I recently upgraded my Mac to macOS Tahoe 26 and reinstalled Horos (v4.0.0 RC5, then v4.0.1).
Horos itself seems to work fine, but I cannot install the JPEGtoDICOM plugin.
Is there any known solution or workaround for installing plugins on this new version?
Details:
Environment
iMac 2021 (M1)
macOS Tahoe 26.0
Horos v4.0.1
Steps I tried
Modified System Settings
Enabled Horos under:
Privacy & Security > Local Network
Privacy & Security > Accessibility
Privacy & Security > Full Disk Access
Installed the plugin
Quit Horos
In Finder, navigated to ~/Library/Application Support/Horos/Plugins
Copied the JPEGtoDICOM plugin file into the folder
Relaunched Horos
Result
No pop-up window about plugin installation appears.
The plugin is listed in the Plugin Manager, but it cannot be selected from Plugins > Database.
For comparison:
On macOS Sequoia with Horos v4.0.0 RC5, after copying the plugin file and reopening Horos, a pop-up window appeared and the plugin installed correctly.

I have some additional information:
After copying the JPEGtoDICOM plugin file into the folder, I tried double-clicking the plugin file.
When I do this, a pop-up window appears (see attached).
If I click Cancel, nothing happens.
If I click OK and then restart Horos, the JPEGtoDICOM plugin disappears from the Plugin Manager.
