomentosa and Cyathula capitata from Flowers of the Himalaya - A Supplement. The images on FOI agree with these.
