Just found this free software VU METER here:

It is a "standalone" application that lets you choose the soundcard to monitor

It is very accurate and allows for precise adjusting of the input levels
to the MUMBLE INPUT - which test out to be @ -15db for optimum -

After using this VU METER for a few weeks now,
I have found it to be most useful and handy for quick checks on both the
MUMBLE INPUT VOLUME, and also, just to make sure (any) audio is getting into the mumble input.

Not having to open up the MUMBLE CONFIG, INPUT SETTINGS screen saves a lot of
time and hassle when you are trying to work with the input setups.  This VU METER
also remembers the sound card settings chosen so when you bring it up again,
it is already on the MUMBLE INPUT sound card and displays the audio going into MUMBLE immediately.

- It is conveniently located as an icon on the desktop;  just double click and it's up and running

-  you don't even have to have mumble loaded -
-  whatever sound card you are using for the mumble input, select and use as this VU METER'S sound card from its menu -
-  RT CLICK on the black colored rectangle and you will get the menu to select the VU METER's sound card -

With all the possible setups, and various volumes we have to deal with on iCW,

this VU METER application really provides an accurate, and quick check of:

1.   is there any audio at all going into the mumble input ?

2.   if so,  exactly how much is there ?   ( -15 db usually is an optimum setting )

3.   you can watch this VU METER and adjust your cw sending software's volume to "dial" in the desired
      mumble input volume.

This meter also works well in LINUX under WINE.  Choose PULSEAUDIO as the soundcard in the digital meter's options menu as instructed earlier in this post. Then using the JACK AUDIO CONNECTION KIT, draw "wires" from your cw sending software, (in this example it is dahdidah) over to the PulseAudio JACK Source.  Here are some screenshots from UBUNTU 12.04 64bit showing this setup:
